Current RFP The NJTPA is seeking consultant support to 1) Update the City of Hoboken s Complete Streets Policy, 2) Create an ordinance, and 3) Develop a Complete Streets Design and Implementation Plan.
Project Schedule The consultant effort is expected to start in April, 2018. Project to be completed within 12 months of commencement.
Scope of Work Task 1: Review existing policies, guidelines and plans Task 2: Draft updated Complete Streets Policy, ordinance and guidelines Task 3: Complete Streets Design Guide Task 4: Conduct Stakeholder and Public Outreach Task 5: Project Management Task 6: Final Report
Task 1: Review Existing Policies, Guidelines, and Plans Review and draw from the existing Complete Streets policies and guidelines Review and draw from the existing plan and reports Deliverables for Task 1: Technical memorandum summarizing the findings
Task 2: Draft updated Complete Streets Policy, ordinances, and guidelines Update the existing Complete Streets Policy for the City of Hoboken Formulate an ordinance for the City Update the subdivision and site plan ordinances and procedures with new requirements to facilitate inclusion of Complete Streets design elements for developers and property owners

Task 3: Complete Streets Design Guide Develop a Complete Streets Design Guide for all types of streets in Hoboken. Develop transect-based typologies Include green infrastructure, state-of-the art technology treatments and traffic calming techniques Include performance measures to evaluate complete projects after completion
Task 3 (cont d) Deliverables for Task 3: Roadway classification system for City of Hoboken included in a GIS database Street cross-sections representing transportation amenities for each categorized roadway. Photo examples can be included Concept plans and renderings that represent urban design elements for city roads and public amenities Site circulation patterns
Task 4: Conduct Stakeholder and Public Outreach Establish Municipal Steering Advisory Committee (SAC) to review and gather feedback on key deliverables Help to conduct stakeholder interviews with key municipal officials Public Outreach in partnership with Hoboken. Outreach activities may include online surveys, crowdsourcing activities and outreach events.
Task 4 (cont d) Deliverables for Task 4: Three (3) SAC meetings, including preparing agendas, presentations, and meeting notes Three (3) stakeholder meetings, including preparing meeting materials and notes Development of a public outreach plan including a schedule Assist the City of Hoboken with public outreach (2) events by preparing supporting materials such as agenda, flyers and presentation slides
Task 5: Project Management Establish an effective means of coordinating and reporting activities with NJTPA throughout the course of the project to ensure an expeditious exchange of information, and ensure the project is completed on time and within budget

Task 6: Final Report Produce a final report, including an executive summary and any appropriate appendices that present the work completed, a compilation of the deliverables for the previous Tasks, methodologies used and the project s results or findings.
