November 2014 Communicator 7 Timeline and Process for Building Facade Improvements 1. This process pertains to buildings that are located in The Historic Preservation District 2. All procedures are published in the City of Oskaloosa Municipal Codes Oskaloosaiowa.org 3. Meeting procedures are regulated by State of Iowa Open Meeting Laws Step 1 Compile all information with explanation, drawings and colors and deliver to Oskaloosa Public Works Department. With that information a Historic Preservation application needs to be filled out. The application is available at the Oskaloosa Chamber Office or Public Works Department. Wyatt Russell is the Building Official for the City of Oskaloosa and Staff Liaison for Historic Preservation Commission 804 South D Street Phone 641-673-7472 Email wyatt.russell@oskaloosaiowa.org Step 2 The Building Official will contact Historic Preservation Committee and set up a time to meet to discuss the changes you would want to make. If you are not in the Historic Preservation District this step will be skipped. (If you are not sure if you are in the Historic District call Karen Hafner at 672-2591). The Historic Preservation Committee meets the first Wednesday of each month, as needed. The application is due 30 days prior to the meeting with a minimum of 14 days required to contact the Historic Preservation Commission. You will be advised to what date the meeting has been set. Step 3 Oskaloosa Public Works Department begins procedure which is: 10 days prior to the meeting a sign will be posted outside of the property to notify the public of a public meeting. Sign must be in place all 10 days prior to meeting. (Posted by City Staff) Certified letters will be sent to the abutting properties to make them aware of the meeting. Notice will be posted at City Hall to advise them of meet ing time and place. Step 4 Meeting day: The Historic Preservation Commission meets at Noon in the lower level conference room at City Hall. You are not required to be at the meeting but it is strongly recommended. Once the Historic Preservation Commission makes the decision on granting or rejecting the Certificate of Appropriateness then the Building Official may move forward with granting of permits (if required). After this step work may commence if approved. ***Businesses that are not located within the Historic Preservation District must have a permit if signage is to be changed. Contact Wyatt Russell for Sign Permit.
