Eastside Bike Trail to High School Project is out for bids! WisDOT gave its final sign-off on May 30 and first advertisement for bids was published on June 1 Bid opening June 25, 1:00 PM Report on bids will be presented on the agenda for the Council meeting that evening

Memorial Drive Wayside Transfer: Draft right-of-way plat was received from WisDOT on May 8. Staff still working to get documents for land transfer finalized. In the meantime, DOT will authorize a permit for work in ROW. Hamann Construction plans to begin site work within 2 weeks. Sculpture slated to arrive from foundry in July. City Manager and Electric and Water Utility Directors met with site planners last week to finalize plans for electric and water service to sculpture site. Boring work to be done week of June 18.
Sandy Bay Highlands Conservation Subdivision, Phase 2 Kruczek Construction has completed its work, installing water, sanitary and storm sewer utilities and grading and gravelling street extensions Boring contractor is scheduled to install conduit for electric, phone and cable the week of June 18. Those utilities should be fully installed by July 31 Natural gas facilities to be installed by WPS by June 30.
Recent Property Acquisitions, 1326 and 1431 East River Street (former Blue Goose and Riverfront Liquor) Asbestos and lead paint testing completed (last report received May 21); information has been provided to abatement contractor for price quote. Engineer walked through Riverfront building on May 31; expect proposal for building evaluation and cost estimates for partial demo/re-use this week. Smith Group/JJR working on overall plan for East River Gateway. City Manager to update Council at June 25 work session.
GRANT AWARD FOR IMPROVED NORTH PIER ACCESS, PAVED PARKING, RAIN GARDEN AND LANDSCAPING DNR staff recently contacted the City about a partial grant award for this project, which was the subject of a 2018 Stewardship Grant application. City had applied for $45,000 to assist with a $102,000 project. Grant agreement for $20,637 is on tonight s agenda.
Paving Work Completed at Vet s Park Boat Launch This work, funded in part with a $144,000 grant from the WI DNR, wraps up improvements at this facility over the past four years totaling over $800,000 --New fish cleaning station --New ramp --Boat Wash --Improved docks --Resurfaced parking lot, with related storm sewer replacement
Meanwhile, Over at Vietnam Vets Park --Asphalt paving for new, 50-space public parking lot has been completed; one approach poured, the other pending. --This new parking area is located just west of the former St. Peter the Fisherman School parking lot, now used by Vinton Construction s administrative offices, located in the former school.
New parking area wil have 50 spaces, with entry and exit off Riverview Drive (one-way flow through lot). New concrete approaches off Riverview are scheduled to be completed this week by City DPW crews.
WASTEWATER TREATMENT PLANT IMPROVEMENTS slated to start in late July
Lead Water Service Lateral Replacement and Lead Testing Plans are on-track to replace the 162 lead laterals (7 percent) required this year; plans for 2019 will assure meeting this requirement next year. Latest round of lead testing is now underway; 60 samples required. Test results this far: 2 of 27 exceeded EPA standard of 15 parts per billion (7.4%; Safe Drinking Water standards require less than 10 percent.)
Canadian National RR Right-of-Way Acquisition Following recent site visit with CN representative, City staff has established a contact with the U.S. Coast Guard District Office in Cleveland, OH, to address the issue of the swing bridge, and whether the City would be required to remove it if ROW is acquired.

Suettinger Block Redevelopment as Hotel Site Since the Council meeting of May 21, the following have occurred: --City Manager met with City Planner on May 22 to review proposed TIF Plan; City Planner and City staff in Inspection and Engineering are working on components of the plan. --Inspection of the building for asbestoscontaining materials and lead paint took place on May 25, with a return visit planned this week. continued
Suettinger Block Redevelopment (continued) --City received Clarification Letter from WDNR, dated May 30, affirming that the City qualifies for the Local Governmental Unit Liability Exemption under WI law, should the City acquire this property. (Letter applied for on May 11) --City and developer team met June 1 with regional rep from WEDC, to discuss a City application to that agency s Community Development Investment Grant Program, to assist with project implementation
Gull Management USDA Wildlife Services has again been engaged for 2018 gull management activities downtown and in other problem areas, including atop the former Eggers West plant and more recently the former Paragon Electric facility.
Visit by the S/V Denis Sullivan, Sunday, August 12 Ship arrives Two Rivers Harbor Sunday morning, 11:00 AM; docks at Harbor Park. Deck tours 4:00 to 6:00 PM. Staff is working to organize other events in conjunction with the day-long visit and public tours.
