Welcome Today marks the official Change of Command of the Kosovo Force (KFOR) from Major General Giovanni FUNGO, Commander KFOR XXI, to Major General Salvatore CUOCI, Incoming Commander of KFOR XXII. In the eighteen years KFOR has been in existence, each Commander has created a motto to describe their leadership approach. The cover page of the magazine shows the mottos and crests of both KFOR XXI and the incoming KFOR XXII. General FUNGO s TRUST AND COMMITMENT represents KFOR s robust and long-term commitment toward peace and stability. KFOR XXI through its support of the local and international community, created mutual trust at all levels of Kosovar society endeavouring constantly to strengthen security and promote dialogue, both politically and among all the people. COM KFOR Biography Major General Giovanni FUNGO was born in 1960 in Turin. In October 1979 he joined the Military Academy and was commissioned in the Italian Army in 1981. At the end of the Junior Army Officers School, in 1983, with the rank of Lieutenant, he was assigned to the 15 th Cavalry Squadrons Group Cavalleggeri di Lodi, serving as Recce Squadron Leader. In 1987 he was promoted Captain and moved to the 8 th Cavalry Squadrons Group Lancieri di Montebello, in Rome, where he was appointed as Squadron Commander. Subsequently, in 1989, he spent two years at the Junior Officers School serving as Section Commander. Before attending the Italian Army Junior Staff Course, in 1992, he served in Sicily in the 6 th Tank Cavalry Squadrons Group, as Tank Squadron Commander and Chief S2/S3. In 1994, he attended the Army Command and Staff Course 24 in Camberley UK. Then he was assigned to 3 rd UK Division and served as Staff Officer Plans and Training. Back in Italy in 1996, he was assigned to the Italian Army General Staff, doctrine and military policy branch, where he contributed to studies and concepts aimed to support the development of the doctrine of the Italian Army. In 1998, he attended the Joint Staff Officer Course. Then he was appointed Commander of the 19 th Cavalry Squadrons Group Cavalleggeri Guide and took part to NATO operations in former Yugoslav Republic of Macedonia* and Kosovo. In late 1999, he took over command of the Reconnaissance Surveillance and Target Acquisition (RSTA) Training Center and in 2002/2003 he spent another tour of duty in Kosovo, as Military Assistant to COM KFOR. Back in Italy, he was promoted Colonel and he was appointed Commander of the RSTA Group. In 2004, he was assigned again to the Italian Army General Staff as Chief of the Organizational Resources and Communication Office, where he was in charge of research, analysis and development of organizational and communication policies oriented to recruitment, marketing and welfare. During the second half of 2007 he spent a tour of duty in International Security Assistance Force (ISAF) HQ, as Deputy DCOS Support. From 2007 to 2009 he was again serving in the Italian Army General Staff as Chief of Public Information. Promoted Brigadier General, in March 2009, he was appointed as Commander of the Pozzuolo del Friuli Cavalry Brigade. From 2010 to 2013 he was appointed as Assistant Chief of Staff Capability Engineering and ITA Senior National Officer at Supreme Allied Command Transformation, in Norfolk (USA). Promoted Major General in July 2013 and back to Italy, Major General Fungo was appointed as Deputy Commander of the Army Education HQ, in Turin, and subsequently COS NATO Rapid Deployable Corps (NRDC) - ITA. His last appointment was as Chief of the Information and Security Department to the Defence Staff. He has a university degree, a master degree in Strategic Sciences and a 2 nd level Master degree in Institutional Communication. Major General Giovanni Fungo has been COM KFOR since the 1 st of September 2016. *Turkey recognizes the Republic of Macedonia with its constitutional name. 6 SPECIAL EDITION KFOR XXI

KFOR Units Ever since 1999 KFOR has had a high operational tempo. KFOR while reducing in size over the years and having gone through a number of reorganisations and redeployments, still maintains a significant footprint in the region with the ability to respond rapidly when and if required. The mission is predominantly carried out by the two Battle Groups to ensure that the Safe and Secure Environment is maintained and that any tensions, arising in an area of responsibility, are quickly monitored and assessed with the aim of returning all involved parties to the negotiating table, preventing an outbreak of violence. This comprehensive approach, using the more conventional muscle of the military, is combined with the softer non-kinetic aspects of three Joint Regional Detachments, each with a number of embedded Monitoring and Liaison Teams, acting as the eyes and ears of KFOR, to preemptively identify problems before they manifest themselves as security threats, to ensure that KFORs mission of maintaining a Safe and Secure Environment is achieved. A number of other key units also play a pivotal role in logistic and administrative functions and also act as a Force Reserve. KFOR XXII COMMANDER Major General Salvatore CUOCI Major General Salvatore Cuoci was born in Aversa on the 26 th of January 1965. He joined the Military Academy in 1983 and was named Lieutenant of Armoured troops in September 1987 after attending the Junior Army Officers School in Turin. He served as Platoon Commander in the 9 th Armoured Battalion M.O. Butera in L Aquila, in the 6 th Tank Battalion M.O. Scapuzzi in Civitavecchia he served as Company Commander, S2 and S3 Chief. From 1993 to 1996 he was appointed as Staff Officer and Head of Operation and Training Section to the Mechanized Brigade Granatieri di Sardegna. After attending the 122 nd Italian Army Junior Staff Course and the 2 nd Joint Staff Officer s Course, he was assigned to the Italian Army General Staff where he served as Section Chief in the Recruitment, Status and Promotion Office. During this period he also managed the process of transition from conscript to professional Armed Forces including the recruitment process of female candidates in the Italian Army. In 2002 he served with NATO Operation SFOR in Bosnia-Herzegovina as a Staff Officer. The following year, he was appointed Commander of 1stCavalry Squadron Group Savoia Cavalleria. In 2007 he attended the US Army War College in Carlisle, PA (USA) and, back in Italy, he became the 97 th Commander of Savoia Cavalleria regiment. In 2009 he was appointed as Military Assistant and Aide de Camp for the Army to the President of the Italian Republic. In 2012 he attended the USAREUR Combined Forces Land Component Commanders Seminar in Germany. As Brigadier General, he was appointed as the 8 th Commander of the Airmobile Infantry Brigade Friuli in Bologna. In 2015 he deployed to Lebanon for the UNIFIL Operation as Commanding General of Sector West. His last appointment was as Head of the Office and Executive Assistant to the Chief of Italian Army General Staff. Major General Cuoci s education includes bachelor s degrees in Strategic Studies from the University of Turin, Political Science from the University of Salerno and International and Diplomatic Sciences from the University of Trieste. His post graduate education includes International Strategic Military Studies from the Italian Centre for Defense Higher Studies, Strategic Studies from the US Army War College and Strategic Studies from the University of Turin. He has been awarded: - High Officer of the Order of Merit of the Italian Republic; - 2 Army Merit Silver Crosses; - Army Bronze Medal for Long Period of Command; - Cross for Military Support to Civilian Authorities; - NATO Medal for Operation in former Yugoslavia; - UN Medal for UNIFIL Peacekeeping operation; - French Commemorative Medal; - Spanish decoration for Peacekeeping operations; - Slovenian medal for International Cooperation. Major General Cuoci is married to Mrs Patrizia and they have a son, Marco. From 15 th of November 2017, Major General Cuoci is the 22 nd KFOR Commander. SPECIAL EDITION KFOR XXI 15
