Introduction What is a system? A system is a network of things, agents etc. connected or working towards a given objective/output. What is a Statistical System? NSS Producers Users Suppliers NBS Govt Bus Every body HH IND.BUS Admin. Source SSS FASS Others 3
Statistical Administration in Nigeria Nigeria maintains a Federal System of Government (Federal, State and Local Government Councils) Statistics in Nigeria is on the concurrent legislative list, thereby placing the prerogative of statistical services on each tier of Government and their respective MDAs At the Federal level, there exists NBS and its branches in states and Zonal Offices National Population Commission and its State branches. Central Bank of Nigeria Statistical branches of Federal Ministries, Departments and Agencies (MDAs) Research Units of Tertiary Institutions At State level (36 States and FCT) The State Bureau of Statistics or State Statistical Agency Statistical branches of State Ministries, Departments and Agencies (MDAs) At the Local Government Level (774 LGAs) Statistics Units of Local Government Councils
Statistical Administration in Nigeria. Coordination The Statistical Act, 2007 empowers NBS to coordinate the entire NSS Objective of Coordination Prevents duplication of efforts Promotes synergy and costeffectiveness produces higher quality data

Statistical Administration in Nigeria. Within a Sector PRSDs saddled with the responsibility of collecting both internal and sectoral Statistics within the Ministry MDA Coordinating Committee called Sector Statistics Consultative Committee Membership includes Director PRS in the Ministry, Representatives of Departments within the Ministry, Director PRSD of Parastatals and Extra-Ministerial Departments affiliated to the Ministry
Statistical Administration in Nigeria Coordination of Sectoral Statistics within an MDA takes the following form National Bureau of Statistics
Statistical Administration in Nigeria. To carry similar functions as those of the National Consultative Committee on Statistics (NCCS)
Strategy for the Development of statistics At the Sub-national level State Statistical Master Plan State Strategy for the Development of Statistics 28 States with SSMP in place 23 States with Bureaus of Statistics Others are at various stages of the process of establishing SBS, but for now have SSAs At the Federal level NSDS MDAs Sector Strategy Role of SSMP Mechanisms for a holistic reform of the Sub-national Statistical System to ensure a sustainable development of statistics Production of Quality, Timely, integrated, harmonized, coordinated and consistent data NSDS SSMP Sector Strategy Reduce to a bearable level disparity in statistical information among data producing agencies.
Strategy for the Development of statistics. Building Blocks between NSDS and SSMP The domestication of Statistics Strategy at the Sub-national level is carried out in collaboration with NBS Through this collaboration the data needs of the States is synchronized with the general data needs of the NSS Apart from specific State on special topical issues, the NSS encourages as recommended by The NSDS that Surveys that are nationally inclined are co-handled by the SBS and NBS NBS sets the guidelines and logics for the Surveys, while the SBS coordinates the conduct of the Surveys and furnish NBS with the outcome for collation and writing Reports Also, NBS assists the SBS in capacity building in modern areas of statistical development

Major Challenges
Recommendations Improved funding by both Governments and Development Partners Effective Implementation of Statistical Strategy Intensive Advocacy on the importance of statistics
Next Steps Ensuring that the remaining 8 States and FCT have SSMP in place Committing relevant Stakeholders through SDGs Data Bond Building the capacity of statistical personnel
Conclusion The complex nature of the Statistical System in Nigeria calls for effective coordination and collaboration Building a vibrant sub-national statistical system in Nigeria is a task that must be taken as top priority The NSS in Nigeria is fully committed to producing reliable data for the implementation of SDGs Continued support from Government and Development Partners is critical in achieving the desired results
