1.0 INTRODUCTION The City of Oak Grove, Missouri is requesting statements of qualifications from consulting firms with expertise in civil and sanitary engineering to provide professional engineering services related to the preparation of a Wastewater System Master Plan. The Master Plan is anticipated to address current and future permitting requirements, current plant facility conditions, possible corrections, and 20+ year design life improvement needs. 1.1 SYSTEM DESCRIPTION The City of Oak Grove, Missouri is located 28 miles east of Kansas City on I-70 with a population of approximately 8,000. The City currently has a mechanical wastewater treatment plant that was constructed in 2006 that is permitted to treat 1.3 MGD. The treatment plant is supplied by a gravity collection system with 42 miles of pipe sized from 6 inches to 24 inches in diameter. In addition, there are 7 existing pump stations that convey wastewater from areas that cannot be served by gravity. 1.2 SUBMITTAL REQUIREMENTS The City of Oak Grove will receive sealed statements of qualifications at the Oak Grove City Hall, 1300 South Broadway Street, Oak Grove, MO 64075 until 4:00 pm local time on Monday, June 23, 2014. No faxed or e-mailed statements of qualifications will be accepted. No submittals will be accepted after that time and date. Three copies of the statement of qualifications must be submitted in sealed envelopes. Women and Minority Business Enterprises are encouraged to apply. The City reserves the right to reject any or all proposals, or to accept any proposal, which in its judgment will best serve the City s interests. The City reserves the right to waive any and all informalities in the submittal process, or within any statement of qualifications. 2.0 PROJECT DESCRIPTION The work to be performed by the consultant will consist of preparing a Wastewater System Master Plan. The key features of the Master Plan must include but are not limited to the following: 1. Evaluate the ability of the existing system to meet current and anticipated future permitting requirements. 2. Identify current wastewater treatment plant conditions with problem areas identified. a) Assessment of existing equipment and operations. b) Anticipated ability to meet future permit requirements. c) Identification of any immediate corrections needed for the plant to remain in compliance for the next 20 years. 3. Anticipated capital improvement needs based on current flows and needed capacity for a 20 year design. Oak Grove RFQ for Engineering Services Wastewater System Master Plan P a g e 1
4. A financial impact analysis, review of rates and charges, and a cost of service analysis, including tap fees and system development fees, for the wastewater utility. 5. Fiscal analysis identifying possible funding sources for implementation of plant upgrades as identified. 3.0 SUBMITTAL CONTENT Submittals are to include the following information: Firm name, address, telephone and fax numbers, e-mail address, and name of principal-in-charge together with the name of the project manager and organizational structure assembled to accomplish the project goals. 3.1 SELECTION CRITERIA A selection committee comprised of staff from Oak Grove shall evaluate the proposals based on the criteria and weight given to each as set forth in the table below. Personnel Client Service Reference 5 Total Possible Points 100 3.2 INTRODUCTORY LETTER & E-VERIFY A statement in the introductory letter shall name the person or persons authorized to represent the consultant in any negotiations and sign any contract that may result. If any addenda were issued, it shall be acknowledged in this letter. Supporting information confirming that the proposer is enrolled in the E-Verify program. 3.3 FIRM QUALIFICATIONS Provide a statement that portrays the firm s qualifications and experience in relation to the described work. The response should address the following: 1. General qualifications and experience for the firm. Only include information specific to the office providing the services. 2. Specific areas of expertise applicable to the described work. 3. Similar projects by type, location and total project cost, which have been performed by the firm. Do not include projects that current personnel performed for another firm. Please note proposals may be excluded from further consideration if projects are included that the firm did not perform. 3.4 KEY PERSONNEL QUALIFICATIONS Provide a statement that portrays how the qualifications and experience of the firm s proposed key personnel relate to the described work. Only provide information for those personnel that the firm is proposing to perform the work. The response should address the following: 1. Qualifications and experience of principals and proposed key personnel with respect to the work as described in the RFQ. Identify any applicable registrations. 2. If sub-consultants are included to assemble a project team, their qualifications and experience of proposed key personnel should be described with respect to the relevant category or subcategory or work. 3.5 QUALITY OF CLIENT SERVICE One of the City s interests will be the commitment of the consultant s project team during the life of the project. The consultant s demonstrated commitment to the project will be a consideration in determining the awarding of the project. Provide a statement that demonstrates the quality of service provided to clients and provide a minimum of five references with the names, addresses and telephone numbers of current and past clients for whom the proposer has provided similar professional services. The response should address the following: 1. Availability for meetings, joint field work, and other combined efforts; commitment to timely delivery or work products; and commitment to timely communication with City staff. 2. Internal procedures and/or policies for quality assurance and cost control. 3.6 LONG-TERM CLIENT/FIRM RELATIONSHIPS Information reflecting years (3 to 10 years) of repeat work for various clients, preferably those clients also listed as a reference. 3.7 SUPPORTING INFORMATION The following are examples of supporting materials that should be included with the proposal: Graphs, charts, photos, resumes, plans, reports, or similar documentation Experience with local agency projects Experience with each discipline Project examples and materials that illustrate innovative solutions Any litigation to which the firm is a party Any bankruptcy settlements or unpaid judgments against the firm or its principals Any previous contracts that the firm defaulted on and/or was terminated and reasons for the default(s) and/or termination(s) Oak Grove RFQ for Engineering Services Wastewater System Master Plan P a g e 3
4.0 CONTRACT CONSIDERATIONS Upon selection, the City of Oak Grove intends to negotiate terms of a Professional Services Agreement with the consultant deemed to serve the best interests of the City. If contract negotiations are unsuccessful, the City reserves the right to negotiate with the next highestranked consultant. The City is not under any obligation to award a contract.
