RIGH O INFORMAION FUNCIONS AND DUIES OF HE WAER RESOURCES DEPARMEN he Water Resources Department is a line department under the Ministry of Water Resources, Government of Karnataka. he functions and duties of the department are: he Secretariat assists the Minister of Water Resources by providing with data concerning the department; It holds the administrative control of the Water Resources Department. It is concerned with the creation of the targeted irrigation potential, planning of new projects, implementation of on-going projects and maintenance of completed projects. It gives administrative approval to all works, tender and estimates coming under the purview of the department. It passes orders concerning recruitment, posting and transfer of officials and employees under the Water Resources Department. It prepares the budget of the department to be presented in the legislature. During sessions, the Secretariat performs the duty of furnishing details to the Legislative Assembly/Legislative Council as also to the Lok sabha/rajya sabha. It presents papers to the cabinet and helps in the decision-making process. It prepares draft bills, issues Government order, passes amendments, acts and rules.

Nayak, I.A.S. he Principal Secretary bears the entire responsibility of the Water Resources Department. he Functions and duties of the Principal Secretary are: o formulate policies and programme of the Department; With the co-operation and co-ordination of the subordinates helps in the smooth running of the Department; o provide the Minister for Water Resources details and information, concerning the section, as and when required; and o act as the torch-bearer of the Department.

M.R.KAMBLE, I.A.S.. he Secretary is the head of the Water Resources Department at the Secretariat level. he functions and duties of the Secretary are: o look into the affairs of the Department at the State level; o represent the Water Resources Department at the central level as a member of NWDA, CBIP; o supervise the work of the Department by formulating rules and regulations in co-operation with the Principal Secretary; o function as the Director of the three Nigams established under the Water Resources Department; o be in-charge of project preparation, implementation and monitoring of all Major and Medium Irrigation projects; o regularly review the physical and financial progress of all Major and Medium Irrigation projects at the monthly meetings held at Government level in co-ordination with the Principal Secretary; o participate and act as a active member of AC, MIPC and other echnical Advisory committee; and o undertake visit to project sites, as and when required, to look into the status of progress. C. JOIN SECREARY (Services): SHRI. GURUMURHY S. HEGDE, M.A., D.B.M. he Joint Secretary (Services) is the next Sub-Ordinate to the Secretary Water Resources Department. he functions and duties of the Joint Secretary (Services) are: o look into issues related to Service matters. o supervise the works of the sub-ordinate sections consisting of Under Secretary (Services-A), Under Secretary (Services-B) and their staff. o submit details and information, concerning the section, to the Secretary as and when required and to hold the responsibility for the same. o act as the Nodal Officer to WRD.

UDAYA SHANKAR, B.E. he Deputy Secretary (Major and Medium Irrigation) is the next Sub-Ordinate to the Secretary Water Resources Department. he functions and duties of the Deputy Secretary (Major and Medium irrigation) are: o look into issues related to Major and Medium Irrigation of Upper unga Project zone (excluding works under KNNL), Varahi Project and Irrigation Project Zone-Munirabad. o supervise the works of the sub-ordinate sections consisting of Under Secretary (ech-i), Under Secretary (CADA) and their staff. o manage works and issues related to AIBP, NABARD, CBIP, Budget, Subject Committee, SLSWA, HLC, and CADA. o submit details and information, concerning the section, to the Secretary as and when required and to hold the responsibility for the same. E. DEPUY SECREARY (KRISHNA BHAGYA JALA NIGAM LIMIED): SHRI. H. PARASHURAM, B.E. he Deputy Secretary (Krishna Bhagya Jala Nigam Limited) is the next Sub-Ordinate to the Secretary, Water Resources Department. he functions and duties of the Deputy Secretary (Krishna Bhagya Jala Nigam Limited) are: o look into issues related to Krishna Bhagya Jala Nigam Limited. o supervise the works of the sub-ordinate sections consisting of Under Secretary (World Bank Projects), Under Secretary (KBJNL), Officer on Special Duty (echnical), Officer on Special Duty (MMI-3) and their staff. SIDDAGANGAIAH he Under Secretary (Services - A) is Sub-Ordinate to the Joint Secretary (Services). he functions and duties of the Under Secretary (Services - A) are: o look into issues related to the service matters of Group A and Group B Employees of the entire Water Resources Department. With the help of the staff, to aid the Joint Secretary (Services), by submitting details and information, concerning the section. G. UNDER SECREARY (SERVICES - B): SHRI ASHOKAKUMAR, he Under Secretary (Services - B) is Sub-Ordinate to the Joint Secretary (Services). he functions and duties of the Under Secretary (Services - B) are: o look into issues related to the service matters of Group C and Group D Employees of the entire Water Resources Department. OFFICER-ON-SPECIAL DUY (ECHNICAL 1), Cauvery: SHRI. A.S.RANGARAJU, B.E. he Officer-on-special duty (echnical 1), Cauvery, comes under the Deputy Secretary (Krishna Bhagya Jala Nigam Limited). he functions and duties of the Officer-on-special duty (echnical 1), Cauvery are: o manages issues related to Cauvery water Dispute, Krishna water Dispute, functioning of Karnataka Engineering Research Station at KR Sagar, and the activities of the Board of Chief Engineer. o act as the Member Secretary of Master plan committee of Krishna Basin and Dam Safety Review Panel. With the help of the staff, to aid the Deputy Secretary (Krishna Bhagya Jala Nigam Limited) by submitting details and information, concerning the section.

UNDER SECREARY (ECHNICAL), MMI-3: SHRI N.R.VIJAYASARAHI, B.E. he Officer-on-special duty (echnical 1), MMI-3, comes under the Deputy Secretary (Krishna Bhagya Jala Nigam Limited). he functions and duties of the Officer-on-special duty (echnical 1), MMI-3 are: o look into issues related to Cauvery Neeravari Nigam Limited. o manage works and issues related to projects in Cauvery Basin (Irrigation-south and Hemavathy project) in umkur and Gorur. o handle the works and issues related to echnical Advisory Committee, Petition Committee and Public Accounts Committee. With the help of the staff, to aid the Deputy Secretary (Krishna Bhagya Jala Nigam Limited) by submitting details and information, concerning the section N. EMPLOYEES: he Employees are the basic need of the Department.. hey assist their immediate senior officers in carrying out day to day Government works according to the norms prescribed in the Secretariat Manual, ransaction of Business Rules, PWD Code Vol-I & II, Irrigation Acts & Rules, CADA Acts & Rules, C&R rules, CCA rules, KCSR and Conduct rules, Circular and GO s issued from time to time.

RIGH O INFORMAION (3) HE DECISION MAKING PROCESS, CHANNELS OF SUPERVISION AND ACCOUNABILIY he Principal Secretary and the Secretary in co-operation and co-ordination with the Minister of Water Resources Department are concerned with the decision making process of the Water Resources Department. A s per the organisation chart there is Unity of Command. he Under Secretaries and the Officers-on-special duty receive command from the concerned Deputy Secretaries and Joint Secretary who in-turn are accountable to the Secretary. he Principal Secretary and the Secretary are accountable to the Minister of Water Resources Department. (4) NORMS ADOPED BY HE DEPARMEN FOR DISCHARGE OF FUNCIONS he Water Resources Department has the Secretariat Manual as a Guide in order to perform the day to day activities. he Secretariat Manual has an elaborate list of Norms, which are to be followed by the staff of Water Resources Department while discharging their functions and duties. he secretariat staffs also refers to the provisions available in other existing codes and rules, in addition to the Secretariat Manual. (5) RULES, REGULAIONS, INSRUCIONS, MANUALS AND RECORDS UNDER HE CONROL OF HE DEPARMEN FOR DISCHARGING OF FUNCIONS. he functioning of the Water Resources Department is regulated by the Secretariat Manual, ransaction of Business Rules, PWD Code Vol-I & II, Irrigation Acts & Rules, CADA Acts & Rules, C&R rules, CCA rules, KCSR and Conduct rules, Circular and GO s issued from time to time.

RIGH O INFORMAION (6) DOCUMENS UNDER HE CONROL OF HE DEPARMEN. annually. he Secretariat, Water Resources Department, has the following documents under its control, which are published Annual Report Performance Budget Irrigation in Karnataka Annual Administrative Report Annual Plan Budget Document Annual Report: It is document published annually by the Secretariat, Water Resources Department. It contains the financial and physical programme and progress of the Department as a whole, for the coming year as well as the Programme for the coming year. It also contains the status of the work under progress of each project CLICK UP Performance Budget: his document was introduced during in 1977-78 as per the recommendations of the administrative reforms commission, GOI.
