Summary of Solicitation Procurement Method: Best Value Procurement with Trade-off The technical merit of the proposal is significantly more important than the price, and price must be fair, reasonable and affordable Performance Period: One (1) year from the contract effective date Option Years: Four (4) one-year options, at the discretion of the Airports Authority Anticipated Contract Award: January 2018 Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) fixed-hourly rate task contract Contract Ceiling Amount: $600,000 NTE. A minimum of one task project will be issue under this contract Term and Conditions are not negotiable in any material way. Scope of Services Consulting Services to Advise and Assist with Obtaining Designations or Certifications under the Support Anti-Terrorism by Fostering Effective Technologies Act of 2002 (SAFETY Act) Identification and evaluation of possible QATTs Identify Airports Authority potential QATTs at Reagan National or Dulles International Airport, including, but not limited to, policies, programs, plans, procedures, technologies, facilities, services, and methods in place at an Airport. Determination of applications to file and assistance in application process Assist Airports Authority staff in deciding the particular QATT or QATTs for which an application should be filed and the timing of these applications.
Scope of Services cont d Provision of post-designation/certification support Assist Airports Authority staff in complying with any conditions to the designation or certification and in monitoring and managing the QATT to ensure the QATT is maintained as represented in the Application, and will provide any other QATT-related support activities identified by Airports Authority staff. Other Services SAFETY Act-related recommended actions which may be beneficial to the Airports Authority issued as needed on a task order basis.
