Introduction The Office for Outer Space Affairs implements the United Nations Programme on Space Applications Organizes approximately 10 annual workshops and seminars on topics related to basic space science, space technology, space applications and legal aspects of space activities in support of capacity building Provides fellowships, training opportunities and support to pilot projects Conducts a range of awareness raising and outreach activities Disseminates information and provides technical advisory services on space application projects Supports the four UN-affiliated regional centres for space science and technology education in Africa (Morocco and Nigeria), Asia and the Pacific (India), Latin America and the Caribbean (Brazil and Mexico) The Office also implements the United Nations Platform for Space-based Information for Disaster Management and Emergency Response (UN-SPIDER) 10-11 September 2007 UNOV/OOSA 3
Introduction The Office for Outer Space Affairs would not be able to conduct its full range of mandated and discretionary activities to develop space capacity in developing countries without the financial and in-kind support provided by member States and other entities, including non-governmental organisations and the private sector. For this reason, the Office, since its inception, has been involved in a wide range of fundraising activities in support of its activities, not only of its Programmes, i.e. the United Nations Programme on Space Applications and more recently UN-SPIDER, but also in support of activities for capacity building efforts in the use of space technology and its applications and the development of national space legislation in member States, including the Regional Centres for Space Science and Technology Education (affiliated to the United Nations). 10-11 September 2007 UNOV/OOSA 4
Fundraising-related related Activities A Trust Fund for the United Nations Programme on Space Applications was created in 1972 and donors are encouraged to contribute, while allowing for full flexibility to the Office to carry out activities in accordance with the priorities set by Committee on the Peaceful Uses of Outer Space (COPUOS) Member States and other entities are called upon during the annual meetings of COPUOS and its Subcommittees to contribute to the Trust Fund UNISPACE III was held in Vienna, Austria, from 19 to 30 July 1999 and concluded with The Space Millennium: Vienna Declaration on Space and Human Development Recommendation No. 32: Identify new and innovative sources of financing to support the implementation of the recommendations of UNISPACE III 10-11 September 2007 UNOV/OOSA 5
Fundraising-related related Activities The recommendation resulted in the creation of an Action Team on Innovative Sources of Financing under the Chairmanship of France (2001 to 2003) United Nations/International Astronautical Federation Workshop on Making Space Applications Operational: Opportunities and Challenges for Sustainable Development held in Albi, France, 27 to 29 September 2001, included a special session on Funding and financing strategies Final report of the Action Team was released as document A/AC.105/L.246 COPUOS member States discussed new and innovative funding sources and mobilization of financial resources during the Sessions of the Scientific and Technical Subcommittee in 2000 and 2002 A/AC.105/736 Trust Fund for the United Nations Programme on Space Applications and new and innovative funding sources to implement the recommendations of UNISPACE III, (Annex II, paras. 24 to 30) A/AC.105/786 Mobilization of financial resources to develop capacity in space science and technology applications, (paras. 143 to 147) 10-11 September 2007 UNOV/OOSA 6

Concluding Remarks Based on a recommendation made by the United Nations Office of Internal Oversight (OIOS), OOSA is involved in developing a fundraising strategy, building on its existing experience with fundraising-related activities A purpose of the strategy shall be to help providing useful information and resources for fundraising efforts by entities seeking funds for capacity building efforts in the use of space technology and its applications OOSA is looking forward to exchange and share its fundraising-related experiences with other entities and is looking forward to the conclusions and actions resulting from the meeting 10-11 September 2007 UNOV/OOSA 9
