I. BACKGROUND REQUEST FOR PROPOSALS: INFORMATION COMMUNICATION TECHNOLOGY SERVICES The Elsie Whitlow Stokes Community Freedom Public Charter School prepares 350 culturally diverse elementary school students in the District of Columbia to be leaders, scholars and responsible citizens who are committed to social justice. Founded in 1998, Stokes School has been a leader in education innovation in the District of Columbia for over a decade. Our mission is to prepare culturally diverse elementary school students to be leaders, scholars, and responsible citizens who are committed to social justice. Stokes School teaches students to think, speak, read, write, and learn in two languages: English and French and English and Spanish. With a dual focus on academic excellence and community service, Stokes School accomplishes this mission by creating an environment of achievement, respect, and non-violence. II. GENERAL INFORMATION A. Intent This request for proposal is for the purpose of soliciting bids for Information and Communication Technology (ICT) services for Elsie Whitlow Stokes Community Freedom Public Charter School, herein after referred to as EWS. B. Procurement Method Request for Proposal. See section VI for award criteria. EWS will enter into a contract with the selected individual(s)/organization(s). C. Submission Deadline and Late Proposals Deadline for submission is February 28, 2014 at 5:00pm. Any proposal received after the exact time specified for receipt will not be considered. III. SCOPE OF WORK/DELIVERABLES The ICT vendor, as an independent contractor, shall provide support the following ICT services for EWS: I. Telecommunication s Leased VOIP Approximately 75-100 Digital Transmission s At least 50MB, with pricing every 50Mbps up to 500 Mbps
Cellular Phone and Data Local and Long Distance Approximately 5 phones and 6 data plans Approximately 15 lines II. Internet Access Web Hosting School Website Email/Web Based Approximately 100 Accounts Internet Access/Fiber At least 50MB, with pricing every 50MB up to 100 MG Local and Long Distance Approximately 15 lines III. Internal Connections Other Than Basic Maintenance Email Server 1 Web Server 1 Switch 1-48 Port for use in school library IV. Basic Maintenance Of Internal Connections Basic Maintenance Eligible network equipment and wiring IV. REQUIRED CONTENTS FOR PROPOSALS Experience of Key Personnel Payment and Fee Schedule o The proposal must include a complete fee schedule for the services and deliverables described within the proposal Three recommendations/references for service type specified in RFP that has been performed in the last twelve (12) months Form #1: Local, Small, and Disadvantaged Business Enterprise Certificate Form #2: Statement of Organization V. PROPOSAL SUBMISSION 1. Proposals are to be submitted electronically via email to info@educompliancellc.com. 2. Proposals must be received by February 28, 2014-5:00pm. The proposal is to be submitted via email with the subject line Elsie Whitlow Stokes PCS- ICT RFP. EWS reserves the right to reject any or all proposals, if deemed to be in the best interest of the EWS. To be considered, each firm must submit a complete response to this solicitation including the forms provided. Awards shall be made to the qualified and responsible firm whose proposal is responsive to this
solicitation. A responsible firm is one whose professional, financial, technical and other resources indicate an ability to perform the services required by this solicitation. Firms or their authorized representatives are expected to fully inform themselves as to the conditions, requirements and specifications before submitting proposals; failure to do so will be at the firm's own risk and he/she cannot secure relief on the plea of error. 3. AWARD CRITERIA It is the intent of EWS to accept the proposal that is most advantageous to its interests. EWS will use the following criteria when evaluating the proposal responses: o Scope of service provided and the ability to meet the needs of EWS o Fees for service o Organizational capacity o Qualifications of service providers VII. EXPLANATION OF THE RFP PROCESS a. A selection committee comprised of procurement review team staff will review the proposals. The Elsie Whitlow Stokes PCS reserves the right to amend the contract resulting from this RFP for necessary time constraints and the availability of approved funding.
