Executive Overview Investigative Services Agency (ISA) is a fully licensed detective and security agency specializing in a wide range of investigative, security and protection services. James Miller is President and a licensed Private Detective / Security Contractor by the Illinois Department of Professional Regulation (IDPR). He is also licensed in Florida, California and Washington DC. He founded the ISA as an investigative company dedicated to providing competent, ethical investigative and security services for special needs. The ISA serves as a security consultant to corporations and is a full service investigative company. As detective in charge, he manages agents who are highly trained specialists in deep cover assignments and acts as an expert witness concerning civil litigation investigations.

Mr. Miller held a top secret security clearance with the ATF of the U.S. Department of Justice (DOJ) as a special investigator performing national security background checks and investigations and also with the U.S. Office of Personnel Management (OPM) and has worked with USIS on background investigations of federal employees. Mr. Miller is also a commercial pilot and serves as a volunteer pilot for Life-Line, Inc., which is a nonprofit organization dedicated to delivering patients and organs on an emergency basis through the Great Lakes area. Mr. Miller is a 1993 University of Chicago MBA in General Management/Finance, with a BA in Behavioral Science from National-Louis University. He has 15 years of law enforcement experience serving as a Captain of the Illinois Auxiliary Police and was a Lieutenant with the Mound Bayou, Miss., Police Dept. and was profiled for saving an abducted youth in Glen Ellyn. He is also a state licensed firearms expert and instructor qualifying investigators and police officers in use of force and carrying of firearms for duty. He is also a licensed Law Enforcement Taser Instructor by Taser International. Brief: Defended an Auxiliary police officer concerning the use of deadly force in self defense. Case was settled after depositions and discoveries of errors concerning plaintiff s expert witness. State of Illinois v. David Stanley: Brief: Expert Witness and Investigator for the defense of David Stanley accused in the murder of Terrell Bosley. Found proof for the defense that solved case and client was found not guilty of murder. Burtis Pennington v. People vs. Christesen: Brief: Expert Witness in firearm suppressors. Viewed and analyzed evidence for defense rendering an expert opinion for the court. People vs. Marcos Camargo: Case # 09 CF 2713 Brief: Expert Witness in a gang homicide developing evidence proving a witness could not have identified my client as a shooter based on scientific analysis. People vs. Edward Leak: Case # 05 CR 18294 Brief: High profile murder conspiracy case in developing evidence and witnesses to recant testimony trying to gain my client an appellate appeal. People vs. Michael Olivieri: Case: 14 CR 7206 Brief: Client charged with reckless discharge of a firearm into a neighbors dwelling. Made case for accidental discharge due to a known medical condition called Sympathetic muscle reflex. Client was convicted of class 4 felony and case was sent to appeals. I was able to successfully testify based upon evidence that the client was not responsible and the case was overturned and client was cleared on appeal.
