1.0 INTRODUCTION The Seattle School District is requesting qualifications for professional services relating to High School Professional Development. This work requires coordination between high school administrators and educators and central office staff in the Department of Curriculum, Assessment, and Instruction. Delivery of customized professional development to one or more high schools will be needed. Selected firms will be pre-approved to provide professional services to high schools, but not guaranteed a contract with any high school. Each high school will use a building-based process to choose a firm from the approved list. The district intends to pre-qualify multiple firms to be placed on a roster to provide professional development services. The roster will be in effect beginning approximately September 2018. Agencies approved for the roster will not need to re-submit qualifications and will remain on the roster from year to year through approximately August 2021, unless otherwise determined by the District. Please note that pre-qualified placement on the roster does not guarantee any specific amount of work, and in fact may not award any work at all. This Request for Qualifications (RFQ) describes the selection process and documentation required for submitting Qualifications. Any firm failing to submit their qualifications in accordance with the procedures set forth in the Request for Qualifications may be considered nonresponsive. The selection of the consultant for these services will proceed in the following manner: Seattle Public Schools shall receive submittals no later than the due date and time specified in Section 2.1 of this RFQ. A screening by the District s Review Committee will follow resulting in a list of pre-qualified firms. Selection will be made solely on qualifications submitted. The District reserves the right to seek clarifications about the submittals. The Roster will be created and posted publicly on the District website. The District reserves the right to accept additional Qualification statements after the due date for upcoming projects in any given year that this roster remains active. The District will select the successful firms based on the best interests of the District, all factors considered. Answers to questions will be issued in the form of an addendum which will be provided electronically on the Builders Exchange website at Builders Exchange of Washington and on the Seattle Schools Current Solicitations website. Qualifications must be submitted electronically to Contracting Services at contractingservices@seattleschools.org with the Request for Qualifications number and project title included in the subject heading. In the event that a firm attempts to contact any official, employee, or representative of Seattle Public Schools in any manner contrary to the above requirements, said firm may be disqualified for further consideration. This prohibition does not apply to: Telephone calls to the District to request copies of this RFQ, to confirm attendance, or request directions relative to an interview notification received from the District; Delivery of written questions about the proposal; Discussion at the interview (if deemed necessary); Delivery of the firm s submittal. 4.0 BACKGROUND The Department of Curriculum, Assessment, and Instruction has funds available for professional development to help students attain standards and increase engagement. These funds will be available for the 2018-19 school year, to all high schools in the District, and may be available in subsequent years. Each high school will develop its own proposal for a professional development plan, using a site based process involving administrators and educators. All professional development plans must meet the following required parameters: 1. Ensuring content area and practice standards are woven into professional development. 2. Student attainment of 21st century competencies of critical thinking, communication, collaboration, creativity, citizenship and character. 3. Targeted teacher acquisition of specific instructional/pedagogical strategies that increase student involvement and ownership of learning examples: project-based learning, STEM, engineering, technology or career-connected learning/cte strategies. 4. Must help high school teachers improve their teaching practices, including teaching in extended blocks. 5. Must have a learning goal with a specific change of teacher practice plus focus on content area standards. 6. A connection to equitable outcomes for student success or in de-tracking in-school systems. 7. Leadership development: Plan should include PD for principal/assistant principal to develop capacity to support teacher learning and best document student learning. 8. Proposal must be the choice of school, through site-based process. The Department of Curriculum, Assessment, and Instruction is also recommending the following implementation activities: 1. Participate in monthly Professional Learning Community meetings. 2. Small group (4-5) coaching with facilitator and/or coaches who support shifts in classroom practice and assist in documenting. 5.0 PROJECT INFORMATION The District is seeking firms with experience providing professional development to urban high schools, along with experience customizing that professional development to meet school and district specifications. All firms must partner with the schools that select them to plan and deliver professional development that meets all the required parameters listed in section 4.0, and that meets the school-specific needs laid out in that school s professional development plan. The District is not seeking generic Page 6 of 12

professional development, but rather highly customized and personalized professional development created in response to our district-wide parameters and school designed plans. Please note that the District will select the successful firm/s based on the best interests of the District, all factors considered. The District reserves the right to reject any or all proposals, waive minor irregularities and informalities, and make the awards in its best interest. 6.0 SELECTION PROCESS 6.1 Method of Selection An initial screening of the proposals by the Review Committee will be conducted to identify those firms deemed to be qualified for placement on the Roster. Follow-up clarifications may be conducted by the Selection Committee to confirm qualifications, or to determine an agency s ability to perform the services. The District will select firms for the roster based solely on the written proposals. Firms approved for the roster shall remain on the roster from year to year through approximately August 2021 unless otherwise determined by the District. The following general selection criteria will be used in determining qualification: EVALUATION CRITERIA POINTS Qualifications 100% 100 Relevant experience providing customized professional development at the high school level 20 Evidence of effectiveness in providing professional development at the high school level 20 Organizational capacity of the firm, as demonstrated by staff availability 20 References with similar educational organizations 10 Firm s approach to working with district and school staff 10 Rates and fees 20 TOTAL 100 6.2 Notifications The District will provide timely notifications to firms responding to the Request for Qualifications. 6.3 Seattle Schools Right to Reject The District reserves the right to reject any and all proposals and re-advertise the RFQ at any time prior to approval of the recommended firm and the negotiated agreement. All costs incurred in the preparation of the Request for Qualifications process shall be borne by the proposing firm. Proposals submitted in response to this Request for Qualifications shall become the property of the District and be considered public documents under applicable Washington State laws. The District reserves the right to modify the scope of services as a result of the written submittals and/or interviews. 6.4 Procedures Requirements Any firm failing to submit information in accordance with the procedures set forth herein may be considered non-responsive. 7.0 SUBMITTAL REQUIREMENTS 7.1 General Submittal Requirements The submittal requirements shall be as follows: SUBMITTAL METHOD: The proposing firm, joint venture or other form of association ( firm ) shall submit an electronic copy of their Proposal to Contracting Services at contractingservices@seattleschools.org. The District prefers that the proposal is sent as one PDF document with bookmark tabs noted for each section below. The table of contents, proposal certification form and tabs do not count toward the page limits. Project cut sheets, including photos, are included in the page limits. Submittals exceeding the page limits may be considered nonresponsive. Each proposal is to be a maximum of ten (10) pages (8-1/2 x 11 ) single sided, not smaller than 12 point type. 7.2 Contents of the Proposal 1. Signed Proposal Certification Form (page 3 of the RFQ). This does not count towards the page limit. 2. Table of contents (maximum 1 page). 3. Separate section: Executive Summary. Page 8 of 12 Provide a summary highlighting the firm s qualifications and special expertise to provide the services requested in the Request for Qualifications. Include the firm s address, telephone number, email address and date firm(s) were established. 5. Separate section: General Business Information. This section does not count towards the page limit. Identify previous work involving professional development at the high school level. Highlight professional development you have provided with the explicit goal of helping students attain standards and increase engagement, as well as any experience you have with providing ongoing coaching and support to high school teachers and administrators. Briefly discuss the relevant professional experience and education of each key team member. b. For references, provide the client name, address, email address, and client s project representative and telephone number for the firm s three (3) most recent projects that most closely relate to the services being proposed. 7. Separate section: Team Organization. Explain your proposed team organization, roles and responsibilities, and personnel qualifications in the following manner: a. Organization: Provide information for the proposed project team, indicating who would be assigned to this work, including primary contact information. Include the name, title, phone number and email address for each contact. Give a brief description of the roles of personnel on the team and the amount of time each would be available for this project. b. Are you willing/able to expand your agency s capacity for service if your firm is unable to meet the demands of the District? 9. Separate section: Availability and Capacity. a. Briefly discuss the availability of all key personnel. Additionally, discuss the capacity of the proposed team, to provide the services as project needs arise. Provide Service hours offered (Pacific Standard Time) for collaborating with school and district staff on plans for professional development, developing trainings, and delivering professional development trainings and ongoing supports. b. Provide a description of the proximity of your service locations to District sites. List the times that providers will be available to provide services both during the school day and outside the school day. c. Briefly discuss your ability to provide embedded professional development within a school building. Can you be on site on an ongoing basis? 10. Separate section: Approach. Describe how you will work with the district and with high school administrators and other school staff to develop trainings that are customized and responsive to the district s required parameters for professional development and each school s individual plan for professional development.

11. Separate section: Evaluation. Page 10 of 12 Describe how you will evaluate the results of your professional development. This description can be general, as the actual evaluation plan you develop will be dependent upon the specific professional development needs of the school or schools that may choose to hire you. Please include a description of an evaluation that you have done in the past to evaluate the effectiveness of your professional development services. 12. Separate Section: Rates and Fees. Provide a sample of your hourly rates and fees, and any alternative proposed options for how you structure your professional development fees. Describe any ongoing costs after the initial professional development has been delivered, including costs like software subscription fees that schools would need to continue paying for beyond the 2018-19 school year. Note that schools are planning professional development for the 2018-19 school year only, and proposals should not describe a multi-year plan requiring multiple years of funding. It is possible that funding will be provided beyond 2018-19, but that has not been determined at this point. Please also note that the District reserves the right to ask questions and seek clarifications about the Proposal, to request post-proposal modifications, and to engage in negotiations with a selected short list of firms. 8.0 CONTRACT AND CONTRACTING PROVISIONS 8.1 Standard Form of Contract The District s Contract for Consulting Services is included as Attachment 1. Please note: The District reserves the right to reject any firm that is not willing to accept the District s terms and conditions as noted in the standard form of contract. 8.2 Additional Contract Document Requirements The selected firm(s) shall be required to provide the following documents to the District prior to execution of a contract: W-9 Form Washington State Business License Certificate of Insurance General liability insurance coverage of at least $1M will be required. Projects that include direct access to students may require at least $1M sex abuse/molestation coverage. 8.3 Protest Procedures 1. Any actual or prospective Vendor who is aggrieved in connection with the solicitation or award of this contract may protest to the District in accordance with the procedures set forth herein. Protests based on the terms in this Request for qualifications, which are apparent prior to the date established for submitting the proposal must be received seven (7) days prior to the submittal deadline. Protests based on other events must be received within three (3) working days after the aggrieved person knows, or should have known, of the facts and circumstances upon which the

protest is based; provided, however, that in no event shall a protest be considered if all proposals are rejected or if the protest is received after the award for this contract. 2. In order to be considered, a protest shall be in writing and shall include: the name and address of the aggrieved person; the contract title under which the protest is submitted; a detailed description of the specific grounds for protest and any supporting documentation; and the specific ruling or relief requested. Upon receipt of a written protest, the District shall promptly consider the protest. The District may give notice of the protest and its basis to other persons, including Proposers involved in or affected by the protest; such other persons may be given an opportunity to submit their views and relevant information. If the protest is not resolved by mutual agreement of the aggrieved person and the District, the District will promptly issue a decision in writing stating the reasons for the action taken. A copy of the decision shall be mailed by certified mail, return receipt requested, or otherwise promptly furnished to the aggrieved person and any other interested parties. The District decision may be appealed to the Superintendent by written notice together with all supportive evidence, received at the address set forth in paragraph 2, not more than two (2) working days after receipt of the decision. The Superintendent s decision shall be final and conclusive. 4. Strict compliance with the protest procedures set forth herein is essential in furtherance of the public interest. Any aggrieved party that fails to comply strictly with these protest procedures is deemed, by such failure, to have waived and relinquished forever any right or claim with respect to alleged irregularities in connection with the solicitation or award. No person or party may pursue any action in court challenging the solicitation or award of this contract without first exhausting the administrative procedures specified herein and receiving the District s final decision. 5.
