Force & Organization Cost Estimating System (FORCES) How much does it cost to buy a unit & locate it somewhere? How much does it cost to operate a unit for a year? How much does it cost to move a unit from anywhere to anywhere in the world? How much does it cost & save to take a unit out of the force? What are the incremental costs to deploy & sustain troops for conops? POC: forces@calibresys.com 10

What is OSMIS?
OSMIS: The Army s Response to VAMOSC A Historical Archive of Weapon System Data to Include: O&S Class IX Demands (Summary) O&S Class IX Demands (Cost Drivers) Asset Visibility Activity (miles/hours) Maintenance Data Weapons System Information Parts (NSN Level) Fuel Crew Depot Ammunition Test & Evaluation Year of Manufacture 13
Sources of Data

OSMIS Scope and Objectives Historical database of actual operating and support information Tracks 1,700+ Army weapon and materiel systems Assists in costing weapon system operations Analytical tool supporting a myriad of functions: Planning, Programming, Budgeting & Execution (PPBE) Acquisition Economic Analysis (EA) Feasibility Studies Business Case Analysis (BCA) Analyses of Alternatives (AoA) Cost Benefit Analysis (CBA) Force Structure Analysis (FSA) Tradeoff Studies, Source Selections Total Ownership Cost (TOC) Quick Turn Studies and Analysis Independent Government Cost Estimate (IGCE) Independent Cost Assessment (ICA) Cost Estimating Relationships (CER) Cost and Operational Effectiveness Analyses (COEA) Joint Capabilities Integration and Development System (JCIDS) Operating and Support Cost Reduction Efforts 16

CONOPS Filtering What is CONOPS? Contingency Operations (e.g.: Afghanistan, Iraq, Africa, and Europe). Background: Methodology developed to limit influence of supplemental appropriations on base funded readiness program (both demand and activity). Result: Cost data can be observed in three different ways: 1. CONOPS data only; 2. Peacetime training operations only; and 3. The sum of both (by weapon system). 29
Contractor Logistics Support Data CLS Data Elements are incorporated into OSMIS for newly fielded and/or contractor supported weapon systems. Light Utility Helicopter (LUH) - reported in OSMIS. Shadow and Gray Eagle flying hours provided by PM, Unmanned Aircraft Systems (UAS) reported in OSMIS. Prophet reported in OSMIS. M777A2 Howitzer reported in OSMIS. 30
