SECTION-1 [Introduction] EXPRESSION OF INTEREST CONSULTING SERVICES FOR SURVEYING, INVESTIGATIONS, PLANNING, DESIGNING, DESIGN REVIEW, MODIFICATION AND RESIDENT CONSTRUCTION SUPERVISION FOR PPIC3 IN RAWALPINDI, FAISALABAD, GUJRANWALA & MULTAN In order to realize the vision of developing safe cities in the Province, Punjab Police Integrated Command, Control & Communication (PPIC3) centres will be developed in major cities of Punjab. The Program aims to bring together the innovative concept of operations, quality focused business processes with cutting edge technology to provide Improved Service Delivery, traffic management, monitoring law and order, electronic evidence collection, crime reduction, secure police communication & accountability. The Infrastructure Development Authority of the Punjab (IDAP) established by the Government of Punjab as an Autonomous body under the Infrastructure Development Authority of Punjab Act, 2016 as Executing Agency hereby invite competent Engineering/Design consultancy firms or Joint Venture of firms to submit Expression of interest for providing consultancy services for Punjab Police Integrated command, control & Communication (PPIC3) centers in Rawalpindi, Faisalabad, Gujranwala & Multan. The general scope of consulting services will include but not limited to: Survey & Investigation of site as required. Review & Modify (if required) Architectural Design of already designed integrated Command Control & Communication Centre (IC3) in Lahore for centres at Rawalpindi, Faisalabad, Gujranwala & Multan. Architectural design of CPO building & Disaster Recovery Centre. Detailed Engineering Design Development of Bill of Quantities (BOQs), Tender Documents, Specifications, Working Drawings, Bid Evaluation Reports. Prepare IEE/EIA Reports and provide technical assistance for approvals. Resident Construction Supervision. The consulting firms will be short listed as per the evaluation criteria in EOI documents under section IV based on having relevant experience of projects of similar nature, financial and personnel capabilities. The EOI of the non-short listed consultancy firms shall be treated under automatic rejection. The consulting firms may associate with other firms to enhance their qualifications. Only firms that have been shortlisted will be subsequently invited to submit technical and financial proposals on the prescribed Request for Proposal (RFP). The names and addresses of shortlisted firms will be posted on the IDAP s websites. Documents shall be received by IDAP at the office on First Floor, 7-C-1, Gulberg- III, Lahore not later than 3: 00 pm on 4 th April 2016. The procuring agency may, at its discretion, extend the deadline for the submission of documents by amending

the EOI Documents, and in which case all rights and obligations of the Authority and the firms / consultants subject to the previous deadline shall thereafter be subject to the deadline as extended. The Procuring Agency / Competent Authority of Infrastructure Development Authority of Punjab (IDAP) reserves the right to reject all / or any EOI application without assigning any reason thereon. SECTION-II INFORMATION / INSTRUCTIONS TO THE CONSULTANT 2.1 The firm / consultant shall enclose one original and one copy of the documents in a sealed envelope which shall: - a) bear the name and address of the Applicant; b) be delivered by hand or through courier / registered mail to address mentioned in advertisement for EOI or in documents; and c) be clearly marked Application for Short Listing of Consultants for Consulting Services for Survey, Investigations, Planning, Designing, Design Review, Modification and Resident Construction Supervision for PPPIC3 in Rawalpindi, Faisalabad, Gujranwala & Multan If the envelope is not sealed and marked as required, the procuring agency will assume no responsibility for the misplacement or pre-mature opening of the document. 2.2 Please note that any expenditure of whatsoever nature incurred by the applicants for collection of information, preparation of the EOI including any visit to IDAP offices or the site is not reimbursable. 2.3 This EOI invites only the Expression of Interest on the subject assignment. No Consultant is to indicate, explicitly or impliedly, financial implication of their proposal. Revealing financial offer at this stage would disqualify the proposal altogether. Only the short listed consultants would be provided with a detailed request for proposal (RFP) thereby giving them a reasonable opportunity to submit technical and financial proposals. 2.4 The prospective consultant is required to provide relevant information on the prescribed forms attached in this documents (Section IV). Any other format preferred by the prospective consultant may obscure material information and hence affect the evaluation process. Any other format provided by the prospective consultant shall lead to automatic rejection of application. 2.5 Minimum points to score required for qualification in the short-listing process is seventy (70) out of total marks of hundred (100) with minimum 50% score in each major qualification category, below which all proposals would be considered disqualified / non-responsive. 2.6 In Case of Joint Venture one of the members who is responsible for performing a key function in executing a major component of the proposed contract shall be nominated as being Lead Partner during the Prequalification and bidding period and in the event of a successful bid, during contract execution. The member in charge shall be authorized to

incur liabilities and receive instructions for and on behalf of any and all members of the Firms/ Joint venture/ Association/Consortium; this authorization shall be evidenced by submitting a power of attorney signed by legally authorized signatories of all the members. 2.7 All members of the Joint venture / Association shall be legally liable, jointly and severally, during the prequalification process & execution of contract. 2.8 The Pre-qualification of a joint venture/ Association do not necessarily prequalify any of its members to bid individually or as a member in any other joint venture or association. 2.9 Consultants or any of their affiliates shall not be hired for any assignment, which, by its nature, may be in conflict with another assignment of the Consultants. 2.10 The Consultants shall observe the highest standards of ethics during the selection and execution of such contractors in pursuance of the Punjab Procurement Rules 2014 i.e. a) Corrupt and fraudulent practice means the offering, giving, receiving, or soliciting of anything of value to influence the action of a public official in the procurement process or in contract execution to the detriment of the procuring agency; or misrepresentation of facts in order to influence a procurement process or the execution of a contract, collusive practices among bidders (prior to or after bid submission) designed to establish bid prices at artificial, noncompetitive levels and to deprive the procuring agency of the benefits of free and open competition and any request for, or solicitation of anything of value by any public official in the course of the exercise of his duty. b) IDAP will reject an EOI for award if it is determined that the firm recommended for short listing has engaged in corrupt or fraudulent practices in competing for the contract in question; c) IDAP will declare a firm ineligible, either indefinitely or for a stated period of time, to be awarded a contract if it at any time determines that the said firm has engaged in corrupt or fraudulent practices in competing for, or in executing the contract. 2.11 The competent authority in IDAP may at any time cancel this solicitation without assigning a reason. 2.12 The prospective Consultant may request a clarification in respect of any of the documents at least 5 working days before the EOI submission date. Any request for clarification must be sent in writing by paper mail, or electronic mail to the IDAP`s address as indicated below. The IDAP will respond by

paper email or electric mail to all applicant consultants and will send copies of the response to all invites consultants who intend to submit EOI. In case the information is found to be wrong or incorrect in any material way or firm / consultant is found to lack in the capability of resources to successfully perform the contract, then the consultant shall not be pre-qualified.

SECTION-III OBJECTIVE OF THE ASSIGNMENT AND INDICATIVE SCOPE OF SERVICES 3.1 Objective of the Consultancy Assignment The IDAP is interested in contracting services of a Consultant with experience in survey, investigations, planning, designing, design review and resident construction supervision of Punjab Police Integrated Command, Control & Communication (PPIC3) centers in Rawalpindi, Faisalabad, Gujranwala & Multan. Interested Consultancy firms with vast experience in similar assignments, experience, relevant staff and financially sound and deemed fit to effectively control and supervise every aspect of the required services are desired. IDAP seeks the following goals through procuring the subject consulting services: To ensure that high quality plan, design and resident construction supervision is achieved and to ensure that all services are carried out in full compliance with the high quality engineering standards and completed within the stipulated time period. To obtain high efficiency of consulting services by prospective consultants who are experienced in this field of work. Gain an experienced team of experts to implement and execute the project effectively and in-line with the guidelines of the IDAP. Keep the project on schedule, reduce technical and financial risks and prevent construction errors through continuous supervision. Comply with the relevant regulations, quality standards and guidelines. 3.2 Scope of Assignment The firm will provide extensive services spanning all aspects of Consultancy Services for Survey, investigation, plan, design, design review, modification and resident construction supervision for PPIC3 Buildings. The brief scope of the consultancy assignment includes the following: Survey & Investigation Review & modify (if required) of Architectural Design of already designed integrated Command Control & Communication Centre (IC3) in Lahore for Rawalpindi, Faisalabad, Gujranwala & Multan having covered area 89,000 sft each approximately. Architectural design of Disaster Recovery center having covered area 20,000 sft each approximately in four districts. Architectural Design of CPO Building in Rawalpindi only having covered area 20,000 sft approximately. Detailed Planning Detailed designing and drawings Detailed Structural and Working drawings Preparation of BOQ`s and specifications Contract and Bidding Documents

SECTION-IV Mandatory Provisions / Eligibility Firms / Consultants must possess: EVALUATION CRITERIA i. Valid registration of Pakistan Engineering Council (PEC) in the relevant disciplines of services as consultants. (Attach copy of valid PEC certificate, in case of Joint Venture, each member of the JV has to submit valid PEC License); ii. Registration certificate from income tax authority (NTN) (Attach copy of NTN Certificate); iii. Is not or has not been black listed by any Government Department, Authority or Agency (Attach affidavit of not black listing) iv. Affidavit on non-judicial stamp paper that non-performance of a contract did not occur within the last five years based on information on all settled disputes or litigation. v. Audited Financial Statements for last 03 years Minimum points to score for qualifying the short-listing process is seventy (70) out of total marks of hundred (100) with minimum 50% score in each major qualification category.
