InWEnt Capacity Building International Germany Health Division hosts the Training Course: Health Management Improving Decentralised Health Services May 17 June 11, 2010 at the Ateneo Graduate School of Business Ateneo Professional Schools Rockwell Center, Makati City, Philippines

Course Announcement 1. Background The Capacity Building International, Germany (InWEnt), is an institution for development policy dialogue, which is commissioned by the Government of the Federal Republic of Germany to hold and support conferences and advanced training programmes for specialists and executive personnel from southern hemisphere countries and Eastern Europe. InWEnt works in the areas of Education, Economic and Social Development, Public Administration, Industrial Occupations Promotion, Food and Agriculture as well as Health, and prepares personnel of development and co-operation agencies before taking on their mission abroad. The Health Division of InWEnt organizes from 17/05/10 11/06/10 the training course Health Management Improving Decentralised Health Services in partnership with the Health Unit - Ateneo Graduate School of Business. The four-week-course takes place at the Ateneo Professional Schools at Rockwell Center, Makati City, Philippines. The Health Division has been conducting different advanced training programmes for personnel of the medical professions for many years. These programmes include hospital management, bedside clinical training, health care financing, adolescent sexual and reproductive health, and programmes for NGOs working for and with women, but also courses in international health, public health management and administration. The need for practical and relevant training is evident, particularly in countries with ongoing health sector reforms and decentralisation of health care systems. One of the deficits, which hinder the development of population and need oriented health care services, lies in the lack of adequately trained personnel in the health management sector. The diversified area of responsibilities of health personnel in decentralised health facilities includes not only the treatment of patients, but also a variety of administrative and managerial duties. In addition, health care systems the world over are confronted with limited resources that poses more challenges to health managers and administrators. In order to contribute to improved capacity in handling these duties, the Health Division offers this four-week-course Health Management Improving Decentralised Health Services The course is designed for health managers working in decentralised public health systems, in health services and structures with enlarged responsibilities or in health management training institutions, in order to strengthen their leadership capacity and to enable them to organize and carry out appropriate training in health management for their health personnel. 2. General Learning Objectives The course shall enable the participants to: Undertake an epidemiological situation analysis of health problems and health services problems in a district or region of responsibility (including identification of basic measures, indicators and training needs); II

Use standard planning and management tools for the development, implementation and assessment of interventions to ensure maximum impact and cost efficiency; Implement appropriate systemic and structural changes within the health manager s area of responsibility for a better managed health system; Monitor and evaluate this process in order to contribute to the improvement of health services through improved health management in their countries; Use improved communication and leadership skills for better human resources management, teamwork and organization of management training with the aim of a longterm general capacity building in health management in the district or region of responsibility. 3. Contents and Methodical Proceedings The following issues will be discussed in line with the main managerial duties of a Health Manager: Community diagnosis and needs assessment Epidemiological and statistical basics Planning and implementation methods Resource management: human resources management and financial resource allocation and management Communication and systems management Monitoring and evaluation Training methodology Community mobilization and advocacy The learning methods applied during the course will include lectures and seminars as well as highly interactive student-oriented, participatory techniques like group work, role-play etc. The specific issues of women as a user and as an employee of the health care system will be integrated in all study topics. Overview of topics to be dealt within the training course 2010: Part A: Leadership, Communication, and Human Resource Management (5 days) Communication, effective leadership, team building and management, conflict management, supervision, coaching (staff motivation), social participation, participatory rapid appraisal, intercultural aspects of management, management of uncertainty and complexity in projects); self mastery, change management. Part B: Applied Epidemiology (5 days) Use of routine data sources, epidemic and endemic curves; collection of new data: epidemiological measures, rates and proportions; survey design and sampling strategies; outbreak investigation; cohort and case-control studies; bias and confounding; basic statistics; III

Part C: Health Management and Administration (5 days) District and PHC concept; management or planning cycle; health services and situation analysis; objectives-oriented project planning, logical framework approach, formulation of goals, objectives, strategies, activities; objectively verifiable indicators; plan of action, monitoring and evaluation; quality assurance tools and methods; engaging and empowering clients and health personnel. Part D: Financial management (5 days) Cost analysis, budgeting, resource allocation, accountancy, controlling. Sources of health care financing, equity and access to care, tax financing, user fees, prepayment, social health insurance. 4. Target Group Regional and district health administrators or health personnel occupying senior and middle manager positions with comparable duties, personnel of the regional and district HRD, members of the district health management team, leading personnel from NGOs working in the field of health, who are required to carry out managerial and planning duties or to train health personnel in these areas. 5. General Information The participants will be guests of InWEnt during their stay in Manila/Philippines. This means that board and lodging will be cared for. Nevertheless it is recommended to bring sufficient extra money for personal expenses! Travel expenses to and from the venue in Manila are to be met by the participants or sending organisations as a contribution towards the advanced training. Exceptions may be made at the discretion of InWEnt for participants not resident in the Philippines, on the basis of evidence stated in the application form. During the course the participants are covered by insurance for emergency care and accidents. This insurance does not include travel insurance, though, or costs of visa, medical examinations or any loss or damage of personal belongings. The German and Philippine Embassy in the home country of candidates are informed about the event and will provide assistance in case of need. 6.
