BLMS Design Development The Design Development (DD) submission from Studio Kremer Architects is presented for approval. The documents include the DD Model Program and Spaces, BG-2, and BG-3. Once approved, this information will be uploaded to the Kentucky Department of Education website for review/approval. 2. BG-2 for BLMS Renovation Project Submitted is the BG-2 document for review and approval for the Bullitt Lick Middle School Renovation Project (BG #17-148) as submitted by Studio Kremer Architects. 3. BG-3 for BLMS Renovation Project Submitted is the BG-3 document for the BLMS Renovation Project (BG #17-148) showing the probably cost of construction. 4. Proposals for Abatement Specifications for BLMS Renovation Project Three proposal requests regarding the abatement specifications, as well as, bidding involvement were sent. Only two proposals were received. Environmental Health Management has the lowest price quote of $2,500 and is recommended for approval. 5. Proposals for Geothermal Test Wells for BLMS Renovation Project Submitted are three proposals for the Bullitt Lick Middle School Renovation Project for drilling a geothermal test well to determine the size and site conditions for the new geothermal field. CMTA Engineers recommends contracting with Mid-
4 State Drilling to perform this work as their price includes all casing work, whereas the lowest bidder, Moses Drilling, does not. The amount of the proposal is $10,569.00. 6. Engineering Services for LJES Site Improvements Permission to enter into an agreement for engineering design services with Heritage Engineering LLC. The goal is to evaluate and design the drainage culver and swale at Lebanon Junction Elementary. Three items will be evaluated: 1, size the culvert to convey flow in the drainage swale, 2, determine if the area downstream of the culvert can be re-graded and filled in, and 3, determine if the drainage swale along the school is adequate to convey storm water flows. This work will incorporate construction plans and surveying services. The cost associated with this work is $7,800 and is funded by 0339 Architectural and Engineering Services. Once completed, pricing from pre-qualified, state contractors to perform the site work will be requested. 7. BG-1 - MB-1 Renovation Maintenance Warehouse Building Project Presented for approval is the BG-1 application document for the MB-1 Renovation Maintenance Warehouse Building Project. Funding is allocated in the General Fund resulting from the sale of the old Brooks Elementary School. The construction cos is expected to be $60,816 plus KDE-required contingencies of $3,040.80. Equipment and technology costs are $16,000, bringing the total initial BG-1 to $79,856.80. 8. BG-1 Site Acquisition of 394 Carpenter Street Presented is the initial BG-1 document related to the site acquisition of 394 Carpenter Street, Shepherdsville, KY, 40165. Funding is allocated in the General Fund resulting from the sale of the old Brooks Elementary School. The purchase price is $26,500, plus the site survey of $600 and property appraisal of $150. Construction costs include removing the existing house, shed, trees and fencing, hauling the district-owned rock and installing a chain-linked, security fence. The total construction costs are $38,295.12. KDE-required contingencies are $1,914.76. This brings the total initial BG-1 costs to $67,459.88. f. Bellarmine University / BCPS Bellarmine Literacy Project MOU........A Usher Presented is a Memorandum of Agreement with Bellarmine University that explains the Bellarmine Literacy Project, a professional learning collaboration initiative for the 2017-2018 school year. The focus of this project is to provide teachers with the expert knowledge and tools to identify and address a child s need related to the five components of reading (phonic awareness, phonics, vocabulary, fluency and comprehension). Teachers who participated in the project during the 2016-2017 school year will have the opportunity to continue a second year in the project. Participating teachers will be able to receive more support in implementation of the program. A new cohort will be added for the 2017-2018 school year that will be open to kindergarten and first grade teachers at participating and other elementary schools, as available. In addition, new instructional coaches and principals will also be involved in professional learning along with their teachers throughout the project year. The total cost of the Bellarmine Literacy Project is $61,075 to be funded through Title II funds and General Fund through the Student Learning Department budget.
7 2. Summit Learning Program Participation for ZMS..................R Bramlage Presented is a Memorandum of Agreement with Summit Learning for BCPS on behalf of Zoneton Middle School. Zoneton Middle applied and has been accepted to implement the Summit Learning Platform by August 1, 2017, if approved by the Board of Education. Zoneton Middle is one of the few schools in Kentucky offered this opportunity. Please see the documentation provided for more details. 3. Partnership Institute for Math and Science Education Reform (PIMSER) MOA for Secondary Science Teachers................................. R Bramlage The Memorandum of Agreement with PIMSER is for science curriculum support for secondary science teachers. PIMSER provides high-quality training and support for improvements in mathematics and science education that is responsive to the needs of educators at all levels. The agreement outlines three days of training from two PIMSER staff members on Tuesday, May 30, 2017, Wednesday, May 31, 2017, and Friday, July 28, 2017. The cost for the services is $5,800 with travel included paid with Title II allocations. Please see the information provided for details. 4. Partnership Institute for Math and Science Education Reform (PIMSER) MOA for Elementary Science Teachers....................................A Usher Presented is the Memorandum of Agreement with PIMSER for science pacing and curriculum support for elementary teachers, K-5. The agreement outlines six days with Patti Works from PISMER. The scheduled dates are June 5-6, 2017; October 19-20, 2017; and February 15-16, 2018. The cost for the science consultant is $1,000 per day plus travel and meals. Title II allocations are the source of funding. 5. Audit Contract with Stiles, Carter & Associates, PSC................. D Smith Submitted for approval is the Independent Auditor s Contract for Fiscal Year 2017. For the past 10 year, Stiles, Carter & Associates, PSC has conducted the audit. Mrs. Smith recommends approving the second of three possible renewals of the contract in the amount of $29,200 for Fiscal Year 2017. The contract will be sent to the Kentucky Department of Education once approved and signed. 6. PSST ACA-Track Agreement Renewal.............................D Smith PSST provides the ACA-Track system which monitors and captures employees actual time worked and provides proof of complete Affordable Care Act compliance for electronic IRS reporting. PSST files all forms with the IRS thus avoiding harsh penalties. The ACA Track Agreement annual fee is $8,750. 7. Bischoff Lawn Maintenance Contract Renewal.................... M Mitchell Permission is requested to renew the grass mowing and trimming services bid contract with Bischoff Lawn Maintenance for the 2017-2018 school year. The Board awarded the contract last year with the option to renew for two additional years. Mr. Bischoff has agreed to continue the services at no additional cost to the district.
8 8. Equitrac Lease Transition........................................D Smith The current lease with Equitrac is through Konica Minolta. ProSource is now the copier vendor for the district. The transition of Equitrac is progressing. After a phone meeting with ProSource and District staff, there are several options on how to move forward with Equitrac to continue to utilize the software and print management functions. Additional information is forthcoming, including the option to buy out the current lease on the card readers and the Equitrac software and will be provided prior to the April Board meeting for review. h. Permission to Accept Donations/Grant Funding............................B Sexton Grant Writer Ashley Byrum requests permission to accept the following grant and donation: $70,000 Kentucky Network to Transform Teaching grant from the Kentucky Department of Education. The funds will support mentoring and activities for a cohort network of Bullitt County teachers pursuing National Board Certification during the 2017-2018 school year. $650 SMART Technologies LCD Interactive Flat Panel TV awarded to Danita Cobble, Technology Integration Specialist, by the 2017 Kentucky Society for Technology in Education Conference. Contingent on winning the prize, Ms. Cobble must use the television in the school district rather than for home use. i. BEHS by Kohl s Professional Kicking Bullitt East High School requests permission to allow Kohl s Professional Kicking to use the football field to host an instructional kicking activities camp on Tuesday, June 13, 2017 from 8 a.m. to 4 p.m. The application and agreement for use of district property, along with the certificate of liability insurance, are provided. 2. BEHS by Southeast Christian Church Bullitt East High School requests permission to allow Southeast Christian Church to use the school s cafeteria and dining room on Thursday, April 27, 2017, from 6:30 p.m. to 8:30 p.m. to hold a community meeting for all of its members who live in Bullitt County. The application and agreement for use of the district property, along with the certificate of liability insurance, are provided. 3. BCHS by High Potential/Blue Chip Bullitt Central High School requests permission to allow High Potential/Blue Chip to host a Basketball Showcase for Girls on September 23, 2017 from 8 a.m. to 6 p.m. using the Main & Auxiliary Gyms. Revised Special Education Procedure: Specific Learning Disability Eligibility..... T Kolb Revised is a procedure for the identification of students with specific learning disabilities. This revision reflects changes stemming from a recent desk audit from the Kentucky Department of Education Division of Learning Services in which our district was determined to be in non-compliance with the 2014 Specific Learning Disabilities Guidance

UNFINISHED BUSINESS (NONE) 7. NEW BUSINESS a. Teenage Parent Program (T.A.P.P.) Revisions for 2017-2018 School Year.... R Bramlage Currently, students attending the Teenage Parent Program (T.A.P.P.) are only permitted one career pathway, Early Childhood Education (ECE) offered through Riverview Opportunity Center. T.A.P.P. students are permitted to utilize the Area Technology Center (ATC) as an option; however, no one has taken advantage. After interviewing current T.A.P.P. students, they want a variety of other career choices. While some students still prefer Early Childhood Education, other would like to pursue nursing, culinary, etc. Proposed changes for the 2017-2018 school year include: 1. Provide an opportunity to either take career pathway classes via the ATC or Bullitt Central High School, 2. Receive support services once a month possibly speakers about community resources, health, nutrition, and field trips to hospitals to understand the components for childbirth, 3. Allow a dual enrollment, possibly three enrollments, to maintain accurate records of attendance and grades, and, 4. Eliminate the Early Childhood Education teacher as it will not be needed. ROC counselor Rick Dawson will work with each student to ensure he/she gets the career pathway he/she likes or needs. Students will continue to receive their core academic classes and remain close to their child at Riverview. Recommendation: Approve the proposed changes to the Teenage Parent Program as presented.
10 b. 1 st Reading of Board Policy 03.27 Discipline, Suspension and Dismissal of Classified Employees and Procedure 03.27 AP.1 Personnel Action Procedures..........J Wooley Presented are proposed revisions to Policy 03.27 and Procedure 03.27 AP.1. Revisions were made in August 2016 and the proposed revisions herein were drafted to improve the policies by clarifying the rights of employees, if entitled, and to shorten the deadlines relating thereto. The option of the superintendent to serve as the hearing officer in due process hearings was removed. The district is authorized to promulgate due process procedures by statute. Recommendation: Approve the 1 st reading of Policy 03.27 as presented. Procedure 03.27 AP.1 was presented for review and comment only. c. 1 st Reading of Revised Policy 06.221 Bus Drivers Use of Tobacco and Other Substances................................................................. J Wooley Revisions to Board Policy 06.221 may be found on page two in the first and last bullets. The purpose of the revisions is to clearly define a reasonable period of time to report to the test site for a random drug screen and to indicate that suspicion of an adulterated or substituted test sample can lead to observed collection by an authorized individual of the same sex as the employee. Recommendation: Approve the 1 st reading of revised Policy 06.221 as presented. d. Early Graduation Request for BAMS Cohort IV........................... W Foster On behalf of the Student Learning Division, Mr. Foster requests early graduation for the seniors within the Bullitt Advanced Math and Science Academy (BAMS). Once the cohort has officially graduated from their respective high schools, Jefferson Community and Technical Colle can then post each student s Associates Degree to both his/her high school and college transcripts. This action will benefit seniors enrolling in college courses this fall and having their spring coursework appear on the transcript in a timely manner. If these courses are not added in the spring, students will not be permitted to enroll for fall 2017 courses. JCTC s graduation ceremony is scheduled for Tuesday, May 9, 2017. Each BAMS student will also participate in the high school graduation with his/her home high school if s/he so chooses. Please see documentation for the BAMS IV Early Graduation Timeline 2017. P Smith-Darnell Requested is approval for the amended 2016-2017 school calendar. The requirements for the student instructional year, 1,062 hours of instructional time for students delivered on 170 student attendance days will be met as required by KRS 158.070(1)(e). The amended
11 calendar will be sent to the Kentucky Department of Education by June 30 th as required by 702 KAR 7:140 (2)(3). School was cancelled on January 5 th and 6 th due to inclement and the dates of February 17 th and March 17 th were used as make-up days. The last day for students is May 25 th with Closing Day on May 26 th. May 30 th and 31 st and June 1 st are Professional Development Days. Recommendation: Approve the amended 2016-2017 School Calendar as presented. f. 1 st Reading of Revised Policy 08.132 Gifted and Talented Students...A Usher/S Coomer A revision to Policy 08.132 is requested to include local norms to increase the opportunity for high potential students from disadvantaged subgroups to be identified in Grades K-3 for the Primary Talent Pool. The revision aligns primary talent pool definition with the language used in 704 KAR 3:285 and adds the district s plan for determining primary talent pool participants. The district s plan for the policy has been reviewed by Amanda Hale of KSBA and Joe Mills of Buckman & Farris Law Office. Please see additional information regarding the district s plan. Recommendation: Approve the 1 st reading of revised Policy 08.132 as presented. g. New Procedure 08.22 AP.2 Kindergarten Exit Criteria..................... A Usher The Promotion and Retention Policy 08.22 states that, A student may advance through the primary program without regard to age if the District determines that h/she has acquired the academic and social skills taught in Kindergarten and that advancement would be in his/her best interest. New procedure 08-22 AP.2 is being added to clarify what basic skills a child needs to master by the end of Kindergarten to be promoted to the first grade. Also included is a letter that will go home with all incoming parents of kindergarten students each year detailing specific exit criteria the child will need to master. New Educators Rising Teacher Leader Position & Job Description...............J Wooley Presented is a job description for Educators Rising Teacher Leader. This position is necessary in accordance with the Board s approval of the Teacher Recruitment and Induction Program (TRIP). This will be an extra-duty position with a $2,000 stipend. The Expulsion Review Committee (ERC) has met with the student and parent. Its findings and recommendation are enclosed for your review. Recommendations made by the ERC:
CASE# 2017-20: The ERC met on March 14, 2017, to consider the recommendation of expulsion for Case# 2017-20. It is the ERC s recommendation that the student be expelled for violating the Bullitt County Discipline Code as it relates to a terroristic threat. Educational services will be offered via Distance Learning through the Bullitt Alternative Center (BAC) for the remainder of the 2016-17 school year. Recommendation: Accept the recommendation of the Expulsion Review Committee regarding the one (1) student described above. 8. EXECUTIVE SESSION a.
