Context Cluster Excellence Management Training The European Cluster Excellence approach was the outcome of a European Commission cofunded project named European Cluster Excellence Initiative (ECEI) ECEI itself was the culmination of nearly 10 years of various cluster policy initiatives promoted and supported by the EU Commission s DG ENTR. The ECEI established the criteria for how cluster initiatives can be managed professionally and what skills Cluster Managers need when striving for cluster excellence. The outcome: a set of uniform quality indicators for measuring excellence AND a methodology, curriculum and material to develop cluster management as a professional discipline. Helping to decide the purpose of supporting clusters An efficient way of providing public subsidies to business that lobby for support oiling the squeaky wheel. OR Providing support for business strategy for firms and facilitating step change in their strategic direction.
EuroMed Cluster Excellence Set-up and delivered through partnership between the European Foundation for Cluster Excellence, IESE Business School and CDIF-France Clusters EuroMed Train-the-Trainers programme was designed to train future trainers in Cluster Management Excellence in order to support practitioners and experts in the areas of cluster management AND assist the counterparts to build capacity for better enterprise support. It consists of a 7-month programme, combining theory and practice, leading to certification : - a six-week in-class training and a 7-month field-project to allow participants to apply their learning in real-world environment. The in-class sessions are based on case method using material developed for ECEI and from HBS, INSEAD & IESE business schools - teaching is conducted either in French or in English and tutoring in French. The package of 10 modules delivered over a 120 hour period covers: 1. Cluster Economics 2. Cluster Initiatives Screenings 3. Industry Analysis & Segmentation 4. Value Chain Analysis 5. International Benchmarking; 6. Change Management; 7. Cluster Organisation Management; 8. Project Management 9. Continuous Policy Input; 10. Cluster Policy Evaluation. Cluster organisations are assessed according to European Secretariat for Cluster Analysis (ESCA) at Bronze Label level

Outcomes Of the 18 original participants 9 have completed the training programme and 6 will qualify as trainers/instructors on completion of their projects End June 2014 Of the original 6 cluster development roadmaps, 3 are nearing completion and implementation: Lingerie cluster in Monastir, Tunisia, Street furnishing cluster in Sousse Tunisia and Dairy Products cluster in Bekka Valley, Lebanon.
