Contents Summary of the Project The India, Brazil and South Africa Facility for Poverty and Hunger Alleviation enhances South-South cooperation for the benefit of nations of the south. The Palestinian Government and IBSA focal points have identified as priority the Reconstruction works for Atta Habib medical centre in Gaza city project. The project aims to rebuild and enhance access to public health infrastructure through reconstruction works for the totally damaged Atta Habib medical centre in the eastern Gaza city neighbourhood of Al Shujaia, which sustained enormous destruction during the last hostilities of 2014. Throughout the project implementation phase, one building will be reconstructed and supplied with the necessary equipment to run the basic primary health care needs of the clinic. The renovation and rehabilitation of Atta Habib medical centre in Shujaia will provide healthy spaces, based on a well-designed maternity, child health, dental, and lab services facility. To support the immediate functioning of the project, the necessary furniture and communication system requirements will also be purchased. The newly constructed medical centre will serve almost half of the population of Shujaia, which is estimated to be around 180,000 people, thus saving lives and reducing travel time to the nearest hospital. 2

The mobilization period was completed and the order to commence was given on the second week of December 2015 and materials entered the Gaza Strip Survey and excavation works for levelling the site completed. Foundation and piles were casted and completed. The contractor casted five and completed 100% of the finishing works are 100% completed and most of the furniture and medical equipment items from the signed contracts were supplied and stored at the MoH stores. The contract was signed for the installation of a solar system for the building and the installation progress stands at 75%. The contract of rehabilitation works of Atta Habib road will be signed in October 2017 4

UNDP/PAPP s financial system operates in such a manner that the financial system closes in early December of each year and that final expenditure reports reflecting the disbursements and GMS of the previous year are only published in March of the following year. 4. Any special notes or comments: With regards to access of construction materials and equipment by the Israeli Government, approval was initially granted on 16 December 2014. After the tender was awarded, approval for accessing materials was suspended. On 18 November 2015, the approval was activated again. The Municipality of Gaza delayed the handing over due to a disagreement on the borders of the road because the location was completely destroyed during the escalations. In addition, when the construction of pile works for the footings commenced, the Gaza Strip was hit by storms and heavy rain. Due to the nature of the subsoil being clay, the contractor faced difficulties in resuming works and it took him two months to finish the foundation and retaining walls. 5
