Main achievements and impacts to date - Comprehensive suite of Regional Guidance tools (Guidelines and training modules) covering all SWM disciplines have been applied with concrete outputs, and used under capacity building component. - Cluster of experts in the eight beneficiary countries covering all SWM disciplines. - Finalization of National Studies addressing urgent needs with concrete outputs, ready to be disseminated among Beneficiary Countries. - Today beneficiary countries consider solid waste management as one of the priority environmental concerns that requires immediate action. - Enhanced constructive internal dialogue between key stakeholders at Local and National level to tackle key SWM issues - Regional mechanism for information, experience and knowledge dissemination are in place and functioning (website, newsletters, CD Roms, etc.). - The Project is assisting beneficiary countries in preparing / developing sustainable SWM investment projects coupled with innovative financing / revenue streams (Tunisia, Egypt, Morocco, Algeria, etc.).
Why its necessary to follow up on the RSWMP some issues remains to be addressed: - Promoting innovative revenue / financing schemes to address solid waste financial and cost recovery issues. - More Private Sector Participation is necessary, but, appropriate environment necessary for PSP success (laws, capacities to negotiate, evaluate, monitor, etc.). - Further strengthening of national and municipal capacities is still needed. - Sustainability of the Regional Center of Expertise and clusters of experts.
Establishment of a center of expertise The general objectives of the proposed RSWCE are to increase the capacity of municipal and governmental institutions to effectively tackle their solid waste problems The proposed RSWCE will achieve this objective by: - improving policy and regulatory frameworks at national and municipal levels; - strengthening national and municipal capacity to improve Financing and Cost Recovery and Private Sector Participation frameworks; - developing and/or piloting projects to encourage innovation; and - sharing knowledge, expertise and experiences on ISWM.
