This represents 1,087,000 jobless out of a labor force of 9,180,000. The unemployment rate is up 0.3 percentage point from the November rate of 11.5 percent, and up 4.2 percentage points from the December 2008 rate. The state s current unemployment rate is 1.8 percentage points higher than the national unemployment rate of 10.0 percent. December s unemployment rate is the highest since May 1975 when it was 11.9 percent. Florida s total nonagricultural employment in December 2009 is 7,343,700, representing a job loss of 232,400, or -3.1 percent, compared to December 2008. Florida s rate of job decline is the same as the national rate of decline for December which is also -3.1 percent over the year. The December 2009 job loss continues the trend of annual declines that began in August 2007. Florida s rate of job decline has moderated over the last few months, moving from -5.4 percent in March 2009 to -3.1 percent in December 2009. Industries losing the most jobs are construction; trade, transportation, and utilities; and professional and business services. These three industries account for approximately two-thirds of the job losses in the state. Health care has been Florida s only growth sector for most of 2009. Under the leadership of Governor Crist, we are continually pursuing opportunities to bring more workforce development funds to Florida," said AWI Director Cynthia R. Lorenzo. We recently launched the Florida Back to Work program and announced more than $7 million in grants to identify and retrain Floridians for green jobs. Innovative strategies like these strengthen our communities while creating much needed jobs and helping Floridians rejoin the workforce. Florida Back to Work Program The Florida Back to Work Program is one of the state s latest efforts to reinvigorate Florida s economy by assisting both job seekers and employers. Announced last month, the partnership between the Florida Agency for Workforce Innovation, the Department of Children and Families, Workforce Florida Inc. and the state s 24 Regional Workforce Boards will provide approximately $200 million in federal funding for up to 25,000 jobs for Floridians who receive, or are eligible to receive, Temporary Assistance for Needy Families (TANF). To date, businesses from around the state have submitted more than 850 proposals to their local Regional Workforce Boards to secure a portion of available funds. The initial Florida Back to Work grants will be awarded on February 1, 2010. Participating employers will post job openings on the Employ Florida Marketplace at www.employflorida.com as positions become available. Green Jobs Grants AWI and several of the agency s workforce partners have received Green Jobs grants awarded by the U.S. Department of Labor to assist Floridians in getting back into the workforce. In November, the agency received a $1.25 million federal grant to conduct a survey to define and classify the number of green jobs in Florida and the skills needed to fill those jobs. The agency is scheduled to begin the survey in March. green jobs. Approximately 556 participants will be placed into jobs. The project will also create 150 new jobs and promote small business development. The Broward County Minority Builders Coalition, which includes AWI s workforce partner, Workforce One of Broward County, received a $3.2 million grant to train 1,000 workers in technologies that improve energy efficiency and place participants in fields such as design and installation of solar energy panels and systems, weatherization of buildings and LEED (Leadership in Energy and Environmental Design) certification. Florida s Nonagricultural Employment by Industry (Seasonally Adjusted) The number of jobs in Florida is 7,343,700, down 232,400 in December 2009 compared to a year ago. The industry losing the most jobs is construction (-59,900 jobs, -12.9 percent). Other industries losing jobs over the year include: trade, transportation, and utilities (-50,800 jobs, -3.3 percent); professional and business services (-40,500 jobs, -3.6 percent); manufacturing (-38,300 jobs, -10.7 percent); financial activities (-22,700 jobs, -4.4 percent); leisure and hospitality (-10,000 jobs, -1.1 percent); total government (-10,000 jobs, -0.9 percent); information (-8,800 jobs, -5.9 percent); and other services (-800 jobs, -0.2 percent). These industry job losses are partially due to weakness in specialty trade contractors; motor vehicle and parts dealers; employment services; fabricated metal product manufacturing; credit intermediation; amusement, gambling, and recreation; local government; telecommunications; and repair and maintenance. Private education and health services (+9,800 jobs, +0.9 percent) is the only sector gaining jobs among Florida s major industries. All of the increase is due to health care and social assistance (+11,000 jobs, +1.2 percent), primarily in nursing and residential care facilities. Private education declined by 1,200 jobs (-0.9 percent) over the year. Local Area Unemployment Statistics (Not Seasonally Adjusted) In December 2009, Liberty County has the state s lowest unemployment rate (6.0 percent), followed by Monroe County (7.2 percent); Alachua, Jackson and Leon counties (7.7 percent each); Holmes County (8.3 percent) and Okaloosa County (8.4 percent). Many of the counties with the lowest unemployment rates are those with relatively high proportions of government employment. Flagler County (16.9 percent) has the highest unemployment rate in Florida in December 2009, followed by Hernando (14.9 percent); and St. Lucie County (14.2 percent); Indian River County (14.1 percent); and Marion County (14.0 percent). The counties with high unemployment rates have either a high proportion of agricultural employees or continued weakness in construction and manufacturing. 2

Area Nonagricultural Employment (Not Seasonally Adjusted) All metro areas in the state lost jobs over the year in December 2009. Metro areas with the steepest declines include Naples-Marco Island (-6.7 percent, -8,400 jobs); Palm Coast (-5.6 percent, -1,000 jobs); Sebastian-Vero Beach (-5.6 percent, -2,600 jobs); Cape Coral-Ft. Myers (-5.4 percent, -11,200 jobs); and Bradenton-Sarasota-Venice (-5.0 percent, -13,200 jobs). Note: These unemployment and job growth rates are estimates, which are primarily based on surveys created and mandated by the US Bureau of Labor Statistics in cooperation with the Florida Agency for Workforce Innovation. The unemployment rate is derived from Florida household surveys conducted by the US Census Bureau under contract with the US Bureau of Labor Statistics. The job growth rate is derived from Florida employer surveys conducted by the US Bureau of Labor Statistics. Both estimates are revised on a monthly basis.
