I. EXECUTIVE SUMMARY The City of Elmhurst is seeking proposals from qualified applicants for the purchase and redevelopment of to (2) City-oned contiguous parcels in donton Elmhurst, consisting of approximately 22,500 square feet. The City is seeking a dynamic, destination-oriented project. Over the last to decades, the donton has evolved into a mixed-use community shopping, entertainment and residential center. Redevelopment has emphasized a mix of residential, restaurant, entertainment, commercial, office, and cultural uses. The image and appearance of the donton, and the need to sustain a pedestrian environment, are key to continued success. The City ill consider all proposals that provide the highest and best use of these parcels. Proposals that maximize density, and building height, ith an aggressive construction time line are preferred. Applicants are encouraged to pursue opportunities for partnerships ith adjoining property oners, if partnering results in a feasible project. This submittal and selection process is intended to identify an Applicant ith qualifications, design concepts and economic plans for the site acceptable to the City. The City considers this project to be of utmost importance and is fully committed to orking ith the selected Applicant in a timely manner relative to any proposed project to ensure the ultimate success of the development. To be considered, proposals must be received in the office of the Assistant City Manager by 5:00 p.m. CST on Monday, March 27, 2015. III. PROJECT SITE DESCRIPTION AND ZONING REQUIREMENTS a. The subject properties are located in the central business district of Elmhurst. The site has excellent frontage along Addison Avenue and is centrally located ith proximity to retail, office, civic uses, and the Elmhurst Metra station (EXHIBIT 2). b. The site is approximately 22,500 square feet in area (150 x 150 ) ith 150 of frontage along Addison Avenue. The site is currently developed as surface parking stalls (EXHIBIT 3). c. A map of the municipal services and associated utilities are shon in EXHIBIT 4. IV. CONSISTENCY WITH DOWNTOWN PLAN, DESIGN GUIDELINES AND MUNICIPAL CODES It is the expectation of the City of Elmhurst that all proposals ill be consistent ith the vision of the 2006 Donton Plan and associated Building Design Guidelines. (Elmhurst.org/dontonplan) V. RFP SUBMISSION REQUIREMENTS a. Submission Requirements Responders are required to submit one (1) copy of the proposal in a form that is typed, indexed and numbered consecutively. In addition, responders are required to submit one (1) electronic version of the proposal in PDF format on a flash drive. All materials submitted under this RFP shall become the possession of the City of Elmhurst. Responders shall submit proposals that conform to the folloing components, aspects, features, and requirements for the subject site: 1. Name, address, telephone number of the Applicant. 2. Principals of the Applicant Entity (corporate officers, members, stockholders, general and limited partners: hereinafter Principals ). 3. Any relationship the Applicant Entity and/or Principals may have ith any City of Elmhurst Official or City Staff member. 4. Identification of any contributions to any local election funds by the Applicant Entity and/or Principals. 5. Description and photographs or illustrations of the Applicant s previous project experience. RFP Page 3
6. A minimum of three (3) references for similar projects, preferably from representatives of the municipalities in hich the projects are located. 7. Project description. 8. A summary of the proposed development by floor use and area. 9. List of proposed uses. 10. Description of the impact for sales tax, hotel / motel tax, food / drink tax, property tax or other tax to the City of Elmhurst. 11. Preliminary schedule for completing the project. This schedule shall include time frame for planning and development phases, as ell as a proposed occupancy timetable. 12. Each Applicant shall provide the purchase price for the City oned or controlled properties and appropriate ROW s, if utilized. The Applicants are encouraged to submit more than one development proposal. Alternate proposals shall be complete in all development aspects. b. Timetable for Submittals One (1) copy of all proposals and one (1) electronic copy, fully completed, must be time stamped as received by the City and submitted to: Michael D. Packages containing proposals shall be sealed, bearing on the outside the Responder s name, address and plainly marked 138 and 142 Addison Avenue RFP Proposal. VI. APPLICANT SELECTION PROCESS a. Applicant Selection Procedures The City is seeking an Applicant capable of carrying out a project of this magnitude. The City ill only consider proposals from the Applicants interested in developing the entire project area. RFP Page 4
The selection process ill be: 1. Submittal of proposals. 2. Evaluation of proposals by City Staff and Development Planning and Zoning Committee ith a recommendation of finalists to the City Council. 3. Mayor and City Council selection and authorization of Staff to negotiate an Agreement ith the preferred Applicant. b. Mayor and City Council Selection of Applicant The Mayor and City Council ill choose the preferred Applicant, and ill authorize City Staff to negotiate ith same. The chosen Applicant shall enter into an Agreement ith the City of Elmhurst contingent upon developer applying for and securing any and all zoning entitlements for the project. The City shall not be obligated to accept any proposal, and reserves its rights to reject any or all proposals submitted in response to this Request for Development Proposal, to accept any proposal hether or not in conformity ith this Request, to aive any informalities or irregularities in the request process, and to negotiate terms of a Development Agreement concerning the subject properties ith any applicant, as it deems to be in the best interest of the City. The City is not liable for costs incurred in the preparation of a response to this RFP or in conjunction ith any presentations before the City Council. VII. ADDITIONAL INFORMATION a.
