Introduction Thank you for your interest in the Chief Pharmaceutical Officer s Clinical Fellow Scheme. This scheme provides early-career pharmacists the unique opportunity to spend a year working with senior pharmacy leaders in national healthcare organisations. The fellowship forms part of the CPhO s commitment to establishing opportunities for the pharmacy leaders of the future. The scheme was established in 2015 with initially one clinical fellow post in NHS England and expanded to six pharmacy clinical fellows based across NHS and healthcare organisations. The number of opportunities increased to nine in 2017. The scheme is aimed at aspiring future leaders, those in the early phase of their pharmacy career and not already in established senior leadership roles. The focus on medicines and the pharmacy profession is increasing all the time, and in order to really make a difference to our patients and help them to get the best possible outcomes from their medicines, we need high quality leadership. The opportunities for pharmacists to step up and grasp these opportunities has never been greater and this is why I have established the Chief Pharmaceutical Officer s Clinical Fellowship Scheme to identify and develop the future leaders of our profession. Dr Keith Ridge CBE, Chief Pharmaceutical Officer, NHS England Clinical Fellows work in an apprenticeship model to the most senior leaders in national NHS and healthcare-related organisations. This offers an unparalleled experience and the opportunity to develop a range of skills including: leadership, management, strategy, project management and health policy. Within their host organisations, fellows lead on key projects which contribute to national healthcare priorities around patient safety, medicines optimisation, transfer of care, digitalisation and pharmacy workforce training. In recognition of its experience in running the National Medical Director s Clinical Fellow Scheme and its role as the professional home for medical leadership in the UK, the Faculty of Medical Leadership and Management has been asked to manage the scheme. I am delighted that the Faculty of Medical Leadership and Management are supporting this innovative programme. Throughout my clinical career I always valued the professionalism and expertise of pharmacy colleagues and applaud the growing recognition of their extending role. This brings increasing leadership challenges and this scheme will equip a new generation with vital high level leadership skills and experience - a great investment in the future. At the start of the year, Pharmacy fellows attend a joint clinical fellow induction programme which aims to prepare fellows for their year ahead and to build links with fellows from counterpart schemes in England, Wales, Scotland and Northern Ireland. Throughout the year, clinical fellows also have the opportunity to collaborate across organisations on projects, and share knowledge, challenges and innovative ideas through a series of learning events and networking opportunities. How the scheme works There are nine pharmacy clinical fellow posts available for the 2017/18 scheme. Posts are national, located across England and are appointed through a single recruitment process. Each fellowship is for a 12 month period. Timeline Phases of recruitment: The recruitment timeline for the 2017/18 scheme is as follows. Please note that all dates are subject to change. Application stage Applications are made online through the pharmacy clinical fellow webpage. Your application must consist of submission of both the following documents: Online application form Candidates will submit personal and professional information and must address the following question in no more than 500 words: Please explain your motivation for applying to this scheme and provide details of your most relevant leadership and management experience and achievements to date. CV This must be no more than 2 sides of A4 in length minimum size 11 font. CV s longer than 2 sides will NOT be marked and will NOT contribute towards your shortlisting score. Please ensure you remove photos from your CV. Important note: Successful candidates should be able to express important information concisely. Your CV and application will be scored based on the person specification provided. All criteria will be judged appropriately against each candidate s career level. Evidence will be sought to support possession of the criteria outlined in the person specification through the application form, CV, interview and references. Webinar What s it all about? Join past and present clinical fellows to hear about their experience on the scheme, hear about a day in the life of a fellow and the impact of the scheme for them. Fellows will take questions from prospective candidates to help to inform why the scheme might be the right step in their early career. Register to join the webinar here. Host Evening and post preferences A Host Evening Event will take place in London on 24 May between 18:30 and 20:00. This is an important networking session for prospective fellows to have the opportunity to talk to the 2017/18 host organisations to understand more about each organisation and the type of work you might be involved in as part of your fellowship. You will meet in small groups with each host representative(s) to hear about the organisation and ask questions to the host and current clinical fellows. 10

After the host evening, shortlisted candidates will be asked to rank the host organisations that you would be prepared to work at prior to the interview. If successfully appointed, there will then be a matching process based on performance at interview and ranking preferences. You will only be offered the post that you have been allocated, there is no scope to change your post so you must consider your preferences carefully before you submit these. Interview stage Interviews will be held in central London on 30 May. Please ensure that you are available to attend an interview on this date. Due to the nature of the selection process and recruitment timeline, we are unable to offer alternative interview dates or telephone/video interview format. Ahead of the interview: You will be asked to complete your post preferences before interview. A list of 2017/18 host organisations can be found in this document. Important note: Please note that due to the competitive nature of the scheme, you should only rank placements you are prepared to accept as it may mean that you need to relocate. You must arrange to have two completed reference forms sent to pharmacyfellowscheme@fmlm.ac.uk ahead of the interview to support your application. One from your current or most recent employer and the other can be of your own choice. References should help to support your CV and application form. o a structured form will be provided references provided in any other form will not be accepted. o failure to provide references will be reported to interview panel chairs and will affect the appointment process should you be successful at interview. You will be asked to bring a passport photograph of yourself to your interview. At the interview: The interview process will last for approximately one hour and is comprised of: o a scenario task; and o a question and answer based panel interview. Please note the scenario task will not be released to candidates in advance of the interview. Also, if directly contacted, current Clinical Fellows will not discuss any specifics or provide additional details around any part of the selection process. 11

All offers will be made by 2 June 2017, following which formal contractual arrangements can begin. Posts will commence on 1 September 2017. FMLM accepts no responsibility for any contractual arrangements. Host organisations and posts There are a maximum of nine pharmacy clinical fellow posts available for the 2017/18 scheme, a list of current and possible host organisations is provided below. The final list of host organisations, post locations, travel requirements etc. will be provided in full job descriptions and will be released to shortlisted candidates. Employment, contracts and expenses Contract arrangements Successful candidates will be contracted by way of: secondment from current employers on existing terms and conditions; or 12 month fixed term contract Contract arrangements are negotiable between successful candidates, employing organisations and host organisations. FMLM and NHS England (as scheme sponsor) are not responsible for contract arrangements. Salary arrangements The salary for each post will vary between host organisations due to individual employment/contractual arrangements. Salaries are between Agenda for Change 8A and 8C or equivalent. Further information on individual salary arrangements will be available to shortlisted candidates after the host evening. Expenses and relocation Once in post, work related travel expenses are normally reimbursed by the host organisation. Relocation and daily commuting fees are not usually covered. However, employment contracts vary so if appointed you will need to consider your contract and discuss expenses with your employer and host organisation. FMLM are unable to reimburse travel and accommodation expenses for interviews. Some posts may require successful candidates to relocate due to their location, this will depend on your current location and where your host organisation is based. It is advised therefore that you rank placements you will be prepared to take, which may mean that you need to relocate. Some organisations have more than one site/office; this may be both within and outside of London. You may be expected to travel between sites by your host organisation. Important note: The data we collect is held by the National Pharmaceutical Officer s Clinical Fellow Scheme (a joint partnership between the Faculty of Medical Leadership and Management (FMLM) and NHS England). The information you supply including, where relevant, sensitive personal data relating to you will only be disclosed to other individuals and organisations for the purposes of running and administrating the scheme. 13

Job descriptions Please find below job descriptions based on 2016/17 fellowship posts. Full job descriptions for 2017/18 posts will be released to shortlisted candidates. Care Quality Commission Description of organisation: Primary department/ business area of work: Details of post: The regulator of health and adult social care in England Primary Medical Services and Integrated Care Directorate Medicines Optimisation Team The pharmacist clinical fellow post is an exciting development for CQC. The content of the post will be determined in discussion with the successful candidate with the aim of adapting the post to meet the needs of the individual and CQC. Fellows are given plenty of scope to find areas that interest them within the organisation. The Head of Medicines Optimisation is charged with developing and implementing a medicines optimisation strategy and making effective use of the medicines team resources across all sectors of health and adult social care. The clinical fellow will spend the majority of their time assisting the Head of Medicines Optimisation and working with the Medicines Optimisation Team to ensure that this commitment is delivered. The CQC is currently developing its new strategy for 2017 21 and the post holder will be involved in both the development and implementation. The post holder will also contribute to further development of the regulatory programme. This will include defining what outstanding and good looks like within medicines optimisation, basing this on the best available evidence, ensuring that teams are appropriately trained and that criteria are applied and reported consistently. The fellow will develop a full understanding of the role of the Care Quality Commission and its relationships with key stakeholders, including partner regulatory agencies in health and social care. They will engage with external stakeholders at all levels, developing ongoing relationships to support their work. They will work with other clinical fellows across England to promote the fellowship programme and contribute to specific projects with external organisations. Previous collaborations have included projects with Royal College of Physicians and NHS Improvement. There will be ample opportunity for the clinical fellows to make presentations to a variety of audiences and to publish reports on specific aspects of their and CQC s work. 14

Throughout the year there will be opportunities for the fellow to shadow inspections. If appropriate, they may also have the opportunity to act as a Specialist Advisor, drawing upon their clinical knowledge and areas of expertise. Examples of projects undertaken by previous clinical fellows are: Ambulances - Developing a framework outlining good and poor Medicines Optimisation in this sector AMR/Sepsis - Review of CQCs processes around AMR/Sepsis across all sectors. A collaborative project with the medical fellow. CQC regulates providers of health and social care in England providing the CQC Clinical fellow with a diverse portfolio of work across a wide range of service models and health systems. 15

NHS Digital NHS Digital is an arm s length body, independently providing a public service across England as part of the NHS family. The organisation works to improve health and care in England, by making better use of technology, data and information for patients, clinicians, commissioners and researchers. As the information and technology partner to the NHS, NHS Digital is an organisation with a unique reach and impact. It is at the cutting edge of the technology, policy and governance that are enabling the digital transformation in health and social care in England. Description of organisation: Over 2000 staff at NHS Digital, including many senior clinicians, have responsibility to: collect, analyse and publish national data and statistical information to inform decision-making, deliver and manage essential technology systems and services that support the health and care system, including the Spine, NHSMail2, Summary Care Record, e-referrals, EPS and NHS Choices set standards that protect patients confidential information, reduce bureaucracy and improve data quality provide services that support the life science industry and develop the UK health informatics skills base, and deliver on the commitment to bring paperless working to the NHS by 2020 With such a varied and exciting agenda, NHS Digital welcomes the skills and experiences of clinical fellows, and offers a unique opportunity to contribute directly to transformational change in the delivery of care. Primary department/ business area of work: Details of post: Prescribing and Medicines Team (part of Clinical Informatics Professional Group) Digital Medicines Domain (part of the Health Digital Services Portfolio), including projects to digitise community pharmacy, integrate pharmacy services across care settings and improve flows of medicines data NHS Digital has a broad portfolio of activities, offering clinical fellows an enormous choice of opportunities across technology and innovation, information assurance, policy, analytics, regulation, healthcare improvement and business processes. The clinical fellow will spend time with senior clinical leaders within NHS Digital, and will engage and work collaboratively with stakeholders across and outside of the organisation, to gain understanding and insight into both the organisation and the wider health service. 16

The clinical fellow at NHS Digital will also have an opportunity to lead, organise and deliver an improvement project relevant to NHS Digital s current delivery priorities. This is likely to be either: - with the Prescribing and Medicines Team, involving the production, analysis and publication of data on prescribing, dispensing, the supply and use of medicines, and pharmaceutical services; and/or - within the Digital Medicines Domain, working to transform and support the optimal use of medicines through digital technologies and the provision of information No specialist knowledge of technology, programming or informatics is required or assumed. National Institute for Health and Care Excellence Description of organisation: Primary department/ business area of work: Details of post: The National Institute for Health and Care Excellence (NICE) is the independent organisation responsible for providing national guidance and advice on promoting high quality health, public health and social care. Medicines and Technologies Programme, Health and Social Care Directorate The clinical fellow will be based with the Medicines and Technologies Programme (MTP) team within the Health and Social Care (H&SC) directorate at NICE but will have opportunities for working with other teams and directorates as appropriate. The H&SC directorate delivers NICE s implementation strategy, driving and enabling the effective and appropriate use of all NICE guidance and advice, and supporting the engagement of patients and the public. The directorate defines key standards and indicators to support quality improvement and measurement and supports national and local initiatives to improve quality, value and outcomes, and to reduce inappropriate variation across the health and care system for individuals and populations. Under that remit, the MTP team produces a comprehensive suite of guidance, advice and support for delivering quality, safety and efficiency in the use of medicines. In addition the team measures and supports the adoption, resource impact and uptake of NICE guidance. The clinical fellow will assume responsibility for several core areas of work, but will also have the opportunity to contribute to NICE s work according to organisational requirements and individual interests. The fellow will attend weekly meetings of the Publication Executive and MTP team meetings, in order to contribute and to gain an understanding of the work of NICE. There is the opportunity to observe guideline development groups, technology appraisal and quality standard committees. The work areas of the current pharmacy clinical fellow include: Regional Medicines Optimisation Committees The clinical fellow contributes to the cross-organisation steering group for establishing the Regional Medicines Optimisation Committees and has been a member of the governance short-life working group for this program and assisted with national stakeholder engagement events. Value-Based Care The clinical fellow, in collaboration with the medical clinical fellow at NICE, is a member of a group working in partnership with NHS England to develop a framework to support appropriate value-based care and reduce unwarranted variation. Innovation Scorecard & Medicines Optimisation Dashboard 18

The clinical fellow contributes to the cross-organisation strategy and development of the innovation scorecard and medicines optimisation dashboard, reviewing metrics and providing clinical perspective. NICE Associate Programme The clinical fellow is part of the national NICE Medicines and Prescribing Associates network and contributes to the strategy, planning and delivery of the programme, which aims to support implementation of medicine optimisation initiatives and relevant NICE guidance. Strategic Engagement The clinical fellow engages with key stakeholders in the health and care system to promote the work of NICE. This involves collaborating with national pharmacy and healthcare leaders. Medicines Evidence Commentary & Evidence Summary Development The clinical fellow will have the opportunity to write a medicines evidence commentary and evidence summary for publication. 19

The scheme is open to all qualified pharmacists that satisfy the eligibility and selection criteria who have full GPhC registration and are eligible to work in the UK or participate in this scheme according to visa requirements. If you are uncertain whether your visa entitles you to work in the UK and participate in this scheme, please seek further information from the UK Visas and Immigration website at www.ukba.homeoffice.gov.uk. Please note that FMLM and NHS England are not able to sponsor any visa application for this scheme. 2. Can I defer entry to 2018? We are unable to accept applications for deferred entry to the scheme. All posts will commence in September 2017. 3. Can I participate in the scheme on a less than full time basis? The scheme is designed as an intensive programme. However, requests for less than fulltime/ltft/less than full time basis will be considered by host organisations on a post by post basis and the decision as to whether or not this could be accommodated will reside with them. 4. A personal reflection My year at CPPE By Pav Gandham Chief Pharmaceutical Officer Clinical Fellow 2016/17 with the Centre for Pharmacy Postgraduate Education (CPPE) As one of six Chief Pharmaceutical Officer Clinical Fellows this year it has been a fantastic opportunity to work not only with the pharmaceutical clinical fellows but also in collaboration with National Medical Director Clinical Fellows. I am part of a cohort of professionals with diverse backgrounds and clinical interests; however we all have the passion to learn more about the wider healthcare system and to contribute to it using our experiences. The fellowship scheme provides a unique opportunity to build upon skills in leadership and management whilst learning from senior leaders across government healthcare organisations and professional bodies. Furthermore there are countless opportunities to learn from organisations outside of your host organisation and collaborate on national projects. I have the freedom to innovate and the support to put ideas into practice At CPPE, I am surrounded by some of the brightest and innovative minds in pharmacy education and training who put the profession and patient care at the centre of their work. In an organisation with a diverse remit and great responsibility to lead the delivery of training for the pharmacy workforce, I am involved in a variety of projects of different scope and breadth. I have the freedom to innovate and the support to put ideas into practice. A significant part of the year will involve building upon your networks but you get more value from sharing your networks than collaborating alone. I would encourage you to take up new challenges and experiences that you may have not been involved in your former posts or feel out of your comfort zone. A common fear I share with my peers is that I will lose my clinical skills as a pharmacist however I also acknowledge that the fellowship is an incredible opportunity. At the end of the year I will remain a pharmacist that continues to care about patients just as I did when I first registered. I feel the fellowship will empower me to utilise my leadership skills to continue to deliver better patient care when I return to practice. I would advise you to keep your former employer involved in your work where possible, which will enable you to build upon your skills and sustain them when your return to practice.
