1 Mayor s Message When North East Community Development Council (CDC) was formed in 1999, the district s population was approximately half the size it is today. Over the years, we grew together with our nation, forged relationships and developed a deeper understanding of what is expected and required of us to make the North East District a part of Singapore that is vibrant and progressive, yet full of heart to take care of those around us. Care It is always comforting when you know you have someone to count on. It is through this inherent commitment to our residents, that their needs are taken care of, and the key motivation behind our programmes. The elderly, low income, youths, underprivileged and special needs persons are at the heart of what we do. We strive harder to bring comfort and relief to them, so that they may have a better tomorrow. One hundred and sixty-seven volunteer befrienders form our Care Team and they have spent countless hours to keep our vulnerable elderly company. Our students too have learnt to extend a helping hand. From institutions such as ITE College East and Temasek Polytechnic, these students are always ready to step up through various ways such as helping residents paint their old gates, changing lightbulbs or volunteering at events. Their simple act of kindness is truly commendable and helps in shaping a caring community. Community and corporate partners, individual donors, volunteers and District Councillors have been instrumental in transforming our vision into reality. What was presumed as unattainable turned into sustainable efforts that have benefitted the vulnerable and needy, and bonded communities. Among our beneficiaries are some 4,000 families and students who were assisted through the North East School Meal Fund and the WeCare@North East Fund. 200 young families too received assistance through Wish upon a Silver Star 2014 which enabled us to purchase essential household items and basic necessities for their children. The Community Employment Programme (CEP) was launched in 2011 as an initiative to help residents be self-reliant and productive. This has turned out better than expected as community jobs were created for those in need, with enhancement such as Share Your Books @ North East that was launched in February 2015. The campaign aims to collect 20,000 pre-loved books from residents and we are targeting to set up 75 library kiosks throughout the district by March 2016. Our Mobile Library Kiosks, Café Corners and Community Resource Corners (CRCs) also provided temporary employment and engaged residents through various activities. More than 1,000 residents have benefitted from CEP and we will continue to better ourselves to meet new challenges and aspirations to benefit our district s residents. Moving forward, North East CDC plans to introduce CRCs to the Neighbourhood Committees (NCs) and Management Corporation Strata Title (MCSTs) in every division in the district, thus bringing community services and engagement closer to our residents in the private estates as well. In doing so, we hope to create an inclusive and caring community, and in strengthening our social fabric. Together with our members at the North East CDC, we would like to thank you for supporting us in everything that we strived for.

Community Bonding and Strengthening Social Support 7 Café Corners 112 Café Corners conveniently located throughout the district to provide accessibility to residents. 350,000 residents have patronised these Café Corners to mingle and bond with each other. Café Corner P.L.U.S Originating from its humble beginnings, P.L.U.S is an added initiative of the Café Corner for sharing essential information on community health and policy announcements such as the Pioneer Generation Package and Medishield Life. District Meeting 2014 was also held across the 18 divisions at these venues which facilitated closer interactions between Advisers, residents and the wider community.

8 Community Bonding and Strengthening Social Support Community Resource Corners (CRCs) 103 RCs, 1 NC and 1 CC provided an avenue of convenience for residents to borrow tools and equipments such as electrical drills and ladders that are either too bulky, costly or seldom used at home. This initiative promotes good neighbourliness and foster community bonding through sharing while encouraging recycling and reducing wastage. 3,456 residents have used this service since the programme was initiated in July 2013. Community Employment Programme (CEP) 367 residents were assisted through the CEP in FY14/15, an initiative to provide interim employment opportunities for unemployed North East residents who are in the midst of job searching. CEP allows residents to earn some income and regain their self-confidence by equipping them with work-readiness skills. CEP also cultivates a mind-set of welfare to workfare for residents who are receiving financial assistance from Social Service Office or Grassroots.

Community Bonding and Strengthening Social Support 9 Focus on Abilities - An Inclusive Job Fair 126 people with disabilities were shortlisted for interviews with potential employers at this job fair co-organised by North East CDC, Singapore Workforce Development Agency (WDA) and SG Enable. More than 500 job vacancies were offered by eight participating employers in the healthcare, manufacturing, food and beverage, retail, training and hotel sectors. Besides rank-andfile jobs Professional, Managerial and Executive (PME) positions were available as well. Share Your Books @ North East An increasing demand from the ground to set-up more Mobile Libraries prompted the North East CDC to introduce Share Your Books @ North East. The campaign aims to encourage residents to recycle their pre-loved books and create less waste. Launched in February 2015, Share Your Books is an expansion of the existing Mobile Library programme, which aims to make reading accessible and create community jobs where residents are hired as Mobile Library Assistants under the Community Employment Programme (CEP).

10 CHILDREN & YOUTH North East Football Academy 96 young students benefitted from the training and exposure of playing with professional football coaches and players through the North East Football Academy. Besides inculcating key values such as teamwork, grit and sportsmanship, participants spent time playing their favourite sport without compromising their academic results. Jointly organised by North East CDC, Tampines GROs and Tampines Rovers Football Club, the football academy aims to foster community bonding through soccer-related activities for our budding footballers and their families. The programme also reaches out to youth-at-risk, providing them a safe learning environment to grow and equipping them with essential life skills and values such as discipline and resilience.

CHILDREN & YOUTH 11 Openlectures 2,236 subscribers on youtube. 414,947 views and counting. Openlectures are series of bite-sized A and O level videos produced by students for students through social media with the aim of knowledge sharing and to encourage youths to perform better in school. This initiative also provided a platform for student volunteers to hone their video production and technical skills while benefitting their peers. This is a win-win platform which benefits both student volunteers as well as students who need the extra information on their exam subjects without having to spend on tuition. Site address: www.openlectures.org http://www.youtube.com/user/openlecturessg North East School Meal Fund 1636 students have been assisted through the North East School Meal fund for the 2015 school year. The fund provided students with pocket money to buy meals from the school canteen when they stayed in school after curriculum hours.

12 CHILDREN & YOUTH Science Explorers Camp 518 students were given a boost to think innovatively through the science workshop that encourages hands-on experiential learning. The students acquire mental skills to think critically and decisively. Guided by mentors, the outdoor setting also provided for an enhanced out of classroom learning environment for the students. WeCare@North East Young Savers Programme Over 1,855 students benefitted from the financial literacy program aimed at cultivating savings habit in upper Primary students in the North East district. WeCare@North East Young Savers is a collaboration between North East CDC and POSB. To educate and encourage students in learning key concepts of savings in a fun way, these financial literacy workshops were conducted through interactive board games. Students also learned about budgeting, needs versus wants and living within their means.

CHILDREN & YOUTH 13 Marketing Innovation Programme Marketing Innovation Programme @ North East was launched in May 2014. A three-year collaboration between North East CDC, ITE College East, SME Centre @ ASME and six Merchants Associations in the North East district, the programme aims to help students experience real-life heartland business situations. The first run of the programme brought together six Merchants Associations, 16 heartland businesses and 120 ITE College East students. Students spearheaded projects to improve the businesses by applying their marketing knowledge. The initiative was a success as it provided the students an invaluable experience and opportunity to turn theory into practice. The top student group even managed to increase profits of a bakery by 20%.

14 ELDERLY SuperMind Clubs 953 senior citizens in North East district participated in SuperMind Club, a programme that seeks to maintain mental alertness and stimulate the minds of seniors by developing their cognitive skills that may have been impaired due to old age or medical conditions such as Alzheimer s. The SuperMind Club offers seniors an opportunity to mingle and socialise through activities such as qigong, board games, arts and craft and percussion drumming. Regular health talks and relevant government policies update are also organised for the seniors. 176 Temasek Polytechnic Students volunteered for two months from January to March 2015 to befriend 174 senior at 6 SuperMind Clubs. The students underwent a half-day training workshop where they learnt to communicate, interact and socialise with seniors through practical and interactive activities. The befriending programme allowed for intergenerational bonding between the students and the seniors, and more importantly, for the young to have a glimpse into the past so that they may appreciate the present.

ELDERLY 15 North East ElderSurf Programme 48 senior citizens from 4 divisions in the North East district (Punggol Central, Punggol East, Pasir Ris West and Serangoon) enrolled in a series of IT workshops to take up basic computer skills. The objective was to encourage life-long learning among seniors and to use technology to bring convenience to their daily lives. Through the workshops, seniors learnt to use the computer and the internet to gather news and information, as well as self-service (automated) ibanking procedures.

16 ELDERLY Care Team @ North East 167 befrienders acted as pillars of support to 105 isolated senior citizens under the Care Team @ North East, an initiatve to provide care for residents on the Public Assistance Scheme and seniors who were socially isolated. The programme encourages neighbours and residents to step forward and support these beneficiaries through befriending activities. Through the regular interactions, it is hoped that these beneficiaries will be confident to step out of their comfort zones and partake in communal bonding. Since the inception of Care Team @ North East, North East CDC has been working together with other community partners such as Social Service Offices, Pioneer Generation Offices in the North East district, Eastern Health Alliance and Grassroots Organisations to benefit our residents.

ENVIRONMENT 17 North East Light Bulb Recycling 122 bulbs were collected from November 2014 to March 2015 for a new recycling initiative launched by lighting recycler - Global Lamp Recyclers (GLR) in collaboration with North East CDC and the National Environment Agency (NEA). The initiative seeks to encourage more families to switch to energy efficient lighting to achieve energy savings. It also aims to raise awareness on the harmful effects of mercury found in conventional lamps/light bulbs, and to reduce environmental waste through recycling. To encourage lamps and light bulb recycling in the community, GLR provided rebates for every lamp/light bulb recycled to purchase new ones. General Electric also matched and donated an energy efficient light bulb for every light bulb recycled to low income families in the North East district over a period of one year. The North East Eco Kids 2171 kindergarten children aged between 4 to 6 years old participated in Just One Earth (JOE), an environmental awareness programme tailored made for preschoolers. The children were taught in fun and engaging ways to cultivate green practices in their daily lives. While the aim is to promote environmental awareness and green practices, the programme also encouraged the children s families to participate in the diverse activities that were organised. A total of 75 sessions were completed by March 2015. North East Green Trails 357 residents walked through the green trails of Lorong Halus in the past year as part of the North East CDC and Singapore Environment Council (SEC) educational initiative at Lorong Halus Wetland. Started in November 2012, the North East Green Trails seeks to raise and foster environmental awareness and protection among heartlanders and residents in the North East district.

18 CORPORATE & MARKETING COMMUNICATIONS Social Media and Publications More than 700,000 copies of Heartbeat were distributed to residences in the North East district. Community events organised by Grassroots Organisations (GROs) as well as programmes and initatives undertaken by the North East CDC were published in the magazine. Part of the features in Heartbeat is Xchange, a Sudoku contest to encourage readership by testing readers on the magazine content. Close to 3,500 residents have taken part in Xchange for the issues published in the financial year 2014/15. The Annual Report 2014/15 was also published to share the milestones of the financial year. North East CDC s Facebook and Instagram The North East CDC used both Facebook and Instagram to disseminate and share information on community events. With 21,000 fan likes on Facebook, residents get to connect with us through regular photo and status updates. Find us at www.facebook.com/necdc www.instagram.com/necdc NE CDC Facebook has a fan base of 21,000 by March 2014. Several contests were organised to engage fan participations online and on ground. These include Selfie With My Child and National Day Tickets giveaways.

PARTNERSHIP 19 Community Give Back Golf & Appreciation Dinner 2014 In an effort to encourage the spirit of giving and to support the underprivileged in our community, North East CDC organised its third Community Give Back Golf & Appreciation Dinner on Wednesday 14 May 2014 at the Singapore Island Country Club. The event raised $1 Million for the North East School Meal Fund, as well as the WeCare @ North East Fund. Both schemes assisted close to 4,000 families yearly by easing their financial burdens and uplifting their lives. The fundraising efforts in FY14/15 saw a 40 percent increase in donations as there were more corporate and individual donors that stepped forward to play their part and give back to the community. Charity art auction with works by Cultural Medallion and distinguished local artists were also held for first time at the event. They had generously donated their art works for the fundraising. Mr Teo Chee Hean, Deputy Prime Minister and Coordinating Minister for National Security, Adviser to Pasir Ris-Punggol Grassroots Organisations was the Guest of Honour for the evening. Wish Upon A Silver Star 2014 North East CDC NTUC FairPrice Foundation Wish Upon A Silver Star 2014 benefitted 200 young families. The funds provided them with essential household items and children necessity items. The local grassroots collated the wishlist of our young families while the community put on the amazing effort of folding the 1 million origami stars. The essential items were then distributed to the young families during home visits. The community fundraising effort was held over three months from October to December. For every 10 origami stars folded, it would garner $1 in sponsorship. Schools, Voluntary Welfare Organisations (VWOs), community organisations and residents were invited to participate in making origami stars One million stars were made, raising $100,000 in support of the project.
