Rochester Section Executive Committee Meeting December 06, 2016 MEETING MINUTES Jade Garden, 3333 Jefferson Road, Rochester, NY 14623 Agenda and Attendance List attached at end. Meeting called to order at 12:03 PM. Quorum was established with 15 voting members. Section Officer Reports Section Chair Report Greg Gdowski Note: the Jade Garden is the new name of the Hibachi Sushi Buffet (although the sign outside does not reflect new name yet). In November, the Jade Garden was closed and we switched the meeting to Tandoor of India (across the street). Folks liked the Tandoor of India as well. End of year volunteer appreciation dinner, Dec 14 th, Daisy Four Mill, 1880 Blossom road, Penfield. Start at 5:30pm- volunteers should have received an invite. Rebates for IEEE activities. All chapters who file two or more technical L31 s per year will earn the section a $200 rebate. If you do six or more technical events, you earn the section an extra $75: $200 AES/COM 2 events that were run without a leader $200 C16/CIS11 5 events 1 more and this goes to $275 $0 E25 1 event 1 more and this goes to $200 $200 ED15 3 events (now updated) $200 EMB18 only 2 events with L31 reports $200 EMC27/PSE43 2 events that were run without a leader $275 GRS 6 events $0 LIFE not sure we can rectify this because they have to be technical events. $200 MTT/AP 2 events $200 PE/IA 2 events $200 PHO 2 events (1 came from the RES Symposium talks) $200 SP 3 events $200 TEMS 2 events $0 YP $200 5 Section events and > 10 events That is $2475 not including a 10% bonus for filing early. Zero applicants for IEEE undergrad scholarships- will reopen for another month. RES scholarshiptwo $1500 scholarships- need to be a member. Two new fellows in our section! 1) Sandhya Dwarkadas, Department of Computer Science, University of Rochester; and 2) Robert Boyd, Department of Optics, University of Rochester. Sectional congress next Aug 11-13, 2017 in Sydney, Australia. MGA will sponsor one person per our section to go. We may set aside money for a second person. Perfect for future leaders. Elections- if your chapter or group has not had an election in past two years, now is the time to do it! Someone can remain an officer for two 2-year terms. Need regional director permission to go longer than 4 years. Online video tutorials on vtools usage posted to YouTube! Posted via R1 web page: http://r1.ieee.org/how-to-videos/ 1) How to set up a meeting notification within Vtools so that it appears on all of the direct feed IEEE calendars (including the one on the R1 web pages). 1

Will do PDH credit again where applicable. Rochester Engineering Symposium, Tues, April 18 th, Rochester Hyatt, Downtown. Get $500 for having IEEE speakers. RIT professor Panos P. Markopoulos presented. Computer/Computational Intelligence Societies Joint Chapter Bo Yuan Sponsored technical talk by Professor Robert Walls from UMASS on digital forensics on Nov18th. The Rochester and Syracuse sections recently sponsored The second collegiate penetration testing competition on Nov 4-6 th at RIT. The Rochester Chapter sponsored a $300 award at event. Electromagnetic Compatibility / Product Safety Engineering Joint Chapter Electron Devices Circuits and Systems Sean Rommel, Carl Working on getting a speaker for JCM next spring Held conference on Friday, Nov 4 th : 40 th Annual Electron Devices Activities in Western NY Conference. Geoscience and Remote Sensing Emmett Ientilucci Held a debrief on GRSS on Unmanned Aerial Systems Workshop on Friday Oct 28. 82 attendees with 11 oral, 6 poster presentations, and two keynote presentations. Best paper award was given to Ahmed Elshamli, best paper to Dylan Cornell, and best oral presentation give to Ryan Ford (each award was $200). Next year will increase registration fee, and hoping to get another grant to support funding for event. Great 2016 with seven L31s this year! Life Members Mark Shrader Hoping to have the first of a series of technical talks with Ram Dhurjaty either this year on x-ray imaging and image processing. Took pictures of WNYISPW on Nov 18th- thank you. Antennas & Propagation/ Microwave Theory Techniques Greg Pettis On November 15, the MTT/AP society hosted a dinner and presentation at the East Avenue Wegmans. Greg Bonaguide, a senior product line manager, from Rhode & Schwarz gave a talk titled, Phase Noise: From Theory to Measurement. After the presentation, Rhode & Schwarz demonstrated some of their latest signal analyzers. Approximately 14 engineers attended the event. Working on JCM and distinguished speaker Photonics- Paul Lee for Bruce Smith Communicating with Photonics conference in Ottawa, Canada, June 6-8, 2017. The Photonics chapter will technically sponsor, which means will help support event, but will not give money. 10 joint sessions, over 400 attendees. We have opportunity to organize a special session at the conference on what is happening in ROC area with regard to photonics. Power & Energy / Industrial Applications Jean Kendrick. Signal Processing Ray Ptucha on behalf Nathan Cahill Thurs, Nov 17 th, Mathworks gave a SPS talk entitled Data Analytics with MATLAB, at RIT. The 19 th Annual Western NY Image and Signal Processing Workshop was held on Fri, Nov 18 th at RIT. 120 folks from academia and industry gathered to share their technical knowledge. Two keynotes: Jason Yosinski (Cornell grad/ Startup Entrepreneur) and Jiebo Luo (UofR professor/inventor). Two industry tutorials on deep learning by NVIDIA and Mathworks. Six invited speakers: Dr. Zhiyao Duan, University of Rochester; Dr. Nathan Cahill, Rochester Institute of Technology; Barton Fiske, NVIDIA; Dr. Christopher Kanan, Rochester Institute of Technology; Neeti Narayan, SUNY Buffalo; and Shagan Sah, Rochester Institute of Technology. The conference had 31 submitted papers, 19 posters with 7 papers being accepted for publication to IEEE Xplore. Best paper: "A Local Linear Fitting Based Matting Approach for Accurate Depth Upsampling", Yanfu Zhang, Li Ding, and Gaurav Sharma, University of Rochester. Best poster: FPGA based Convolution Neural Network Acceleration, Felipe Petroski Such, Luke Boudreau, Rochester Institute of Technology. o Collected about $2800 at door, but expenses about $4300 (waiting for catering/facilities bill) Technology & Engineering Management Society Paul Lee 3

Liaison Reports Rochester Engineering Society (RES) Report Harold Paschal RES will charge our section $10 a year for all IEEE members who want hard copies (4 issues per year) 4

mailed to them via US Post Office. All members will have access to the Digital version of the magazine, (at no charge), which will continue to be updated 11 times per year. The digital Magazine will be public domain, so no need for email addresses. Final printed version under current scheme will be Jan. The new printed version, at $10/year (4 issues/year) will start in March. You will get a vtools notification to opt into receiving the hardcopy issues and pay individually the $10/year (this is an extra fee- only those interested in receiving hard copies will pay this.) General sentiment on Tandoor of India was very positive, although some prefer the Jade Garden. One idea is to do Jade Garden during fall/winter/spring, and Tandor of India in the summer.
