Waterborne Emergencies For waterborne activities, this means on the waterway utilized in SPU related training including most typically the Lake Washington Ship Canal, Lake Union, Montlake Cut, and Union Bay in Lake Washington. Seattle Harbor Patrol (SHP) will provide the primary emergency response for most training outings and home events. Their crews provide a minimum of two EMT-B trained personnel as well as the most medical response resources (see attachment). They also have the best responsespeed capability and the best communication resources to EMS central dispatch for purposes of disembarking any medical patients. Located very centrally to our typical training routes near Gasworks Park, they are the first and best response to waterborne emergencies. However, proximity of responding SHP vessels being remote or with units otherwise engaged, medical emergency situations on the water may dictate that a suitable landing spot be found immediately and land-based EMS responders be called via 911 and dispatched to that landing spot on shore. This is not generally preferable however, as these types of emergencies will be cell phone initiated and EMS (not automatically tracking cell phone locations) requires exact addresses which can be very difficult to obtain in dark morning hours or in backside locations near the waterways. EAP COMPONENTS: SPU Shellhouse/Royal Brougham Pavilion 1. Personnel: Coaches- Basic First Aid and CPR/AED certified. Seattle Harbor Patrol- EMT-B Certified Responders Certified Athletic Trainer- First Responder-First Aid, CPR/AED certified, NATABOC certified, Licensed ATC Campus Security - First Responder-First Aid, CPR/AED certified 2. Equipment: First Aid Kit 3. Communication: Emergency-related communication and coordination will be conducted primarily by cell phone with Harbor Patrol (206-684-4071). This number has been pre-programmed into all staff cell phones and written clearly on the launch dash as well. For emergencies on the SPU dock, there is a campus emergency phone located at the top of the dock ramp that dials directly to SPU Campus Safety & Security. Accessible land line phones are located within the shell house. 4. Transportation: Transportation for land based medical emergencies on campus will be done by EMS. On campus would constitute between the shell house and the water. EMS should be directed north on 3 rd Ave to the north door of the shell house or the waterfront as dictated by the situation. Waterborne emergencies will be managed by Seattle Harbor Patrol (SHP) and transfer to land based transport will be directed according to SHP directive. If transportation to a medical facility is necessary and can be done safely without EMS transfer the following order of non-emergency vehicle transfer should be implemented. 1) Athlete transfers themselves, 2) Athlete is transferred by teammate, family or friend, 3) athlete is transferred by SPU personnel as a last resort.
