Introduction The Lagos State Government requires creative and innovative ideas in order to meet the growing demands of her teeming population and in line with its aspiration as a global city. As leading organizations seek to harness the ideas and suggestions of their employees, the process of idea generation and implementation has become a potential source of distinct competitive advantage, hence the expansion of the scope of the Office of Transformation to include Creativity and Innovation. BACKGROUND The former Office of Transformation was Re-designated as Office of Transformation, Creativity and Innovation (OTCI) via an Executive Order issued on 17th of June, 2015; and as a result the Department of Creativity and Innovation was established. -.. MANDATE Engage, Coordinate and Disseminate creative and innovative ideas through an innovative ecosystem that improves on service delivery C&I MANDATES Distill Innovative ideas Run a Centre for Creativity and Innovation The role of C&I is to bring to the fore, the importance of creative thinking and the need to constantly improve on services rendered in line with the Lagos State Development Plan.
OBJECTIVES 1. Develop a business climate that rewards innovation, create strong networks to facilitate the flow of creative and innovative ideas, and Invest in research and development. 2. Develop and support viable initiatives. 3. Raise awareness and encourage enabling policies for creativity and innovation. (Institutionalize the culture of Creativity and Innovation). 4. DEFINITION OF TERMS & OBJECTIVE Creativity is the capability or act of conceiving something original or unusual; while Innovation is the implementation of something new. Creativity = Ideas But Innovation = Ideas + Action If you have a brainstorm meeting and dream up dozens of new ideas then you have displayed creativity, but there is no innovation until something gets implemented. Creativity and Innovation are platforms to identify and enhance creative and innovative ideas which would promote efficient service delivery in Lagos State. 8

STRATEGIC PARTNERS We work directly with Head of Service and though our relationship is with all, due to peculiar function we have identified some key strategic partners: Office of Overseas Affairs and Investment (Lagos Global): to explore how new ideas can be supported through the attraction of local and foreign investments. Ministry of Wealth Creation and Employment: to support innovative ideas through the state employment trust fund for employment creation. Ministry of Economic Planning and Budget: to ensure there is a linkage between the State Development Plan and State projects. Ministry of Commerce and Industry: working in collaboration to promote the Public Service industrial brands. Ministry of Justice: to handle the legal aspects of innovation (Patents & Interpretation of policies/laws) Ministry of Science and Technology: to drive creativity and innovation for improved service delivery, by providing an e-governance platform for Lagos State. IMPLEMENTATION PLAN OTCI, through its mandate, will mainstream creativity and innovation into the public service delivery policy, planning, and implementation process by: Harnessing the practical ideas from private individuals; corporate organizations; public servants; as well as the academia/research Institutions Identifying Creativity and Innovation Ambassadors in each MDA, to help identify and nurture innovative initiatives received by the Ministry. Collaborating with key strategic partners for Private Sector support of innovative ecosystems in the State.
