Purpose. To publicize instructions and procedures concerning leave and liberty for Navy Band personnel. 2. Cancellation. NAVBANDINST 1050.1M 3. Policy. Per references (a) and (b), personnel are encouraged to take annual leave to the fullest extent possible. Likewise, liberty will be granted to the greatest reasonable degree. 4. Annual Leave Program. As outlined in reference (a), the Commanding Officer/Leader (CO/L) shall establish an annual leave program that provides each member the opportunity to take leave within the constraints of operational requirements. To obtain maximum benefit from the objectives of this program, the CO/L shall provide members the opportunity to take frequent periods of leave, including at least one, and normally two, extended leave periods each year of approximately 14 consecutive days in length or longer. 5. Requesting Leave a. Members may request leave by using the guidance provided in enclosure (1), and must submit requests through their normal chain of command. The Executive Officer/Assistant Leader (XO/AL) shall have final authority to approve/disapprove leave requests.
b. Upon approval, leave papers will be processed and filed by the Leave Control Manager (LCM). The LCM will enter approved leave dates into the Leave Book spreadsheet. This spreadsheet is updated daily and is the primary method of disseminating information about approved leave requests. It is accessible to all members for this purpose in the folder H:\Public\Leave & Liberty. c. Disapproved leave papers will be returned to the member through the chain of command when received by the Administrative (Admin) Office from the XO/AL, with the reason for disapproval stated in Block 24. d. Leave papers should be approved/disapproved as quickly as possible, normally within five working days. e. All leave papers must have an address and phone number where the member can be reached while on leave before a Leave Control Number (LCN) will be assigned. Due to concerns with identity theft, the member may state, if desired, Address of personal residence in block 20 of Form 3065. 6. Operations Office Notification. All leave and liberty requests recommended for approval by the Department CIC must be routed through the Operations Office before being routed to the Department Head. The Operations Office must also be informed of liberty requests approved at the unit level. 7. Electronic Forms. Electronic leave and liberty forms are available on the Navy Band computer network in the H:\Public\Leave & Liberty folder. The electronic forms should be filled out online in the same fashion as the multi-page carbon copy forms. The electronic form must then be printed, signed by the originator, and submitted to the originator s usual chain of command. Only one copy need be submitted. Upon receipt of an approved electronic leave form, the LCM will process it as usual. Before leave commences, the LCM will assign a LCN and make a copy for Navy Band records. All other policies and procedures remain the same. 8. Leave Hours. Leave usually begins after and ends prior to normal working hours (0730-1600, Monday-Friday). It is highly recommended that members begin their leave at 1600 the day before the first full day of leave commences, and end at 0730 the day of return. Due to the varied nature of Navy Band operational commitments, leave may commence at any time during the day, but will usually end at 0730 on a workday. Working hours that are authorized outside of normal working hours (e.g. evening concert) must be specifically listed in Block 16. 2
9. Leave Check-In/Check-Out Procedure. Leave papers will be distributed via the member s unit no more than 10 days prior to the commencement of leave. Each member is personally responsible for having leave papers in their possession before departing on leave. Each member must phone muster within 24 hours of commencing leave and, when returning from leave, must phone muster before the time that leave ends. Personnel must be in the general area of their local residence when checking in or out on leave, and must keep Part 1 of enclosure (1) with them at all times. The general area of your local residence is the distance you would normally travel between your duty station and your residence. This includes local airports, bus and train stations. Members shall return Part 1 to the Admin Office on the first working day after check-in. Disciplinary action will be taken at the unit level if leave papers are not returned by close of business on the first working day after check-in. Enclosure (2) will normally be provided with leave papers, as a courtesy. 10. Emergency Leave. Emergency leave may be granted when an emergency exists, as outlined in reference (a). During normal working hours, emergency leave is requested in the same manner as regular leave. After normal working hours, personnel must contact their Unit Leader, or if unavailable, their department's Chief in Charge or Department Head. The XO/AL will have final authority to grant approval. Phone mustering procedures are the same as for regular leave. Emergency leave is chargeable to the member s leave account. 11. Convalescent Leave. Convalescent leave is a period of authorized absence granted to members under medical care, which is part of the treatment prescribed for recuperation and convalescence. Convalescent leave is granted by the XO/AL upon the advice, in advance and in writing, of the member s attending physician. In all but emergency cases, this leave must be approved through the member s normal chain of command, and phone mustering procedures are the same as for regular leave. A medical chit stating number of convalescent days granted must be delivered to the Administrative Office upon commencement of convalescent leave. Convalescent leave is not chargeable to the member s leave account. It is also referred to as sick leave. Refer to reference (b) for more information. 12. Maternity Leave. Convalescent leave will normally be granted for 42 days following an uncomplicated delivery. At the discretion of the XO/AL, additional days may be granted to be charged as regular leave. The Unit Leader is responsible for notifying Admin of starting and ending dates for maternity leave. 13. Paternity Leave. Regular leave may be granted for a period up to two weeks in conjunction with the birth of a member s child. While every effort will be made to accommodate the request, operational requirements may dictate otherwise. 3
14. Foreign Leave. Personnel planning foreign travel must detail on the leave request a list of countries to which travel is anticipated. Requests must be submitted between five weeks and three months before travel begins to allow for proper approval and clearance. The Antiterrorism Awareness course must be completed within one year of foreign travel. This course is accessible online at www.atawareness.org. For additional guidance, consult reference (c). 15. Leave Extension. All requests for leave extensions must be routed via the member s chain of command for final approval by the XO/AL or the respective Department Head. If already on leave, the member must receive verbal confirmation that the extension has been granted prior to the commencement of the extension. Any authorized extension of leave must be notated by the XO/AL. 16. Changes to Approved Leave Papers. If a member desires to make changes to an approved leave request, a new request form must be filled out and routed with the original leave document through the member s chain of command for information/ approval prior to the commencement of leave. 17. Block Leave a. The CO/L will normally authorize two periods of extended leave (14 days or more) annually. This will usually include one period during the winter holidays and one of two rotating periods in the summer season. Personnel in performing units are encouraged, but not required, to take Block Leave. b. The Ceremonial Band Unit Leader is responsible for maintaining a duty section to cover ceremonies during this period. Personnel in the duty section will be given alternate opportunities for taking extended leave. Procedures for mustering during block leave period are outlined in paragraph 18. 18. Block Leave Mustering Procedures a. During block leave periods, personnel eligible for ceremonies will phone muster with the Ceremonial Watch Monday through Friday, 1400 to 1500. If returning from leave early, personnel eligible for ceremonies must call the Ceremonial Office voice mail no later than 1100 the working day prior to returning from leave in addition to the procedure outlined in paragraph 9. b. Members in performing units not eligible for ceremonies will muster as pre-determined by the member s unit leader and/or the Specialty Groups Chief in Charge. This also applies if returning early. 4
c. Staff personnel will be in a full-duty status if not on leave. Members who fail to follow the above procedures, will be charged leave and may be subject to disciplinary action. 19. Emergency Recall. Personnel on leave, liberty, or special liberty are subject to recall at any time, as deemed necessary by the CO/L. Enclosure (2) outlines emergency recall procedures. 20. Regular Liberty. Per reference (a), regular liberty is a routinely authorized absence, at the end of which the member is actually on board or in the location from which the member regularly commutes to work. This liberty lasts from the end of working hours on one day to the beginning of working hours the next day. 21. Liberty for Medical Appointments. Liberty for medical appointments may be approved by the unit leader, office supervisor or department CIC, but can only be disapproved by the XO/AL. 22. Weekend Liberty. For members whose duty hours follow a traditional Monday-Friday work week, weekend liberty will be from the end of working hours Friday afternoon until the beginning of normal working hours on the following Monday. For members who work other schedules, the CO/L will ensure an equivalent weekend liberty, though days of the week may vary. 23. Special Liberty. Special liberty is liberty granted outside of regular liberty periods for unusual reasons, such as; emergencies; to exercise voting responsibilities of citizenship; for observance of major religious events requiring the individual to be continuously absent from work or duty; or for special recognition. Special liberty will normally not exceed three days; under certain circumstances, four days may be authorized. Special Liberty periods of three to four days are intended as compensation for unusually long working hours, extreme working conditions, and as recognition for exceptional performance. Members may submit Special Request/Authorization chits (NAVPERS Form 1336/3) in triplicate through their normal chain of command. If using the electronic form, only one copy need be submitted. a. Special liberty of up to two days may be granted by Unit Leaders, Office Supervisors or Department Chiefs in Charge. b. Three-day liberty is a liberty period designed to give members three full days absence from work or duty, usually beginning at the end of normal working hours on a given day and expiring with the start of normal working hours on the fourth day, i.e., from Monday evening until Friday morning. When a three-day liberty period embraces only regular liberty time, such as a Saturday and Sunday with a Monday or Friday national holiday, and scheduled work hours are not included, 5
the time off is treated as regular liberty. The XO/AL shall have final authority to grant three consecutive days of Special Liberty. c. Four-day special liberty is a liberty period designed to give members four full days absence from work or duty, usually beginning at the end of normal working hours on a given day and expiring with the start of normal working hours on the fifth day, and including at least two consecutive non-workdays, e.g., from Wednesday evening until Monday morning. The CO/L shall have final authority to grant four consecutive days of special liberty. d. Per references (d) and (e), a special liberty period may not be used in combination with holidays or other off-duty periods (except leave as stated in paragraph 24) if that combination extends the absence from duty beyond four days. Furthermore, special liberty may not, under any circumstances, exceed four days. 24. Restrictions on Leave and Liberty. Per reference (a), members may not take liberty periods in succession, nor may they take any combination of liberty and special liberty to exceed restrictions regarding three- and four-day special liberty. Per references (d) and (e), leave and special liberty may be taken in conjunction without a duty day between liberty and leave periods, as long as the member is physically present at the duty station when departing on and returning from leave. If a member wishes to leave the home station during a special liberty period and not return prior to the beginning of a successive leave period, then the entire leave and liberty period will be charged as leave. 25. Leave Administration. The Admin Office will administer Navy Band s leave program. The Leave Control Manager will maintain all required logs and files; review accuracy of leave papers and ensure each is properly recorded; advise personnel/ supervisors on leave policy, procedures and leave paper submission schedules; account leave used; and follow procedures outlined in reference (a). 26. Action. Supervisors will inform their personnel of the contents of this instruction, and are strongly urged to post this material in the unit/office space. For weekends and holidays, write NONE. Unusual working hours for members in performing units must be specifically notated. Blocks 17-18: Obtain your leave balance from your most recent LES. Blocks 19-20: Enter the leave address(es) or Address of personal residence if you are remaining in the geographic area on leave, and phone number(s) you can be reached at in case of an emergency or recall. If traveling overseas, list ALL countries through which you anticipate traveling. Be sure to sign Block 22. Enclosure (1)
LEAVE CHECK-OUT / CHECK-IN PROCEDURES NAVBANDINST 1050.1N Members who fail to follow these procedures may be subject to disciplinary action and may be charged leave. Call the Admin answering machine at 202-433-4908. If this number malfunctions, please call the backup machine at 202-433-2744. You are reminded that you must be in the general area of your local residence when beginning and ending leave. Clearly state your name, date and time, and specify whether you are checking in or checking out. Note: Leave begins after and ends prior to the times stated on your leave papers. You should not check out before the time stated, or check in after the time stated. Enter the time and date of your call in Block 27 (if checking out) or Block 28 (if checking in) and sign both blocks. Your leave papers must be returned to the Leave Control Box in the mail room on the first working day after returning from leave. For leave extensions, or if you intend to check-out late or check-in early, please contact your chain of command. Also note mustering procedures below. EMERGENCY RECALL: Due to Navy Band's mission, you must remain in touch with national and international events that may require your early return from leave. The Commanding Officer may initiate an emergency recall at any time. It is extremely important that the phone number and address indicated on your leave papers are the ones at which you can be easily reached. MUSTERING PROCEDURES DURING BLOCK LEAVE Personnel eligible for ceremonies will phone muster with the Ceremonial Watch at 202-433-7373, Monday through Friday between 1400 and 1500. If returning from leave early, you must call the Ceremonial Office at 202-433-4054 by 1100 one workday before you intend to check in. Personnel in performing units not eligible for ceremonies will muster with their Unit Leader or designated contact. This also applies if returning early. Staff personnel will be in a full-duty status if not on leave. Keep your leave papers, these instructions, and your military ID in your possession at all times. Enclosure (2)
