INTERNATIONAL HYDROGRAPHIC ORGANIZATION CAPACITY BUILDING COMMITTEE SUMMARY SHEET Title of the Activity: Technical Visit Host Country: The Socialist Republic of Vietnam Venue and Date: Nam Cuong Hotel, Hai Phong City, 25 th 26 th November 2010 Organized by: EAHC and Vietnam Maritime Safety Supported by: IHO No. of participants/countries: 8/6 Cost: 3150.27 Euros Executive Summary Vietnam Maritime Safety-North (VMS-N) had been assigned by EAHC to host the Marine Cartography and ENC Production and Assurance Course. The course was finally held on 23 rd - 25 th November 2010. In this occasion, VMS saw it as the great opportunity to invite incorporated bodies to take a visit. The EAHC Chairman and Vice Chairman including other countries which are member states and observers to the EAHC were thus invited to visit. During the visit period, the meeting between VMS, which was attended by the officials of VMS North and South, and the EAHC, which was attended by 6 member states, was held in the morning of the 25 th November 2010. The activities included organization introduction presentation by the 2 VMSs and the EAHC introducing the works of IHO, EAHC, and the procedure of IHO membership application. After such presentations, the discussion was carried out on the Vietnamese ENC production and EAHC assistance provision, other future cooperation and assistance between Vietnam and EAHC, personnel capability building, and closer participation of VMSs in the EAHC hydrographic activities. From the visit, more understanding of organizational structure of the national hydrographic work of Vietnam is perceived. The hydrographic work development and cooperation is seen to be enhanced and progressive. 2

2. INTRODUCTION The Socialist Republic of Vietnam has 3 authorities in charge of the navigational charting of the nation. These include Vietnam Maritime Safety-North, Vietnam Maritime Safety-South, and a department under the Vietnamese Navy. VMS-N and S are responsible for nearshore charting separated by certain latitude while the Navy is responsible for the deep sea charting. Last year, VMS-S was visited by the EAHC which were also attended by some VMS-N s personnel. This year VMS-N expressed their strong will to invite EAHC personnel to pay a visit concurrent with the EAHC CB Project funded by the IHO and hosted by the VMS-N. EAHC saw this occasion as for strengthening the relationship with Vietnam, potential of IHO membership, ENC production support, cooperation, etc. Eventually, 8 people from 6 EAHC member states were joining this visit. 3. OBJECTIVES 3.1 GENERAL OBJECTIVE The general objective of the visit is to strengthen the relationship between EAHC and Vietnam that we expect to work closer as the 10 th member state of EAHC in the near future. 3.2 SPECIFIC OBJECTIVE The specific objectives include:1. to follow up with the progress of Vietnam s intention to be the IHO member; we expected to learn more about the specific situation in Vietnam; how EAHC can assist and accelerate the process of accession; and we need to see the progress of the procedures. 2. To assist in various matters, for example, ENC production, personnel capacity building, products and equipments information, EAHC activity participation encouragement. 4. VENUE, DATES AND PARTICIPANTS Due to the VMS-N s Office is under some construction and maintenance the meeting was held at Nam Cuong Hotel, 47 Lach Tray Street, Hai Phong City, Vietnam, on 25 th November 2010. 6. DESCRIPTION OF DAILY ACTIVITIES Day 1: The meeting was held at Nam Cuong Hotel, Hai Phong City. Participants were from VMS-N, VMS-S, and the EAHC member states. COLLATERAL ACTIVITIES - 8. EVALUATION OF THE EVENT BY PARTICIPANTS - 9. EVALUATION OF THE EVENT BY THE REPORTER This technical visit provided an empirical understanding of circumstances of Vietnam. Vietnam expressed their intention to join the IHO within 2011. The similar situations where there are more than one authorities responsible for the same task but on different area are shared between Vietnam and EAHC member states, namely China. This visit gave a clear view of the future of the hydrographic services in the region therefore evaluated as high achievement. 6

10. CONCLUSIONS AND RECOMMENDATIONS In conclusion, the visit provided a clear view of administration for Vietnam Maritime Authorities. Their positions are clear to us for our future cooperation; where to deal with and how. Vietnam cooperation concerning the maritime affairs in the global scale is very likely as perceived. 11. ACTION LIST 1. Provide support to VMS on the requirements to become an IHO Member State. 2. If required, Assist VMSs by providing information on equipments and technologies. 3. Assist VMSs by provision of personnel capability building opportunity. This could be performed through the invitation VMS personnel to join the EAHC Capacity Building courses. 4. If required by the VMSs, a technical team to assist in Vietnamese ENC production. 5. EAHC invited the VMSs to participate in EAHC activities which could be starting by providing update information for the SCS ENC. 6. EAHC and VMSs are encouraged to cooperate closer. EAHC would, where applicable, invite VMS to the future trainings, meetings (as an observer while application is still pending) and would provide copies of IHO s relevant Circular Letters through the office of the Chair, EAHC. 7

ANNEX 4 OPENING AND CLOSING REMARKS Opening Remarks Vice Admiral Prayuth Netrprapa Chairman of EAHC 25 th November 2010 Mr Luu Van Quang, Mr Nguyen Van Thuan, and gentlemen, First of all, I would like to thank VMS to allow us to visit your office. Thank you for your warm welcome and presentation. Among the EAHC member states, we are currently working closely together especially on the 3 main areas which are: Capacity Building; Safety of Navigation; and Trust and Cooperation among EAHC member states. For Capacity building, we have an annual program to provide among the young officers of the member states an opportunity to enhance their skill in the related fields. For example this year we have 2 skill developing courses, one about the cartography which is now being run by your office and last week on the boundary delimitation. For Safety of navigation, we are now actively performing the task to comply with the international requirements on the safety of navigation. We need to ensure that vessels travelling through our region will be highly safe. The works of SCS ENC Working Group and EAHC ENC Task Group is obviously evident and concrete. For Building more trust and cooperation among the EAHC member states, by working together very closely in the technical aspects of hydrography, our neighboring countries in the region are now having very good relations among each other. Our relationship can be strengthened by hydrography work cooperation. The next program, we will give a presentation to show you an overview on the EAHC, its activities, and the IHO and its relation with EAHC.
