Mission Antyodaya: Gram Samridhi evam Swachata Pakhwada (1-15 th October, 2017) An initiative of the Ministry of Rural Development, GoI along with with Ministries of Panchayati Raj, Drinking Water and Sanitation, in partnership with the State and Local Governments

Purpose of the Campaign To Involve the Panchayati Raj institutions to: Engage the community in building clean, green villages, Generate awareness about different Government schemes Plan for sustainable livelihood options in the villages.

Activities/Programs- Swachata Pakhwada General activities- in all Gram Panchayats Specific Activities: To be taken up in Gram Panchayats identified for Mission Antyodaya.

Activities/Programs- Swachata Pakhwada Day 1- Inform the members of Gram Panchayat about the campaign Gram Sabhas on Gandhi Jayanti, 2 nd October Discussion about the Gram Samridhi Agenda Ward level meetings to identify key local development challenges like sanitation, health, education, livelihoods etc. and accordingly prioritise in GPDP Discussion about clean green village initiatives 3 rd of October -Special Gram Sabha to prepare shelf of projects for MGNREGS for the coming year. Other activities to continue till 15 th of October.

Activities/Programs- Swachata Pakhwada Initiative for developing clean green villages- Covering all aspects of sanitation: Use of toilets Solid and liquid waste management Soak pits construction during the campaign Waste to wealth through composting and recycling of non-biodegradable waste. Thrust on water conservation Oath to make villages polythene free Identify garbage dumping sites Removal of garbage from road side

Activities/Programs- Swachata Pakhwada Other specific activities SHG meetings and participation of SHG members in Gram Sabhas Participation of women SHGs in Gram Sabhas and different activities. Registration for skill development- wage/ self employment. Job fairs Bank Credit camps for RSETI trained/ SHG members after developing Micro Credit Plans. Explore possibilities of forming Producer Groups and Producer companies in Panchayats covered under MKSP

Activities/Programs- Swachata Pakhwada Other specific activities ( Contd ) Grih Pravesh of newly constructed PMAYG houses Bhoomi Poojan of all new PMAYG houses to be taken up this year Health and Nutrition assessment involving ASHAs, ANMs, Anganwadi workers and women SHGs. Understanding water conservation status of the cluster.

Activities/Programs- Swachata Pakhwada Janta MIS- Beneficiary information To inform public about all government programs Use CSCs/ Gram Panchayat Bhavans to display information through posters/flex/ aluminum boards etc. Panchayat Bhavans to make all public records available for information disclosure about various public works and beneficiary oriented programs Reading out of names of beneficiaries and displaying list on Gram Panchayat walls- PMAYG, NSAP etc.

Activities/Programs- Swachata Pakhwada Janta MIS- Information of village development plan GPDP to be displayed Information on revenue and expenditure List of works done using 14 th FC/ SFC and other programs Display of list of works done under MGNREGA Keep musters and list of job card holders and people employed in the Gram Panchayat Citizen centric app being developed

Mission Antyodaya- Base line Survey Identified Higher Education Institutes students will do Household Survey Survey using pre-populated SECC 2011 data along with other parameters of infrastructure, human development and economic well-being. To present their report by the end of the fortnight. Help identify the growth potential of the Rural Cluster Develop technical-institution partnership and preparation of Gram Panchayat Development Plan (GPDP). Ranking of the 50,000 Gram Panchayats /5000 Rural clusters to be prepared.

Role of States and other Ministries Based on expectations of different participating Ministries, states to draw a detail agenda for the campaign Draw a day wise calendar of activities to be taken up during the campaign Give adequate publicity about the campaign through radio/ TV/ Print media Inform elected representatives about the campaign and invite them to participate Special programs to be conducted in all SAGY villages in coordination with Hon MPs

Prabhat Pheris Involve students as sanitation ambassadors Involve youth in village development progress Organize sports/ cultural events in the evenings Film shows of various development programs GP level environment Building program

Coordination Nodal officers for each state to be appointed by various Ministries. Nodal officers to be appointed by state at block/district/state level for coordination and monitoring. States may appoint nodal officer for each Gram Sabha to oversee and guide the GPs

Documentation Simple reporting forms to collect and compile qualitative and quantitative work. A report card of the campaign will be prepared at the end. Formats will be made available by the Ministries to the states.

Awards States to develop some matrix to award Gram Panchayats at the end of the campaign. Award to be based especially on overall sanitation and clean and green initiatives undertaken. Another category of awards based on GPDP process-planning and execution including 14 th FC and MGNREGA funds for creation of assetts.

To Conclude Improving the life of people in rural areas being a non-negotiable agenda for the government, an effort towards improving accountability, outcomes and convergence is thus required.
