NCDOT Meeting: 2017-1-25 ACEC/NCDOT Construction & Materials Subcommittee CEI Industry Group January 31, 2017, 10:00 am MINUTES Note: These minutes reflect discussion in the NCDOT Committee Meeting as well as the Industry Group Meeting 1. Welcome and Introductions The meeting opened with introductions. Those present included: Industry Members: Jason Peterson (Chair), Warren Walker, Kevin Lugo and Robert Walker (Co-Chair), Adam Gosselin & Jeff Thatcher NCDOT: Michelle Long, Sherell Williams, Chris Peoples, Todd Wittington, Brian Hunter, Robert Stroup, Thomas Payne & Keith Raulston 2. Previous Meeting Minutes Michelle distributed minutes from the previous meeting (October 12, 2016). The group reviewed and accepted the minutes as presented. 3. M&T Updates Todd stated that all training thru July is now posted online. Chris reviewed the new training calendar, which was recently posted on the M&T website. Mid-summer QMS has already been added due to need over the previous two years. Todd has received a request to provide a Spanish concrete school. He asked the committee to gauge industry interest. Chris discussed M&T using the Transportation Curriculum Coordination Council s (TC3) online courses for training on specific items. Currently plans to pilot in-house with guardrail training, may expand depending on results of the pilot. This is in the beginning stages but he mentioned it could be the first steps towards reciprocity with surrounding States. https://training.transportation.org/browse_bookstore.aspx M&T On-call Ad Update: Brian discussed current M&T On-call Ad. They plan to use this contract for all M&T PEF needs. No set number on how many firms will be selected. M&T plans to select enough firms to ensure all their needs will be addressed. Training contract is on hold for 6 to 12 months while they evaluate the effectiveness of using On-call for training needs. RTR Update: Chris gave an update on RTR. 35 position lost in first round, 15 more in the second round. They must abolish 44 of the 50 RTR positions. Todd and Brian have begun new roles as Jack Cowsert and Randy Pace s replacements. Still determining what the final structure of M&T will look like and what will be outsourced.
NCDOT Meeting: 2017-1-25 4. OSHR Classification Study Michelle stated that changes resulting from the recent OSHR Classification study are on hold while going thru administration change. 5. RTR Updates (CCU) Michelle gave an update on RTR. 3 position lost in first round, 4 more in the second round (Phillip Johnson, Nilesh Surti, Johnny Metcalfe, Brooke Heyel). Current focus is on filling Area Engineer roles. Div 3/4 should be announced in a week or so, followed by Div 5/6. Process has just started for filling Div 1/2. 6. Vehicle Reimbursement Sherell discussed recent memo regarding increase to vehicle reimbursement rate. Effective for new contract/task. Provided handout detailing the 3 acceptable options for light bars to be used with 4 corner strobes (2-17, 1-23 or 1-48 ). If RE request new lighting requirement, firm can use new rate on existing task. Point was raised about asking NCDOT to set a deadline for implementation to eliminate varying interpretations of the memo. 7. Contract Adjustments Michelle is still evaluating options regarding escalation and loaded and/or flat rates. Seems to be leaning towards Virginia model regarding escalation. She plans to draft up an example Technician rate for a TT-III for industry review. These changes could be implemented on the next S/W On-call contract though this is still up in the air at this point. Member asked how this would impact the trainee scale. 8. Construction Unit Workshops Sherell gave an update on the upcoming workshop dates and locations. Still evaluating attendance limits per firm. Will either be one or two per firm per location (4 to 8 total). CEI s functioning as ARE s will not count towards this total if Division request their attendance. February 13 Greenville February 22 Lexington March 7 Cary March 16 Asheville 9. Upcoming Projects S/W On-call Plan to advertise prior to June1st. Specifics still up in the air regarding subconsultants. However, they will likely allow subs to be added after selection. Michelle to provide updates to list previously published on ACEC website (Original list is attached) B-2500B, Design-Build, NC 12 in Rodanthe CCU and Division are currently reviewing the numbers of technicians R-2721, Design-Build, Southern Wake Freeway, schedule is slipping
NCDOT Meeting: 2017-1-25 10. Next Meeting Subcommittee The next small group industry subcommittee meeting is scheduled for Friday, April 7th at 10:00am. The large group industry meeting has not been scheduled yet. Once the date/time/location is set, an announcement will be made. 11. Open Discussion Member recommended that the Concrete Paving certification no longer be tied to the Concrete testing certification. Discussed issues with scheduling and tracking Assessments. Discussed making sure Firms prepare technicians for Assessments and Field Certifications prior to scheduling with M&T. Jason informed members that subcommittee members will be rotating after next meeting and 2 new members will be added.
