BACKGROUND & NEEDS Impact Statement The income provided by the Saramana SAR Operating Budget Trust Fund enables the Chapter to increase the amounts provided to our individual contest winners. Contest entrants are required to submit to challenging competition. The details are published on our web page or the web pages of the National Society Sons of the American Revolution. Examples: High School Students Enhanced JROTC Essay Contest submit an essay on "How JROTC has prepared me to be a better citizen of the United States of America". Eagle Scout Contest submit a 500 word Patriotic Theme and complete a Four Generation ancestor chart. Oration Contest - The subject shall deal with an event, personality, or document pertaining to the Revolutionary War and show a relationship to America today. Knight Essay Contest The topic of the essay shall deal with an event, person, philosophy, or ideal associated with the American Revolution, the Declaration of Independence, or the framing of the United States Constitution. Middle School Students Brochure Contest the theme will be The Foundational Documents of the United States. Elementary School Students Poster Contest For academic years ending in even numbers, the theme shall be "Revolutionary War Events." For academic years ending in odd numbers, the theme shall be "Revolutionary War People." Educating our students about our nation s history should be important to all of us. Needs Statement 1. Increased funding for the Saramana Operating Trust Fund in order to award greater Contest Winner Amounts. For each additional $50,000 we receive, the Contest Amounts of our four main Contests increases by approximately $500 per Contest (based on investment returns). Our short-term goal is to increase each Contest Payout to $2,000. Our long-term goal is to increase each Contest Payout to $5,000 or more. Currently, our primary source of contest money is chapter members dues. 2. Increased contest amounts will entice more of our area s students to enter our contests and learn more about the founding of our country. Our Trust Documents state: Under no circumstances shall the Trustees invade the principal of the Trust Fund. This means that donations made today will continue to provide Contest Funds to the area s students for years to come. 3. Increase funding for community outreach by the Saramana Color Guard / Speaker's Bureau. By raising $2500 the organization will be able to purchase supplies and equipment to enhance and expand community outreach projects that promote education in American history. Of particular need are historic flags from the Revolution, uniforms for staff, and replicas of historic items for the period to be used in educational presentations. Background Statement The founders of our chapter began a noble endeavor in 1953 when ten men gathered to pledge their energies to carry on the principles of our nation s founders. They created the Saramana chapter of the Sons of the American Revolution on the west coast of Florida. The new chapter attracted 32 members and was chartered on April 15, 1953. With seven officers, three board members and just five active committees, they sent two of their number to state as officers and one to a national position in the first three years as a chapter. Our members were and are totally committed to our mission. This level of commitment continues today with several members currently holding state offices as well as Chairing or serving on numerous important Committee s at both the State and National 3

level. In past years, we have had members holding National Office, including two serving as President General. Our chapter has hosted state meetings and Annual meetings. We have received many awards and several of our educational programs have become state and national programs. Eight of our members were awarded the coveted SAR Patriot Medal. Saramana is one of the largest and most active Chapters in Florida. This year and in past years, many of our members and officers were named Congress Delegates and have attended the National SAR Congress. Statement from the Board Chair Our Chapter Membership has grown to where we are one of the largest chapters in Florida. We have more of our members volunteering to serve as Officers and help serve on our many committees and serve our community. Our Trust Fund has grown to where it is augmenting the amount we can offer for our Contest Winners, instead of the entire amount coming from our member s dues. We have increased communications between our Chapter and the School Boards of Sarasota and Manatee Counties by alerting them to the Scholarship opportunities for their students. We have increased our communications with the Girl Scouts of Gulf Coast Florida and the Southwest Florida Council, Boy Scouts of America. Specifically as it relates to the Manatee District and the Two Rivers District that serves Sarasota County. These local scouting organizations can use our contests as teaching tools. We continue to have our March luncheon set aside as our Fire Safety and Emergency Medical Services awards ceremony. We invite every Fire Chief in Sarasota and Manatee counties to nominate one candidate to receive either the Fire Safety Commendation Medal, the Emergency Medical Services Commendation Medal, or the Medal for Heroism. The Sons of the American Revolution presents these medals to deserving Fire Safety and Emergency Medical Services Officers annually. The officer s commendation is published in a book and presented to the National Congress every July. This book and each officer s commendation become a permanent part of the Society s library and museum. Our Chapter will sponsor the lunch of each officer nominated and one presenter. We also continue to have our April luncheon set aside as our Police and Law Enforcement awards ceremony. We invite every Sheriff and Police Chief in Sarasota and Manatee counties to nominate one candidate to receive either the Law Enforcement Commendation Medal or the Medal for Heroism. The Sons of the American Revolution presents these medals to deserving Law Enforcement Officers annually. The officer s commendation is published in a book and presented to the National Congress every July. This book and each officer s commendation become a permanent part of the Society s library and museum. Our Chapter will sponsor the lunch of each officer nominated and one presenter. The Enhanced JROTC program objectives: To recognize Outstanding JROTC Cadets at the Chapter level. To work with JROTC units to determine how best to encourage and recognize these outstanding student citizens and support this exceptional national youth program. The selection of the JROTC Outstanding Cadet is based upon: nominee s scholastic standing, grade point average, levels of participation and leadership in the JROTC and extra curricula activities, and quality of the essay. Particular attention is given to spelling, grammar and punctuation as well as quality and applicability of the essay content. Few students are ever asked to put this type of thought process on paper. Each JROTC Cadet must plan, organize, and direct their thoughts in a mature and introspective manner. Students will learn more about themselves; working as part of a team; focusing on goals; and personal discipline. The winners can claim this success on their college applications and the Chapter will document their accomplishment in the monthly newsletter, which will be emailed to each student as evidence of their accomplishment. This will make them better citizens and more knowledgeable leaders in years to come. In 2017, at our George Washington Birthday Celebration we had seven JROTC Cadets enter our Enhanced JROTC Essay Contest. We awarded the winning Cadet a check for $1,500 and a Bronze Medallion on a Neck Ribbon, framed bar with a bronze star and a certificate. The Cadets that did not win were awarded the Bronze Good Citizenship Medal, with Bar and Certificate. Like the winner, they also wrote an essay and had letters of recommendation from their School Principal and their Senior Military Instructor. Students express a satisfaction at every level of this scholarship contest, as seen in local, state and national judging, All successes are accompanied by certain tangible awards, which are useful in developing a curriculum vitae for further education use. 7

The Joseph S. Rumbaugh Historical Oration Contest Description The Rumbaugh Oration Contest is open to all students attending home schools, public, parochial, or private high schools who are in their freshman, sophomore, junior or senior (grades 9 through 12) year of study. The National Association of Secondary School Principals has placed this program on the NASSP National Advisory List of Contests and Activities for 2016-2017. Purpose of the Contest To support historical research in our high schools by promoting oratorical presentations related to our Revolutionary War period 1750-1800. To emphasize American History to the high school student and focus on an intelligent relationship between the past and the present. To place a positive emphasis on the plans of our founding fathers. Budget $2,300.00 Thanks to the Giving Challenge, for academic year 2016 / 2017, the Saramana Chapter was able to increase its Cash Scholarship awards. First Place Winner receives $1,500.00, 2nd Place Runner-up receives $350.00, and 3rd Place Runner-up receives $150.00 The oration must be original and must deal with an event, personality, or document pertaining to the Revolutionary War and show a relationship to America today. The winners can claim this success on their college applications and the Chapter documents their accomplishment in the monthly newsletter, which will be emailed to each student as evidence of their accomplishment. This will make them better citizens and more knowledgeable leaders in years to come. In 2017 we had three Contestants present at our December luncheon with their teachers and family members. Our Chapter first place winner receive a check for $1,500. Our Chapter winner also won the Florida Society Contest and will now have a chance to compete at National in July. When students enter this contest it helps them in future high school or college courses (ie, what they learn by entering this contest helps them make informed decisions when they start voting). This contest, under a new Committee Chairman is growing. 9

Arthur M. & Berdena King Eagle Scout Scholarship Description This Contest is open to all Eagle Scouts who are currently registered in an active unit, and have not reached their 19th birthday during the year of application. Budget $2,218.00 Thanks to the Giving Challenge, for academic year 2016 / 2017, the Saramana Chapter was able to increase its Cash Scholarship awards. First Place Winner receives $1,500.00, 2nd Place Runner-up receives $350.00, and 3rd Place Runner-up receives $150.00. The State Society winner receives an amount of $1,000 and moves on to the National Contest where the winner receives $8,000. The Scholarship Application consists of: 1. A two page application form. 2. A four generation ancestor chart. 3. A 500 word patriotic theme essay. The Saramana Chapter honors any person that achieves the rank of Eagle Scout in Sarasota, Bradenton, and Venice. The Saramana Chapter prefers to present The Eagle Scout Certificate at the Court of Honor. Long Term Success The Chapter is looking for Eagle Scouts in Sarasota, Manatee, and Hardee Counties to congratulate them on their achievement in reaching this high level of Scouting. Each Eagle Scout is encouraged to enter the scholarship contest. Contestants are required to complete a four generation ancestor chart, thus helping each Eagle Scout learn about his own family. Each Eagle Scout is also required write a Patriotic Themed essay, thus learning more about the American Revolution, the Declaration of Independence, or the United States Constitution. Students will learn more than what is required in high school and that will make them better citizens. The Eagle Scout Contest promotes individual thought and organization. Written essays develop writing skills and build confidence in communicating one's thoughts. The winners can claim this success on their college applications and the Chapter documents their accomplishment in the monthly newsletter, which will be emailed to each student as evidence of their accomplishment. Our Committee Co-Chairman (one from Manatee and one from Sarasota County) are both greatly involved in scouting. We hope our future looks brighter. In 2017 we did have five scholarship contestants, which is much better than none in 2016. 11

George S. & Stella M. Knight Essay Contest Description This contest is open to all students who are United States citizens or legal aliens. Contestants shall be attending public, parochial, or private high schools (including accredited home schools). Contestants shall be in the freshman, sophomore, junior, or senior grade of study during the contest year. The National Association of Secondary School Principals has placed this program on the NASSP National Advisory List of Contests and Activities for 2016-2017. Budget $1,725.00 Thanks to the Giving Challenge, for academic year 2016 / 2017, the Saramana Chapter was able to increase its Cash Scholarship awards. First Place Winner receives $1,000.00, 2nd Place Runner-up receives $350.00, and 3rd Place Runner-up receives $150.00 The contest is for an original researched and proven topic. The topic of the essay shall deal with an event, person, philosophy, or ideal associated with the American Revolution, the Declaration of Independence, or the framing of the United States Constitution. Students must source at least five (5) references with the minimum of three being published book sources. Essays will be judged on the following criteria: historical accuracy, clarity of thought, organization and proven topic, grammar, spelling and documentation. Public Service Description Includes Fire Safety, EMS awards, and Law Enforcement and Heroism awards. Budget $2,326.00 Fire Safety and EMS awards The Saramana Chapter invites the 10 fire chiefs from Manatee County including the Manatee County Emergency Medical Services, and 5 fire chiefs from Sarasota County to nominate a recipient of either the Fire Safety Commendation Medal, the Emergency Medical Services Commendation Medal, or the Medal for Heroism. The awards are presented in March. Law Enforcement and Heroism awards The Saramana Chapter invites the 4 police chiefs plus the Sheriff from Manatee County, and 4 police chiefs plus the Sheriff from Sarasota County to nominate a recipient of either the Law Enforcement Commendation Medal or the Medal for Heroism. The awards are presented in April. Each department is afforded one nominee. Each officer nominated receives a medal and a certificate. There is no competition among nominees. The Chapter strives to instill in the residents of our two counties to be ever thankful for those that serve. Especially the public servants in the Fire, Emergency Medical Services, and Law Enforcement areas. We are honored to have the opportunity to invite the 15 firemen / emergency medical services organizations and the 10 law enforcement agencies in our two counties to present a candidate of their choosing for our Chapter to honor with awards each year. We recognize these Public Service employees on behalf of our Communities. Program Success Monitoring The program works, its success is measured by the professional public servants in law enforcement, fire safety, and emergency medical technicians we recognize and thank each year. 14

Program Success Examples In 2016, the Saramana Chapter was able to award five Law Enforcement Commendation Medals with an enamel bar and a certificate. We also awarded five Medals for Heroism with an enamel bar and a certificate. In addition the Saramana Chapter was able to award five Fire Safety Commendation Medals with an enamel bar and a certificate. We also awarded two Emergency Medical Services Commendation Medals with an enamel bar and a certificate. Each award recipient along with their superior was provided lunch and each recipient had their nomination letter read. Comments Program Comments by Organization Thanks to the Giving Challenge, the Saramana SAR Chapter has been able to significantly increase our Cash Scholarships we provide to the areas youth. For the 2012 / 2013 academic year, our largest 1st place award was $600.00 and in only one contest did we pay for 2nd place. For the 2016 / 2017 academic year we have more than one contest where we pay out in Cash Scholarships 1st place $1,500.00, 2nd place $350.00 and 3rd place $150.00. Our Saramana SAR Chapter is faced with a couple of challenges. Our fiscal year is the calendar year. Our members pay dues for a calendar year. Our goal is to meet in May of each year and create a budget for the coming calendar year. One reason we budget in May is because we need to be able to advertise our Youth Cash Scholarship awards to the areas schools (public, private, and homeschoolers) as well as scouting groups and other youth organizations before the school year starts. With the Giving Challenge taking place in the last part of September, and the fact that we do not want to spend more than we can afford, we are guessing on the amounts we can give for Cash Scholarships and relying more on what we have on hand vs what we MAY receive during the Giving Challenge. 15

Comments Financial Comments by Organization Most of Saramana's current charitable work is funded through the dues paid by our membership. Participation in the Giving Challenge has allowed our organization to increase scholarships to high school students displaying a passion for and excellence in the study of early American history.
