TULANE NAVY ROTC ALUMN ASSOCATON TULANE UNVERSTY 6823 St. Charles Avenue New Orleans, LA 7118 MNUTES: Board Meeting, 8 September 215, Navy Building Chairman: President Wayne Bienvenu Members Present: Norris Fant, Morris Gray, Michael Hallal, Timothy Huete, Gregory Kahn, and Gretchen Lowe. Members Who Sent in Proxies: Brian Bourgeois, Nora Huete, and William Vaudry. Members Absent: Paul Deckert, Mike Flynn, Thomas Wicker, and Fernand Willoz. Unit Representative: CAPT. Huete The meeting was called to order at 1735 by the Chair. The Chairman asked for reading of the minutes from the Board Meeting held on 9 June 215. A motion was made to waive the reading of the minutes and to accept them as written. The motion was seconded and carried unanimously. The Chairman requested the Treasurer s Report. Treasurer Greg Kahn reviewed the Tulane NROTC Alumni Association Financial Report for 1 January 215 to 7 September 215 (Attachment 1) and all associated transactions. Greg Kahn stated that he had reduced certain Funding Source ncome estimates (Part ) and Mission Activity Expenditures estimates (Part ) to better reflect anticipated income and costs. Greg further explained that he had highlighted, in purple, certain income sources and expenditures that he considered ad hoc, i.e. they were not stable from year to year, with a view towards modifying the report. The Chair asked that donations be kept separate from lifetime dues. A motion was made to accept the Treasurer s Report as written. The motion was seconded and passed unanimously. The Chairman then asked for Committee reports. Unit Support Committee - Gretchen Lowe gave a report on upcoming activities for the unit. There will be a field exercise (FEX) in October, but a date has not yet been picked. The PNS confirmed that the MO has not yet chosen a date. The Notre Dame Leadership conference will be held sometime in the spring, and Notre Dame has not yet published any guidance on the conference. Given last year s timeline, the Unit will have to nominate midshipmen to attend in early December. Gretchen anticipates the cost to be the same, $2 per midshipman for room, board, and fees. This doesn t include transportation (estimated at $5 per mid) which was donated by an alum last year. The PNS would like to send two mids, which the Association plans to support. We will budget to sponsor two attendees ($1,4, including airfare), with an option for a third if sufficient funds are donated and the unit can obtain a third slot. 1

Archives Committee Norris Fant stated that the Committee has completed one oral history and is trying to get two more. Norris asked about phone conference capability at the Unit as he would like to use it to get Admiral Long s oral history. The Unit will help in getting this arranged. The Chair asked if Norris could coordinate with the Unit XO for access to Unit memorabilia for display during the annual meeting/homecoming. Norris will take on this task. Scholarship Committee The Chair stated that there are existing endowments at Tulane that generate approximately $125, in annual income that can be used to support Tulane students in the NROTC Program. Currently, the unit gives out $8, in cash awards, leaving about $117, unused. The Chair would like to promote use of these funds to enhance the college program and to work with the PNS and Tulane to increase recruiting for the unit. The PNS gave a quick summary of how the process works and stated that the Unit was able to fund tuition for four college program students last year. The Chair stated his intention to establish a scholarship committee to work with Tulane, the PNS, and endowment families on this issue. Membership Committee The Chair reviewed ongoing membership initiatives, including having Board members recruit one new member each, writing a letter to reunion classes to increase membership, and instituting a program to get volunteers to act as class reps. The Chair would like to send out a tickler e-mail prior to homecoming to stimulate interest in the event. This issue was covered in the Communications Committee report. Communications Committee - Michael Hallal sent out the newsletter on 31 August 215. He stated that web hits skyrocketed, resulting in six bio updates and one dues paying member joining. He plans to condense the newsletter (Attachment 2) and send it out as an e-mail by the week of 21 September, 215. This e-mail will serve as a membership drive/fundraising reminder as well as the tickler requested by the Chair. He will also send a hard copy of the flier out by the end of September via regular mail. New Business: The PNS gave a quick brief on the status of the unit, which served as a preview of his remarks for our annual meeting on 6 November. The unit has 21 new mids (eleven scholarship, ten college program), and has already dropped two. They are doing a lot of recruiting at UNO, which the PNS sees as a good source of mids, and is expanding to cover Xavier and Dillard more fully. The unit now has a total of sixty midshipmen and is preparing for the Fall FEX and homecoming. The Chair asked for an update on planning for the annual meeting and homecoming. Greg Kahn has locked on catering for the meeting and would like to know the status of the booze locker. The PNS will check to see if it needs to be replenished. The Association needs to man the check-in table and have dues forms there. Morris Gray will man the check-in table, and the Communications Committee will produce programs for the meeting. The Chair gave an update of the Flag Officer/General Officer (FOGO) program. He discussed the proposal to buy a plaque and write the FOGOs a letter asking for information and memorabilia. Greg Kahn checked on buying a plaque and stated that it would take the vendor a matter of weeks to complete the plaque and that it would cost approximately $1. The Chair would like to shoot for a dedication/unveiling of the plaque in November 216. A motion was made to establish a Flag Officer/General Officer Program to identify and recognize Tulane alumni who have attained flag rank 2

and to set aside a budget of $1 to support the program. The motion was seconded, voted on, and passed unanimously. Mike Hallal discussed amending the Association s mission statement to make it clear that unit staff members are also eligible for membership in the Association. A motion was made to modify the current mission statement by adding the words and unit staff so that the second sentence reads, All current and former Tulane Midshipmen and unit staff are eligible for membership with those remitting annual or lifetime dies enjoying voting privileges within the Association. The motion was seconded, voted on, and passed unanimously. A motion was made to adjourn the meeting. The motion was seconded and carried. The Chair adjourned the meeting at 1843.
