Assesses the probability of the event or occurrence. b. Estimates the expected result or severity of an event or occurrence. c. Determines the specified level of risk for a given probability and severity. +* 3. Element leaders develop controls and make risk decisions. a. Develops controls to eliminate or reduce the hazard to an acceptable level. b. Reassesses hazard to determine residual risk. c. Makes risk decisions based on commander's guidance. +* 4. Element leaders implement controls. a. Integrates controls into written and verbal orders, mission briefings, and SOP. b. Converts controls into clear and simple execution orders. +* 5.
