FUNDING RESTRICTIONS 1. GRANT LIMITATIONS PER INSTITUTION - THERE IS A MAXIMUM OF TWO (2) GRANTS AS SOLE OR LEAD INSTITUTION ; THERE IS NO LIMIT ON PARTICIPATION AS A SUB-GRANTEE OR AS A NON-LEAD INSTITUTION IN REGULAR PROJECTS. 2. FUNDING LIMITATIONS PER INSTITUTION THERE ARE NO LIMITS ON TOTAL FUNDS THAT MAY BE AWARDED TO ANY ONE INSTITUTION. 3. FISCAL AGENT - IF AN INSTITUTION CANNOT ACCEPT FEDERAL FUNDS DIRECTLY, IT MUST SUBMIT A LETTER STATING THAT IT WILL ACCEPT THE AWARD BUT THAT FUNDS MUST BE SUBMITTED THROUGH A FISCAL AGENT. THE ENTITY ACTING AS THE FISCAL AGENT MUST SUBMIT A LETTER STATING IT IS WILLING TO SERVE AS THE FISCAL AGENT FOR THE APPLICANT. 4. USE OF FUNDS FOR FACILITIES- THE USE OF GRANT FUNDS TO PLAN, ACQUIRE, OR CONSTRUCT A BUILDING OR FACILITY IS NOT ALLOWED. FY 2015 HSI PROJECT TYPES Level 1- Request up to $250,000 total, plus scholarship $$. Proposal for a project where one or more HSIs universities or community college(s) will be involved in the execution of the project. Other partners could be invited. Level 2- There are competitive projects for up to $250,000 a year for up to 4 years. The project could be renewed for up to 3 additional years for a $1 million total. Proposal for a project in which a group of two or three HSI s, universities or community colleges, form a cooperative arrangement for the purpose of carrying out a common purpose. Level 3- There are competitive projects for up to $500,000 a year for up to 4 years. A group of four or more HSI s, universities or community colleges, form a cooperative arrangement for the purpose of carrying out a common purpose. Other partners could be invited.

PROJECT DURATION Level 1 projects 48 months of duration. Level 2 projects will be funded for periods of up to four (4) years based on yearly funding. Level 3 projects will be funded for periods of up to four (4) years based on yearly funding. The statutory time limit for this grant m is five (5) years.
LEVEL 1 PROJECTS For the FY 2015 program, an applicant may request up to $250,000 (total, not per year), including indirect costs. An additional up to $25,000 may be requested by the applicant to take advantage of their position as an HSI to recruit and support one underrepresented student. Address the severe underrepresentation of Hispanics in the Federal government. The total maximum for a regular grant award size is $275,000 including indirect costs.
LEVEL 2 PROJECTS To build capacity at HSIs to support 20 underrepresented students 15 B.S. and 10 M.S. There are competitive projects for up to $250,000 a year for up to 4 years. The project could be renewed for up to 3 additional years for a $1,000,000 total. Proposal for a project in which a group of two or three HSI s, universities and community colleges, form a cooperative arrangement for the purpose of carrying out a common purpose.

NIFA PRE-DOCTORAL AND POSTDOCTORAL FELLOWSHIPS NIFA Pre-doctoral and Postdoctoral Fellowships Purpose: to develop the next generation of leaders who will be actively engaged in agriculture, forestry, and food related research, education, and extension careers. NIFA will provide federal assistance through fellowships to emerging pre-and postdoctoral candidates to accomplish this goal. Priorities: Research, Education, Extension, or Integrated Projects that are aligned with one of the five AFRI Challenge Areas and/or one of the six AFRI Foundational Areas. PRE-DOCTORAL PROGRAM Eligibility: The individual must have advanced to candidacy, as per institutional requirements, and provide documentation from the graduate advisor or the institution by the application deadline. Intent: The NIFA Pre-doctoral Fellowship Program intends to support current doctoral students who are at the stage of conducting dissertation research, ultimately leading to completion of the dissertation and respective terminal degree. Pre-doctoral students, inclusive of those with Baccalaureate and/or Masters degrees, who meet the aforementioned criteria, may apply. Budget: must not exceed $79,000 total (including institutional allowance) for project periods of up to 2 years. The eligibility requirements only apply to the lead PD and are not required for co-pd(s) associated with the project.
AFRI Strengthening Sabbatical Grants provide an opportunity for faculty to enhance their research, education, and/or extension capabilities by funding sabbatical leaves. Collaborative arrangements are encouraged. Grants will be limited to one year of salary and funds for travel and supplies, where justified, and are not renewable. Contact NPL from Discipline

Not intended to replace requests for equipment in individual project applications. Rather, they are intended to help fund items of equipment that will upgrade infrastructure. Requests for computer equipment are allowed only if the equipment is to be used in an activity integral to the proposed project. Requests for computer equipment will not be permitted if the equipment will primarily serve as a word processor or perform administrative functions. Each request shall be limited to one major piece of equipment. COST Range: $10,000-$250,000 and are not renewable. The amount of Federal funding requested shall not exceed 50 percent of the cost or $50,000, whichever is less. Unless a waiver is granted by NIFA using the criteria listed in Part III, C, it is the responsibility of the PD to secure required matching funds with non-federal funds 13. No installation, maintenance, warranty, or insurance expenses may be paid from these grants, nor may these costs be part of the matching funds. STRENGTHENING SEED GRANTS Seed Grants are to provide funds to enable investigators to collect preliminary data or perform other preliminary activities in preparation for applying for future grants from AFRI. The grants are not intended to fund stand-alone projects, but rather projects that will lead to further work applicable to one of the AFRI Program Areas. Applications proposing an Integrated Project only need to include one of the three functions (research, education, extension) and justify how this Seed Grant will allow the applicant to become competitive for future Integrated funding. Funding: Limited to a total of $150,000 (including indirect costs) for two year duration and are not renewable.
