ARRA Efficiency & Conservation Block Grant Program (EECBG) Awards Last updated: June 2012 Contact: Patti Miller-Crowley (360) 725-3122 or patti.miller-crowley@commerce.wa.gov The purpose of EECBG is to assist municipal entities in creating and implementing strategies to: Reduce fossil fuel emissions in a manner that is environmentally sustainable and, to the maximum extent practicable, maximizes benefits for local and regional communities Reduce the total energy use of the eligible entities Improve energy efficiency in the building and transportation sectors, and others as appropriate. EECBG Grants for Small Cities & Counties $6.7M Commerce received 83 requests for a total of $11.5 million in energy efficiency and conservation block grant requests. In November 2009, Commerce awarded grant funds to 43 applicants. Projects include energy audits, building retrofits, energy efficient traffic signals and street lighting. One project withdrew in January 2011 and another in May 2011. Some awardees have returned unspent grant funds. A portion of those funds were awarded to three new grantees next in line based on original scoring. Any remaining funds will be reallocated to existing projects. City of Wilkeson Contract Closed Award: $173,654 Energy Efficiency through Transportation Planning Grants (EETP) In November 2009, Commerce awarded $770,000 to eight projects. The purpose of the grant program is to assist cities and counties in creating and implementing long-term energy efficiency strategies in the transportation sector. The projects include planning for transit-oriented development, multimodal transportation concurrency, comprehensive plan updates, bicycle facility evaluation, and encouraging alternatives to driving alone. All contracts are underway. Successfully negotiated agreements include: City of Bellevue Project: Transit-oriented development plan for the 130th Avenue East Link light rail station. Cities of Everett & Mukilteo, Snohomish Co, Community Transit, Everett Transit Contract Closed Project: Expand the SR99/Evergreen Way corridor planning project in support of the Swift bus rapid transit service. Award: $120,835 City of Mountlake Terrace Project: Plan for a light rail station area, transit-oriented development around the station, and bicycle and pedestrian access to the station area. City of Redmond Project: Update the Redmond comprehensive plan to address energy, climate change, and sustainability. Award: $66,900 City of Seattle Contract Closed Project: Assess bicycle commuter facilities such as bicycle parking and showers in downtown area and identify needed infrastructure improvements to support bicycle commuting. 7 of 9

City of Spokane Contract Closed Spokane County Project: Create a transit-oriented land use and transportation plan for the Sprague Corridor and conduct transportation demand management activities in support of the growth and transportation efficiency center (GTEC). Award: $150,000 City of Tukwila Project: Develop bicycle and pedestrian level of service standards and incorporate them into development review standards and public improvement plans. Award: $69,500 City of Vancouver and Clark County Contract Closed Clark County Project: Revise transportation regulations to allow growth and realization of the Vancouver City Center Vision Plan, and support ongoing transportation demand management to get the most out of investments in multi-modal transportation. Award: $137,765 Resource Conservation Manager Program (RCM) The WSU Extension Energy Program, in cooperation with Commerce, is supporting the creation of eight new shared RCM programs and enhancing one existing program. These nine programs represent 39 agencies including cities, counties, school district, medical facilities, transit agencies and ports. RCMs are designated individuals acquired by an agency to manage and support its energy and resource efficiency program. The RCM s sole focus is to bring about reductions in the expenses for energy, water, natural gas, fuel oil, solid waste, recycling, and any other utilities. This is done through improved use practices, greater attention to utility billings and rate structures and the installation and use of resource management equipment. Successfully negotiated agreements include: City of Bonney Lake Project: New RCM program with the cities of Buckley and Sumner and Sumner School District. City of Bremerton Kitsap County Project: Create a new RCM program. 8 of 9

Clallam County Project: Create a new RCM program in partnership with the cities of Port Angeles and Sequim, Olympic Medical Center and Clallam Transit. City of Federal Way Contract Closed Project: In partnership with the city of Auburn, develop an RCM program to bring about reductions in energy use and related expenditures for energy, water, natural gas, fuel oil and solid waste disposal. Program will focus on changing operations and maintenance practices and individual behavior to achieve reduction in energy use. Jefferson County Project: In partnership with the city of Port Townsend, Port Townsend School District, Chimacum School District and Fort Worden Area Parks, create an RCM program to reduce energy use in buildings and improve energy and resource expense management. Skagit County Project: Add technical support for existing RCM at Skagit Council of Governments (SCOG). Award: $56,000 Spokane County Project: Create an RCM program in partnership with Central Valley School District and the city of Ritzville. City of Vancouver Clark County Project: Create an RCM program in partnership with the cities of Camas and Washougal to reduce energy use in buildings and improve energy and resource expense management. Puget Sound Regional Council / Electric Vehicle Infrastructure Contract Closed Commerce worked closely with PSRC to implement requirements of Sections 18 and 2 of Electric Vehicles legislation in Second Substitute House Bill 1481. Commerce and PSRC, with the assistance of a consulting team and a technical advisory committee, developed a model ordinance and guidance for local governments to site and install electric vehicle infrastructure. The project was completed in August 2010. PSRC was awarded $100,000 for this effort. Commerce will distribute the resulting documents to local governments.
