The EPTRI has obtained approval from AICTE for conducting a two year Post Graduate Diploma Management (Environment Management) (PGDM- EM) course with a batch strength of maximum 60 students per year which could increase up to 120 students per annum in future. The vision of the program is To build a skilled, knowledgeable and highly motivated management talent pool that can act as the critical catalyst and change agent to support enterprise and environment sustainability initiatives across public, private, government and non-governmental organizations 2. While EPTRI has the in-house expertise to impart the core environment management related course and curriculum, there is a need to support this with a strong general management knowledge base, Industry Integration, strong marketing and sales effort to promote the course among the target segment of students and corporate relations. 3. EPTRI intends to tie-up with a program support services partner and is inviting interested Organizations who can support EPTRI in this initiative. Organizations with proven prior experience in providing support services for PGDM courses to reputed Central/State Government/Autonomous AICTE approved Institutions may only apply. Educational societies /companies with proven track-record and experience of providing end-to-end support to administer, market and support the course and with presence in Hyderabad would be given preference. 4. The Scope of Work and association shall generally cover all activities so as to facilitate successful implementation of the PGDM - EM Course. 5. The hard copy of the completed Bid document should be submitted to DG, EPTRI in a sealed cover to the address given above, so as to reach by or before 5.00 PM on 20-02-2017. 6. The services will be for a period of five (5) years from the date of agreement, which will be extendable on mutually agreed terms, thereafter with an option of right of first refusal (E) Commercial Terms: 1. The institute is looking for a partner with marketing and financial capability to invest in marketing the course and assume all the administrative, marketing and financial risks associated with the administration of the course. The supporting Company need to pay EPTRI for minimum of 30 Students even when they get admission less than 30. For students more than 30, EPTRI will be paid on pro rata basis. (A) Basis for Fee structure The course is proposed to be run with the following fee structure, the Bidders need to evaluate their costs and budgets within this structure and seek compensation from or propose contribution to EPTRI. Base Fee of Rs 3.40 Lakhs (Three Lakhs Forty Thousand only) for two years per student towards Tuition fees. All other amenities and services or supplies to student would be at actuals and would be provided by the supporting organization. (F) Confidentiality All the information and documents shared in course of this evaluation process and subsequently the interactions between EPTRI and the Partner for the course shall be kept confidential by both Parties except as may be required to be shared with the Government as may be required under the Law. Requirements: Section-2 The Bidding organisation is required to meet the following criteria for acceptance of their offer: 1 Earnest Money Deposit (EMD) along with technical proposal by way of Banker cheque /Demand Draft from any Nationalized bank payable at Hyderabad for an amount of amount Rs. 1,00,000/ -( Rupees one lakh only) shall be submitted along with offer. 2 Authorization letter together with power of attorney along with technical Proposal in favour of Signatory of the Technical and Financial Proposal 3 QUALIFICATION CRITERIA 3.1 A TECHNICAL: Duly filled-in and signed Technical Proposal Form-1 at Section-4. 1. GENERAL: Section-3 TERMS AND CONDITIONS 1.1. EPTRI will provide infrastructure like class room with projector, wi-fi net work connectivity. 1.2. EPTRI shall not be liable for any mistake or error or neglect by the organization in respect of preparation and submission of his Bid 1.3. The bidding organization shall bear all costs associated with the preparation or delivery of its Bid and for participating in discussions. EPTRI will in no case be responsible or liable for those costs and expenses regardless of the outcome of the bidding process. 1.4. The Bid and all correspondence incidental and related to Bid shall be written in English language. Any printed literature and document submitted in any other language shall be accompanied by authenticated English translation, in which case, for the purpose of interpretation of the Bid, English translation shall govern. Responsibility for correctness in translation shall lie with the agencies. 1.5. EPTRI reserves its right to call for original of the supporting documents for verification, if deemed fit, and also cross-check for any details as furnished by the consultancy firm from their previous clients etc. The consultancy firm shall have no objection whatsoever in this regard. 1.6. EPTRI reserves the right to make use of available in-house data for evaluation of the Bids that have been submitted against this request. 1.7. EPTRI will examine the Bids for its completeness, whether the documents have been signed, whether they are complete and whether the details furnished are generally in order. Incomplete bids are likely to be rejected. 1.8. Canvassing in any form by the agency or by any other agency on their behalf may lead to disqualification of their Bids. 1.9. EPTRI reserves the right to accept or reject any bid and to annual the bidding process and reject all bids at any time without thereby incurring any liability to the affected consultancy firm(s). 1.10. EPTRI reserve the right to reject any proposal if: 1.10.1 At any point of time, a material misrepresentation is made or uncovered for a Bidding firm. 1.10.2 The Bidding firm does not respond promptly and thoroughly to request for supplemental information required for the evaluation of the Bid or Proposal. 1.10.3 If the bidder is not qualified as per conditions prescribed in technical or financial 1.10.4 The Director General reserves the right to cancel the tender, if it is prejudicial or contrary to the bid conditions and refloat the tender 1.11 No Bidding Organization shall contact EPTRI on any matter relating the Bid from the time of submission of Bid, unless requested so in writing. 1.12 EPTRI, at its discretion, may also hold further discussions with the prospective Bidder (s) to finalize the technical/commercial/financial parameters and other related Page 9 of 16
issues for the assignment, before submission of the Proposals, which would be common for all the consultancy firm(s). 1.13 Agreement : The successful bidder has to enter in to agreement with EPTRI with a security deposit on by way DD/FDR/Bank Guarantee for an amount of Rs. 22.5 lakh (equal to one semester fees for minimum of 30 students). The security deposit shall remain in force till end of contract. 1.14 Termination of Contract: Either party may terminate the contract by giving an advance written notice of one academic year. However, EPTRI also reserves the right to terminate the contract for any reason what so ever at the directions of the Government. 1.15 EPTRI reserves the right to terminate the contract at any stage in part or as whole, by giving advance written notice due to no performance of the bidder as defined in the Agreement, which effects seriously the progress of the course. 1.16 Tenders (Bids) with conditions and non-compliance will be summarily rejected 1.17 All disputes are subject to Hyderabad jurisdiction only. 1.18 Standard force majeure clause shall be applicable 1.19 bidder for any or all consequential damages arising out the said work. 1.20 Any conditional tender will be summarily rejected. 1.21 The bidder has to submit Action plan by mentioning methodology to run the course 2. VALIDITY OF OFFER: The bid or proposal shall be valid for a period of 60 (Sixty) days from the due date of submission of proposal. 3. OBLIGATIONS OF AGENCY: Services to be performed by the organisation shall have to be strictly as per the scope of services described above. 4. EVALUATION PROCEDURE OF TECHNICAL PROPOSALS: 5.10 EVALUATION OF PROPOSALS: The evaluation shall be based on 80% weight age for technical bid and 20% weight age for financial bid. (It may not be necessarily the Bidding firm quoting the highest price be awarded the contract). 5.11 Selection of the Organisation for execution of the assignment will be guided by the experience of the Organisation on similar job and availability of resources with the organization. SHORT LISTING OF PROPOSALS FOR FINANCIAL EVALUATION: The applicants ranked as aforesaid in Technical Evaluation shall be qualified and shortlisted for financial evaluation in the second stage. The minimum score for technical qualification is 60 marks. However, if the number of such qualified firms is less than 2 (two), EPTRI at its sole discretion, may qualify another firm whose technical score is nearest to 60 marks. 7. EVALUATION OF FINANCIAL PROPOSAL: In the second stage the financial proposal evaluation will be carried out. Each financial proposal will be assigned a financial score (SF). 7.1. For financial evaluation, the total Contribution Amount indicated in the financial proposal (excluding Taxes) will be considered. 7.2. EPTRI will determine whether the financial proposals are complete, unqualified and unconditional. The cost indicated in the financial proposal shall be deemed as final and deemed as reflecting the total cost of service (excluding Taxes). 7.3. Omissions, if any, in costing any item shall not entitle the consultant to be compensated and the liability to fulfill its obligations as per the Scope/ EoI within the total quoted price shall be that of the consultant. 7.4. The (the bidder offering maximum contribution to EPTRI) Financial Proposal (FM) will be given a Financial score (SF) of 100 points. The financial scores of other proposals will be computed as follows: SF = 100 x FM/F, (where, F = amount of Financial Proposal) Final evaluation (FE): Proposals will finally be ranked according to their combined Technical score (TS) and the financial (FS) scores as follows: Page 11 of 16
S = (TS x TW) + (SF x FW) Where, TW and FW are weights assigned to Technical and financial proposal and that shall be 0.8 and 0.2 respectively. The selected firm shall be the firm having the highest combined score. The second highest firm shall be kept in reserve and may be invited at the discretion of EPTRI for negotiations in case the first ranked applicant withdraws, or fails to comply with the requirements, as the case may be. We understand that the above fee is exclusive of all statutory taxes/levies applicable in India such as Service tax & cess thereon and/or any taxes/levies which may be introduced later and the same shall be payable at actual as applicable.
