The Housing Authority of the Borough of Highland Park (HPHA) hereby invites consultants/developers/contractors to submit proposals for consulting services to evaluate the feasibility and applicability of implementing a Rental Demonstration Program (RAD) and preparing a submission of an application to the U.S. Department of Housing and Urban Development (HUD) in accordance with PIH Notice 2012-32, REV- 1, July 2013. The HPHA has 124 public housing units divided into both family and senior units: AMP I: 24 family units consisting of: 12 1 bedroom 6 2 bedroom 4-3 bedroom 2 4 bedroom One senior building as follows: 100 units consisting of: 15 Efficiencies 80 1 bedroom 5 2 bedroom The Authority is interested in the conversion of AMP I. Scope of Work 1. Preparation and submission of applications for AMP 1 properties. 2. Prepare realistic and market justified development budgets, and operating proformas with sufficient detail to satisfy both RAD program and lender eligibility and evaluation criteria. 3. Communicate with HPHA, HUD and other necessary agencies and representatives with sufficient knowledge and detail to satisfy HUD s review to meet the stated deadline(s). Assessment Phase Review AMP I properties (financials, physical condition and performance.) Assess the adequacy of existing PNA s to identify needed improvements and satisfy RAD s GPCA 1 criteria; and assist in the development of a scope of work to secure a contractor to conduct a PNA that will satisfy the RAD criteria. Identify the best grouping of projects into one or several RAD applications. Brief HPHA on findings for their concurrence. Review development budgets incorporating all applicable sources and uses. 2
Create operating proformas to ensure conformance with HUD s program guidelines and lender requirements. Application Phase Submit draft application to HPHA for review and comment. Incorporate all HPHA directed changes to application. Submit application to HUD on behalf of HPHA by November 15, 2013. Award Phase If the application is awarded, HPHA may contract for additional services that may include: Assist with preparation of the Physical Conditions Assessment and its submission to HUD. Creation of final financial packages prior to submission to HUD. Communication and coordination with HUD regarding final submission materials. Qualifications Statement The respondent s completed proposal shall include: 1. A general description of the respondent including the nature of the business or organization, a brief summary of its history, its size and organizational structure. The description should include an identification of any subcontractors proposed to be used by the respondent and their expertise. 2. The name, title(s) and contact information for the individual(s) authorized to negotiate and contractually bind the respondent. Proposals MUST be signed by an official authorized to contractually bind the respondent. 3. The name, title(s) and contract information for the individual(s) who may be contracted by HPHA for purpose of clarification or the provision of additional information as necessary. 4. The name, title(s) and contract information for the individual(s) to be assigned to work with HPHA, including their current position with the organization. HPHA reserves the right at any time to request the contractor to remove and/or replace any assigned staff from HPHA properties. 5. Examples of three (3) residential project sites the respondent is currently working on, or has worked on in the past five years that best demonstrates the respondent s ability to provide the requested services. 6. Evidence of Professional Liability and Workman s Compensation Insurance. 7. New Jersey Business Registration Certificate. 3
HPHA will evaluate and score each complete proposal based on the criteria outlined below. Responses may receive a maximum score of one hundred (100) points subdivided as follows: Evaluation Factors: Points 1. Evidence of the firm(s) ability to perform the work, as indicated by personnel profiles, demonstrating professional and technical 20 competence and experience, and experience as it relates to government subsidized housing programs. 2. Capability to provide services in a timely manner. List all firm principals and staffing available to accomplish work. 20 3. Understanding of/familiarity with government subsidized housing 20 programs, such as the Public Housing Program, Multifamily Program and the Housing Choice Voucher Program and alternative financing options. 4. Past performance in performing RAD conversions 20 5. Cost of services 20 TOTAL POINTS AVAILABLE 100 HPHA reserves the right not to award a contract to anyone at the sole opinion and discretion of HPHA. Proposals received later than the date and time specified will be rejected or deemed non-conforming. HPHA assumes no responsibility or liability for late delivery or receipt of responses. 4
All questions or request for documents pertaining to this quotation shall be addressed to the aforementioned. HPHA reserves the right to: Reject any or all bids, to waive any informalities in the solicitation process, or to terminate the solicitation process at any time, if deemed by HPHA to be in its best interest. Terminate a contract awarded pursuant to this solicitation at any time for its convenience upon delivery of a 30 day written notice. Determine the days, hours and locations that the successful bidder shall provide the items or services called in for this solicitation. Reject and not consider any bid that does not, in the opinion of HPHA, meet the requirements of this solicitation, including but not necessarily limited to incomplete bids and/or bids offering alternate (not including or equal items) or non-requested items or services. Expenses associated with proposal submission: All expenses involved with the preparation and submission of proposals to HPHA shall be the responsibility of the entity making the submission. 5
