Local Authority Evirometal Health Officers are specifically charged with eforcig health ad safety legislatio i churches. The Health ad Safety Executive have advised that it is good practice for voluteers to be provided with the same level of health ad safety traiig ad protectio as if they were employees. This meas that churches should follow exactly the same regulatios to esure the health ad safety of voluteers ad other persos usig the church as if they were employees. Followig the eclosed guidace will help to esure that you will have doe all you eed i order to satisfy the Evirometal Health Officer should oe call. We would suggest that you appoit someoe with resposibility for health ad safety, ad possibly set up a sub-committee uder the guidace of the Diacoate. The law oly requires those who employ five or more people to have a writte health ad safety policy. This will ot apply to the majority of churches. However, you are required to make adequate arragemets for health ad safety, ad the easiest way to do this is to set these out i writig. For every hazardous activity you udertake, you should have a writte procedure. Remember the Health ad Safety Executive says that measures eed oly be matched to the levels of risk. It may oly be possible to decide o your procedures oce you have carried out a risk assessmet. The law oly requires writte risk assessmets where five or more people are employed, ad the oly the sigificat fidigs have to be recorded. However, you eed to esure that your church is safe, ad the easiest way to do this is to carry out systematic risk assessmets of each part of the church ad each activity. CHURCH HEALTH AND SAFETY POLICY & GUIDANCE NOTES 5 A Geeral statemet of policy Our policy, so far as is reasoably practicable, is to provide ad maitai safe ad healthy workig coditios, equipmet ad systems of work for all our employees, casual labour ad volutary helpers, ad to provide such iformatio, traiig ad supervisio as they eed for this purpose. We will also edeavour to esure, so far as is reasoably practicable, the health, safety ad welfare of all members of the cogregatio, cotractors, visitors ad others who may visit the church, churchyard ad ay associated buildigs. The allocatio of duties for safety matters ad the particular arragemets that we will make to implemet the policy are set out below. The policy will be kept up to date, particularly i the light of ay chages to our buildigs or activities. To esure this, the policy ad the way i which it has operated will be reviewed regularly ad the appropriate chages made. 6 POLICY & GUIDANCE NOTES CHURCH HEALTH AND SAFETY B Orgaisatio ad resposibilities 1 Resposibility of the Secretary/Admiistrator/Trustee Overall resposibility for health ad safety is that of the Secretary/Admiistrator/Trustee (delete as appropriate) who will esure that arragemets are i place to satisfy health ad safety regulatios ad appropriate Codes of Practice. Specific resposibilities may be delegated to church persoel. As ew projects emerge, the ames of resposible persos will be otified ad the list ameded accordigly. 2 Resposibility of the Diacoate The Diacoate has the geeral resposibility to esure that the health ad safety policy is implemeted ad that the arragemets outlied i this policy are updated as ecessary. 3 Resposibility of the Health ad Safety Officer 2 be familiar with the health ad safety policy ad arragemets ad esure they are observed 3 esure so far as is reasoably practicable, that safe systems of work are i place 4 esure the church ad hall, if applicable, are clea ad tidy 5 esure the churchyard is properly maitaied icludig the safety of moumets, tombstoes ad trees, ad that grass is kept cut 6 esure that safety equipmet ad clothig is provided ad used by all persoel where this is required 7 esure that all plat, equipmet ad tools are properly maitaied ad i good coditio ad that all operators have received the appropriate traiig 8 esure that adequate access ad egress is maitaied 9 esure adequate firefightig equipmet is available ad maitaied 10 esure that food hygiee regulatios ad procedures are observed. The followig perso carries the resposibility for the day-to-day implemetatio of the arragemets outlied i this policy: The resposibility of the Health ad Safety Officer shall be to: 1 be familiar with health ad safety regulatios as far as they cocer church premises

CHURCH HEALTH AND SAFETY POLICY & GUIDANCE NOTES 7 4 Resposibility of employees ad volutary workers All employees ad volutary workers have a resposibility to co-operate i the implemetatio of this health ad safety policy ad to take reasoable care of themselves ad others whilst o church busiess or premises. Employees ad volutary workers must therefore: 1 comply with safety rules, operatig istructios ad workig procedures 2 use protective clothig ad equipmet whe it is required 3 report ay fault or defect i equipmet immediately to the appropriate perso 4 report all accidets (however mior), ijuries, ear misses or other potetial; safety hazards as soo as possible 5 ot misuse aythig provided i the iterests of health ad safety. 5 Resposible persos The followig are resposible for safety i particular areas: Allocate resposibilities either by the area of the church or by activity or a combiatio of both. 10 POLICY & GUIDANCE NOTES CHURCH HEALTH AND SAFETY C Arragemets (implemetatio of the policy) This sectio sets out our arragemets to miimise as far as is reasoably practicable risks to the health ad safety of employees, volutary workers, members of the cogregatio, visitors ad cotractors. Note: geeral guidace is give but you will eed to detail your ow arragemets where appropriate. You should refer to the various guidace otes produced by Baptist Isurace ad other guidace produced by the Health ad Safety Executive. There are a umber of places where you eed to isert the iterval for ispectios. This could be weekly, mothly, quarterly or aually. The period you choose will deped o your ow situatio ad experiece. 1 Accidets ad first aid First aid boxes are located i: Traied/qualified first aiders are: If the church or church hall is let to outside orgaisatios, they are told i writig that i the evet of a accidet, details must be etered i the accidet book. A separate book is kept for this purpose. Accidet books ad accidet records are regularly reviewed. RIDDOR Reportig of Ijuries, Diseases ad Dagerous Occurreces Regulatios 2013 These accidets will be reported by the resposible perso. Uder the Reportig of Ijuries, Diseases ad Dagerous Occurreces Regulatios 2013 (RIDDOR) there is a statutory requiremet to report certai types of accidet, dagerous occurreces ad disease to the eforcig authorities. Fatal accidets, major ijuries ad ijuries which ivolve the ijured perso beig abset from work for more tha seve days must be reported to the eforcig authorities. So must diseases ad certai dagerous occurreces, as defied by the regulatios. There are three requiremets for reportig, as follows: The accidet book(s) is/are located i: All accidets ad icidets are etered i the accidet book or o a Accidet report form ad our isurers advised. (A specime Accidet report form is available upo request.) serious ijuries or dagerous occurreces (as defied by the regulatios) must be reported immediately. This must be followed by a report i writig withi te days o official form F2508; accidets ivolvig the ijured perso losig more tha seve cosecutive days work (excludig the day of the accidet but icludig ay days which would ot have bee workig days) but which do ot fall ito the above category, must be reported i writig withi fiftee days o form F2508;

This will be required oly if the employer receives a writte diagosis of the disease made by a doctor ad the perso cocered is ivolved with a work activity as specified i the regulatios. Reportable diseases iclude certai poisoigs, ifectios such as legioellosis ad hepatitis, ad other coditios such as certai musculo-skeletal disorders. Accidet reportig to provide reasoable firefightig equipmet; a check that those i the buildig kow what to do if there is a fire; a regular check that our firefightig equipmet is i place ad is serviceable, ad that there is a aual maiteace cotract i place with a reputable compay. 2.1 Fire extiguishers Fire extiguishers are kept i the followig locatios: Go to www.hse.gov.uk/riddor ad complete the appropriate olie report form. The form will the be submitted directly to the RIDDOR database. You will receive a copy for your records. Locatio (e.g., orga loft) Type of extiguisher ad capacity (e.g., Carbo dioxide 2kg) Recordig Full details of all accidets, disease ad dagerous occurreces should be recorded usig the Data Protectio compliat HSE Accidet Book. This is ecessary for moitorig purposes ad is also a requiremet of RIDDOR, as well as the Social Security (Claims ad Paymets) Regulatios 1979 ad Social Security Admiistratio Act 1992. 2 Fire safety Our policy is to fulfil our obligatios uder the Regulatory Reform (Fire Safety) Order 2005. I order to achieve this, we udertake the followig: The extiguishers oted are checked every (e.g., week, moth etc.) by the resposible perso to esure that they are still i place ad have ot bee discharged. The extiguishers oted above are checked aually by a assessmet of the fire risks i the church ad associated buildigs ad the risks to our eighbours. This is carried out either as a specific exercise or as part of our geeral health ad safety risk assessmets; a check that a fire ca be detected i a reasoable time ad that people ca be wared; a check that people who may be i the buildig ca get out safely icludig, if ecessary, the provisio of emergecy lightig ad fire exit sigage; (isert ame of maiteace compay)

12 POLICY & GUIDANCE NOTES CHURCH HEALTH AND SAFETY 2.2 Fire alarm system Note: if you have a fire alarm system, ote below details of the procedures for checkig ad maitaiig the system ad who has resposibility to esure this is doe 1 All desigated fire doors must be ulocked before the service/evet commeces ad be clearly marked as fire exits usig the Ruig Ma symbol 2 A check must be made that all doors ca be opeed 3 A traied steward must be allotted to each door ad have resposibility for persos i a specific part of the church Area of church Exit door(s) 2.3 Other fire protectio equipmet Note: if you have other fire equipmet e.g., fire blakets, hose reels, dry risers etc., ote below the procedures for checkig ad maitaiig them ad who has resposibility to esure this is doe 4 Resposibility for usig each fire extiguisher will be allotted to amed ad traied stewards 5 If emergecy lightig is ot available, torches must be available for each steward 6 I the evet of a emergecy (fire/bomb threat, etc.), a aoucemet to leave the buildig will be made by the (Miister/Chief Steward/Church Secretary, etc. Isert as appropriate) 7 Persos will assemble i the 2.4 Evacuatio procedure For large services ad cocerts, where the cogregatio/audiece exceeds (isert umber as determied from fire risk assessmet) our procedures for stewardig/ evacuatio are as follows: Note: the followig is a suggested evacuatio pla. Ay usafe equipmet will be safely disposed of 4 Every (e.g., six moths, aually). All employees ad volutary workers should esure they are familiar with escape routes ad esure these are kept clear ad uobstructed. 2.6 If you discover a fire (o matter how small) 1 Immediately raise the alarm 2 Telephoe the emergecy services 3 Check the buildig for occupats 4 Attack the fire if possible ad withi your capability, usig the appliaces provided, but without takig persoal risk 5 If ot possible to attack the fire or if you are usure which fire extiguisher to use, assist i the evacuatio of the buildig, esurig that all doors are closed behid you. The geeral rule is people before property 6 Evacuate to the desigated assembly poit 7 Esure clear access for the emergecy vehicles 3 Electrical safety 1 A list of all our portable electrical appliaces is maitaied by the resposible perso 2 Every (e.g., week, moth, quarter) plugs, cables ad sockets will be ispected by the resposible perso to esure that there are o loose coectios, wor flexes or trailig leads. Ay repairs eeded will be reported to for actio 3 Every (e.g., year) all our portable electrical equipmet will be tested by a competet perso with a appropriate level of electrical kowledge ad experiece who (e.g., quarter) a visual ispectio will be carried out of the fixed electrical istallatio by the resposible perso. Ay defects will be reported to for actio 5 Every five years, our fixed electrical system will be ispected ad tested by a competet cotractor who is a Full Scope member of the NICEIC, ECA or NAPIT. Ay ecessary remedial work will be carried out 6 At itervals of ot more tha two ad a half years our lightig coductor system will be examied ad tested by a competet specialist firm of lightig egieers 7 It is our policy ot to sell ay secod-had electrical goods uless they have bee ispected ad tested by a suitably qualified perso ad a register of such equipmet is maitaied 8 Misuse ad abuse of electricity is a sigificat cause of fires ad ijury. Faulty electrical equipmet ca kill. All employees ad volutary workers must observe the followig: (i) visually check all electrical equipmet before use (ii) report all faults immediately to the resposible perso (iii) do ot attempt to use or repair faulty equipmet (iv) o electrical equipmet is to be brought oto the premises ad used util it has bee tested by the approved perso ad etered i the electrical equipmet record (v) electrical equipmet should be switched off ad discoected whe ot i use for log periods (vi) flexible cables should be positioed ad protected so that they do ot costitute a trippig hazard ad are ot subject to mechaical damage

It is sesible, therefore, to spread the load as far as is possible ad for people to carry out risk assessmets i their ow particular area, where they best kow about ay hazards. For example, the orgaist should look at the orga loft. The process should be oversee ad co-ordiated by the perso who has overall resposibility for health ad safety. Systematically look at each area of the church/hall or other buildig ad ote all of the hazards ad risks, ad ay existig safety measures. Note also ay perso who may be specifically at risk. You must the ote ay additioal safety measures or cotrols which will reduce those risks as far as possible. As well as the iterior of buildigs, you must also look at the churchyard ad other exteral areas. I order to help you, a checklist is give overleaf of commo hazards that you should look for i each area that is beig assessed. The checklist is i the same order as the sectios of the health ad safety policy. If ay of these hazards are preset the record them ad what you eed to do about them. Look for ay other hazards that may ot be icluded i the checklist, such as specific activities or pieces of equipmet that may cause harm. If you wish, you ca calculate a risk ratig to help you prioritise ay additioal safety measures that may be required. A example of a risk assessmet is show o page 25.
