Overview: SDCOC SDCOC Mission Statement: Assist San Diego county area small businesses with the information, resources, and technical assistance they need to effectively compete for and perform on federal, state, and local government contracts.
First Core Service Overview: SDCOC 1-on-1 Counseling 600 businesses/year
SDCOC s Rosetta Stone Register in SAM & DSBS. You will need DUNS number and CAGE Code. Register with Connectory, BuyNet & BidSync. Consider GSA schedule, but first cover all your SINs. Investigate SLBE, SBA HUBZone, SDB or 8(a) eligibility. DVBEs and SBs should certify with CA DGS. SDVOSBs use VA VIP. See Caltrans for CUCP WBE, MBE or DBE certifications. Review FedBizOps and SubNet to get RFPs, IFBs or RFQs. Investigate SBIR & STTR opportunities. Go to FPDS-NG & GovSpend for competitor awards. Interpret FAR, FASA, DFAR and DEAR regarding Reps & Certs, etc. Remember DoD buys COTS. Don t overlook FTR in your quote. Use IMPAC for CI using SAP. Never forget TINA during negotiations. Work closely with ACO, PCO or COTR and as necessary with DCMA, DFAS, DCAA, DTIC and DIS. Use FOIA for history and competitive information. Check eligibility for MP participation. Understand FFATA and FSRS reporting. Call SCORE or SBDC for general business assistance. Invoice on WAWF if possible, but some may still use a VAN for EDI. Always keep close to your PTAC.

A Few Gov-Con FAQs Q: Will I ever have to pay for anything I need in order to do business with the government for things like SAM or D&B registration, 8(a) or WOSB certification, GSA Schedule preparation or submission, etc.? A: NO Never Absolutely not! Q. Does the government have grant monies available to assist small businesses i.e. money that does not have to be paid back? A. NO. The government does not offer for-profit businesses with an opportunity to access capital without, in return, providing the government with a product or service. Q. What are the bare minimum tasks that I need to execute in order to do business with the government? A. Know your NAICS code(s), have a FEIN* (*register with the IRS), have a D&B number, & register in SAM/ get a CAGE code.
