German-Pakistani Research Cooperations New application 2019/20 Follow-up application for 2019 Goal and purpose The German Academic Exchange Service (DAAD) supports the German-Pakistani Research Cooperation programme using funding from the Federal Foreign Office (AA). Background: Since 2004, the DAAD has maintained a wide-ranging scholarship programme with the government of Pakistan based on an agreement with the Pakistani Higher Education Commission (HEC). In recent years, more than 300 young Pakistani academics have gained doctorates at German universities and are now bringing their expertise to teaching and research at Pakistani universities. The aim of the programme is to consolidate academic exchange between Pakistani alumni (usually DAAD/HEC funding recipients) and their German host institutions through research projects involving German and Pakistani higher education institutions. These research cooperation programmes should meet the following objectives: Support young Pakistani academics by means of further education and specialisation. Improve research in selected fields in Pakistan with a direct impact on teaching. Contribute to current issues with regard to the economic, environmental and socio-economic development of Pakistan. Eligible measures Expenditure eligible for funding Funding measures: Various forms of academic collaboration between German and Pakistani university lecturers, academics with a doctorate, doctoral candidates and graduates can be sponsored within a package of measures available for a research project in the course of a funding period. Such measures include: Individual study and research stays (also field exploration work) of up to 3 months. Exchange of sponsored groups for participating in specialised joint events and for conducting series of experiments. Subject-related scientific events: conferences, seminars and workshops. Expenditure eligible for funding: Personnel resources for conducting and supervising the project Personnel in Germany - Academic staff - Academic assistants Personnel outside Germany - Student assistants Limited funding is available to cover personnel costs (for project coordination and/or assistants) at German universities and to cover personnel costs for student assistants at Pakistani universities. Personnel expenses cover gross employer remuneration. Special annual payments are only eligible for funding in the approval period and only if the date of payment is within this period. Material resources Mobility of project staff (Mobility flat rates or travel/flight in accordance with the Federal Travelling Expenses Act (BRKG)) Project staff stays (Subsistence allowances or accommodation and daily allowance in accordance with the Federal Travelling Expenses Act (BRKG)) Material funding in Germany/abroad Material costs: Up to EUR 10,000 for the first two-year sponsorship period of the research project can be applied for to purchase equipment for the Pakistani partner institute (e.g. for lab equipment). Funding recipients Mobility expenses for funding recipients, (mobility flat rates or travel/flight in accordance with the Federal Travelling Expenses Act (BRKG)) Living expenses for funding recipients (subsistence allowances or accommodation and daily allowance in accordance with the Federal Travelling Expenses Act (BRKG)) Type of funding Funding will be provided as full financing. Funding period Funding level Funding period: The funding period begins on 01/01/2019 at the earliest and ends on 31/12/2020 at the latest. Sponsorship of a research project is limited to a maximum of three years, with an initial funding period of two years. Funding level: The maximum amount available for the DAAD grant is generally limited to EUR 40,000 per financial year. Subject area(s) Target group The funding programme is primarily allocated to the following key areas Water Resource Management Renewable Energies and Energy Efficiency, Agriculture Social Science Support is also available for research projects in other fields subject to submission of convincing concepts that promise sustainable effects to be derived from the research cooperation between Pakistan and Germany. The target group comprises German and Pakistani university lecturers, academics with a doctorate, doctoral candidates and graduates. Which are already involved in cooperation programmes with universities in Pakistan, and/or intend to establish such cooperation programmes in the near future. With both parties signing a Letter of Intent or a Memorandum of Understanding (MoU) to document their partnership. Which include a significant number of young Pakistani academics in the cooperation project. Submission of applications Application requirements The application for project funding must be completed in full and submitted by the stipulated deadline exclusively via the DAAD portal (https://portal.daad.de/irj/portal). Applicants are strongly recommended to seek guidance prior to submitting the application documents. The application should be formulated in agreement with the Pakistani partner and should be submitted by a university lecturer at the German institution who is responsible for the project. Detailed and specific project description; the project description must be written in English and signed by the German and Pakistani parties responsible for the project. The project description must not be longer than 10 pages. If cooperation documents relevant for selection (e.g. cooperation agreement (Memorandum of Understanding), endorsement from the university administration of the German university, collaboration agreement, Letter of Intent) are not available by the deadline, the project manager should submit at least a written justification by the application deadline. The above application documents relevant for selection (mandatory documents) must be specified in accordance with the specifications for the specified appendix type and submitted by the deadline. After the application deadline, the DAAD will neither request any further documents nor take into account any additionally supplied documents or changes, including in the financing plan, with the exception of a short description. Incomplete applications will be excluded from the selection procedure. Application deadline The application deadline is: 13 September 2018. Selection procedure Selection of applications for project funding A selection committee composed of academic experts with relevant experience of cooperation with developing countries is appointed by the DAAD to decide on funding applications and the scope of funding. Applications will be assessed according to formal and content-related criteria. The content-related criteria are derived from the programme aim described above. Decisive selection criteria mainly include: The quality of the project (particularly the clarity of project goals and methods). The scientific status of the project (topicality and degree of innovation). Relevance to development policy. The project-relevant competence of both research groups. The inclusion of young academics, particularly alumni who have studied in Germany. The feasibility of the research project (with regard to time).
