Sir, In accordance with subject to the provisions of the Guidelines of National Programme of Nutritional Support to Primary Education, 2006, I am directed to convey the sanction of the President of India to release of~ 105.95 Lakh (Rupees One Crore Five Lakh and Ninety Five Thousand only) for 2119 Kitchen Devices (procurement of 1339 units for New School and 780 for replacement) at Primary and Upper Primary stage under National Programme of Mid-Day Meal in Schools to the Government of Jammu & Kashmir, during 2014-15, as per details indicated below:- S. As far as possible replacement of Kitchen Devices shall be done in a decentralized manner, preferably at school! block level, so that there is no delay in making available the required devices to the schools. 1

It has been decided to release ~ ]05.95 Lakh (Rupees One Crore Five Lakh and Ninety Five Thousand only) to the State Government of Jammu & Kashmir for 2119 Kitchen Devices (Procurement of 1339 units for New School and 780 for replacement) under National Programme of Mid Day Meal in Schools for the year 2014-15. This amount is to be trifurcated into the following heads:- (i) ~ 79.97 Lakh will be debited to Demand No. 59 - Depallment of School Education & Literacy, 3601 - Grants-in-Aid to State Governments (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 187 - Elementary Education-National Programme of Mid Day Meals in Schools (Minor Head), 0 I - Assistance to States (Sub Head), 01.0 I - Amount to be met from Gross Budgetary Support (Detailed Head), 01.01.35 - Grants for Creation of Capital Assets for 2014-15 (Pian). (ii) ~ 8.40 Lakh will be debited to Demand No. 59- Department of School Education & Literacy, 360 I - Grants-in-Aid to State Governments (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 789 - Special Component Plan for Schednled Castes, 57 - Elementary Education-National Programme of Mid Day Meals in Schools, 57.0 I - Assistance to States (Amount to be met from Gross Budgetary Support), 57.01.35 - Grants for Creation of Capital Assets for 2014-15 (Pian). (iii) ~ 17.58 Lakh will be debited to Demand No. 59- Department of School Education & Literacy, 360] - Grant-in-Aid to State Govt. (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 796 - Tribal Area Sub Plan, 57 - Elementary Education- National Programme of Mid Day Meals in Schools, 57.01 - Assistance to States-(Amount to be met from Gross Budgetary Support), 57.01.35 - Grants for Creation of Capital Assets for 2014-15 (Pian). 4. Accordingly, [ am directed to convey the sanction of the President of India to release of ~ 79.97 Lakh (Rupees Seventy Nine Lakh and Ninety Seven Thousand Only) to Govt. of Jammu & Kashmir as Non-recurring Central assistance under National Programme of Mid Day Meal in Schools for the year 2014-15. 5. The expenditure of ~ 79.97 Lakh (Rupees Seventy Nine Lakh and Ninety Seven Thousand Only) will be debited to Demand No. 59 - Department of School Education & Literacy, 360 I - Grants-in-Aid to State Governments (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 187 - Elementary Education-Nationa[ Programme of Mid Day Meals in Schools (Minor Head), 0 I - Assistance to States (Sub Head), 01.01 - Amount to be met from Gross Budgetary Support (Detailed Head), 01.01.35 - Grants for Creation of Capital Assets for 2014-15 (Pian). 6. A register of Assets acquired out of this grant shall be maintained as per rules. 7. It is certified that the pattern of assistance under the Scheme has the prior approval of Ministry of Finance, Government of India. [t is also certified that this grant is being released in conformity with the rules and principles of the Ministry of Finance. 2

8. No Utilization Certificate is pending for the previous years. 9. The accounts of the grantee shall be open to. inspection by the sanctioning authority and audit, both by the Comptroller and Auditor General of India under the provision of CAG (DPC) Act 197 I and Internal Audit by the Principal ACCDunts Office of the Ministry of Human Resource Development, Department of School Education and Literacy, whenever the grantee is called updn to. do so.. 10. The amount of grant-in-aid is finally adjustable in the books of Principal ACCDunts Officer, Ministry of HRD, Department of School Education & Literacy, D- Wing, Ground Floor, Shastri Bhawan, New Delhi-I 10 115. On receipt of sanction letter, the Principal Accounts Officer may issue an advice to the Reserve Bank of India (Central Accounts Section), Nagpur for affording credit to the balance of the State Government. The Principal Accounts Officer may forward a copy of the advice to the Accountant General and Finance Department of the State Government along with a copy to undersigned in the Department of School Education & Literacy. State Government shall send intimation regarding receipt of grant-in-aid to Principal Accounts Officer, Ministry of HRD, Department of School Education & Literacy, Shastri Bhawan, New Delhi- I 101 15. 1 I. Grantee is located in Jammu & Kashmir circle of accoun!. 12. This issues with the CDncurrence of Integrated Finance Division vide their Dy. Sir, In accordance with subject to the provisions of the Guidelines of National Programme of Nutritional Support to Primary Education, 2006, I am directed to convey the sanction of the President of India to release of ~ 105.95 Lakh (Rupees One Crore Five Lakh and Ninety Five Thousand only) for 2119 Kitchen Devices (Procurement of 1339 units for New School and 780 for replacement) at Primary and Upper Primary stage under National Programme of Mid-Day Meal in Schools to the Government of Jammu & Kashmir, during 2014-15, as per details indicated below:- S.No. State Number of Amount sanctioned & Circle of Kitchen proposed to be released accounts in Devices (Rs. in Lakh) which grantee is located I. It has been decided 10 release '{ 105.95 Lakh (Rupees One Crore Five Lakh and Ninety Five Thousand only) to the State Government of Jammu & Kashmir for 2119 Kitchen Devices (Procurement of 1339 units for New School and 780 for replacement) under National Programme of Mid Day Meal in Schools for the year 2014-15. This amount is to be trifurcated into the following heads:- (i) ~ 79.97 Lakh will be debited to Demand No. 59 - Department of School Education & Literacy, 360 I - Grants-in-Aid to State Governments (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 187 - Elementary Education-National Programme of Mid Day Meals in Schools (Minor Head), 01 - Assistance to States (Sub Head), 1.0 I - Amount to be met from Gross Budgetary Support (Detai led Head), 01.0 I.35 - Grants for Creation of Capital Assets for 2014-15 (Plan). (ii) '{ 8.40 Lakh will be debited to Demand No. 59- Department of School Education & Literacy, 360 I - Grants-in-Aid to State Governments (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 789 - Special Component Plan for Scheduled Castes, 57 - Elementary Education-National Programme of Mid Day Meals in Schools, 57.01 - Assistance to States (Amount to be met from Gross Budgetary Support), 57.01.35 - Grants for Creation of Capital Assets for 2014-15 (Plan). (iii) '{ 17.58 Lakh will be debited to Demand No. 59- Department of School Education & Literacy, 360 I - Grant-in-Aid to State Gov!. (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 796 - Tribal Area Sub Plan, 57 - Elementary Education- National Programme of Mid Day Meals in Schools, 57.01 - Assistance to States-(Amount to be met from Gross Budgetary Support), 57.01.35 - Grants for Creation of Capital Assets for 2014-15 (Plan). 4. Accordingly, 1 am directed to convey the sanction of the President of India to release of '{ 17.58 Lakh (Rupees Seventeen Lakh and Fifty Eight Thousand only) to Gov!. of Jammu & Kashmir as Non-recurring Central assistance under National Programme of Mid Day Meal in Schools for the year 2014-15. 5. The expenditure of'{ 17.58 Lakh (Rupees Seventeen Lakh and Fifty Eight Thousand only) will be debited to Demand No. 59- Department of School Education & Literacy, 360 I - Grantin-Aid to State Gov!. (Major Head), 02 - Grants for State Plan Schemes (Sub-Major Head), 796 - Tribal Area Sub Plan, 57 - Elementary Education-National Programme of Mid Day Meals in Schools, 57.01 - Assistance to States-(Amount to be met from Gross Budgetary Support), 57.01.35- Grants for Creation of Capital Assets for 20 14-15 (Plan). 6. A register of Assets acquired out of this grant shall be maintained as per rules. 7. It is certified that the pattern of assistance under the Scheme has the prior approval of Ministry of Finance, Government of India. It is also certified that this grant is being released in conformity with the rules and principles of the Ministry of Finance. 2

8. No Utilization Certificate is pending for the previous years. 9. The accounts of the grantee shall be open to inspection by the sanctioning authority and audit, both by the Comptroller and Auditor General of India under the provision of CAG (DPC) Act 1971 and Internal Audit by the Principal Accounts Office of the Ministry of Human Resource Development, Department of School Education and Literacy, whenever the grantee is called upon to do so. 10. The amount of grant-in-aid is finally adjustable in the books of Principal Accounts Officer, Ministry of HRD, Department of School Education & Literacy, D- Wing, Ground Floor, Shastri Bhawan, New Delhi- I 10 115. On receipt of sanction letter, the Principal Accounts Officer may issue an advice to the Reserve Bank of India (Central Accounts Section), Nagpur for affording credit to the balance of the State Government. The Principal Accounts Officer may forward a copy of the advice to the Accountant General and Finance Department of the State Government along with a copy to undersigned in the Department of School Education & Literacy. State Government shall send intimation regarding receipt of grant-in-aid to Principal Accounts Officer, Ministry of HRD, Department of School Education & Literacy, Shastri Bhawan, New Delhi-I 10115. II. Grantee is located in Jammu & Kashmir circle of account. 12. This issues with the concurrence of Integrated Finance Division vide their Dy. No. 4980/2014 dated 20.10.2014 and funds certified by IF.2 vide Dy. No 1059/2014 dated 21.10.2014. 13. The Sanction ID and E-bill pertaining to above release has been generated.
