Hampton University Emergency Action Plan

HU Emergency Action Plan November, 2011 Introduction Emergency situations, although uncommon, may arise at any time during athletic events. Organizations that sponsor athletic activities have a duty to develop an emergency plan that can be implemented immediately and provide appropriate standards of health care to all sports participants. The organization s sports medicine team must also be prepared for emergency situations through the formulation of an emergency action plan, proper coverage of events, maintenance of appropriate emergency equipment and supplies, use of appropriate emergency medical personnel, and continuing education in the area of emergency medicine. In the event of an emergency situation, it is important to have a clear plan in place to provide a rapid, controlled response. The development and implementation of this emergency action plan will ensure that the best possible care is provided in the event of an emergency or natural disaster at a Hampton University athletic event. This manual will serve as a training tool for all Hampton University personnel that are designated as members of the Emergency Action Team. Venue specific emergency procedures can be found at the back of this manual. Components of the Emergency Plan 1. emergency personnel 2. emergency communication 3. emergency equipment 4. roles of first responder 5. venue directions with map Emergency Personnel During athletic practice and competition, the first responder to an emergency situation is typically a member of the sports medicine staff, most commonly a certified athletic trainer. A team physician may not always be present at every organized practice or competition. The type and degree of sports medicine coverage for an athletic event may vary widely, based on such factors as the sport or activity, the setting, and the type of training or competition. The first responder in some instances may be a coach, campus police, or other institutional personnel. Certification in cardiopulmonary resuscitation (CPR), first aid, prevention of disease transmission, AED use, and emergency plan review is required for all athletics personnel associated with practices, competitions, skills instruction, and strength and conditioning. The development of an emergency plan cannot be complete without the formation of an emergency team. The emergency team may consist of a number of healthcare providers and/or layperson including physicians, emergency medical technicians, certified athletic trainers, coaches, managers, sports information staff, administrators, and campus police. Roles of these individuals within the emergency team may vary depending on various factors such as available staff, the athletic venue itself, or the preference of the head athletic trainer. There are four basic roles within the emergency team. The first and most important role is establishing safety of the scene and immediate care of the athlete, including checking the athlete s signs of circulation (breathing, coughing, movement), along with level of consciousness. Acute care in an EMS

activation, may be necessary in situations where emergency transportation is not already present at the sporting event. This should be done as soon as the situation is deemed an emergency or a life-threatening event. At Hampton University, EMS should always be activated by contacting University Police at (757) 727-5666 or ext 5600 if on campus. Time is the most critical factor under emergency conditions. The sports information director will contact University Police during games and the assistant coach will be responsible for contacting University Police during practices. This person should be familiar with the emergency action plan, stay calm, and relay emergency information to the Campus Police operator. The third role, equipment retrieval may be done by anyone on the emergency team who is familiar with the types and location of the specific equipment needed. Managers and coaches are good choices for this role. The fourth role of the emergency team is that of directing EMS to the scene. At Hampton University, this will be the responsibility of university police. When forming the emergency team, it is important to adapt the team to each situation or sport. It may also be advantageous to have more than one individual assigned to each role. This allows the emergency team to function even though certain members may not always be present. Roles within the Emergency Team First Responder: (Athletic Trainer, Head Coach, Assistant Coach, and/or University Police) Establish scene safety and immediate care of the athlete, including Signs of Circulation (breathing, coughing, movement). Contact and relay information to University Police (757) 727-5666 or ext 5600 if on campus) Team Equipment Manager: Emergency equipment retrieval Contact EMS Direct EMS to scene Assist First Responder Crowd control Responds to all serious medical / accident incidents involving student-athletes, coaches, and / or athletic administration. Members Include: Athletic Director: speaks / corresponds with family and HU VPs. Head Athletic Trainer: assists team with any medical needs, works with HU counselors. Associate Athletic Director: travel arrangements for parents, team, etc. Athletic Media Relations Director: spokesperson to the media. Emergency Communication Communication is the key to quick emergency response. Members of the emergency action plan team must work together effectively and efficiently to provide the best emergency response. If emergency medical transportation is not available on site during a particular sporting event, then direct communication with the emergency medical system at the time of injury or illness is necessary. At Hampton University, always call Campus Police at (757) 727-5666 or ext 5666 if on campus, in the event of an emergency. Access to a working telephone, whether fixed or mobile, will be available at all practices and games. The communications system should be checked prior to each practice or competition to ensure proper working order. A cellular telephone is not appropriate in the Convocation Center as the primary telecommunication device because of the possibility of signal loss. A landline, located at the scorer s table, will always be available at practices and games at the Convocation Center. At any athletic

venue, whether home or away, it is important to know the location of a functioning telephone. Most venues will have a landline telephone available near the sports information staff. Emergency Equipment All necessary emergency equipment should be readily available and accessible at each athletic venue. The appropriate emergency action personnel should be familiar with the function and operation of each type of emergency equipment. All emergency equipment should be kept in good operating condition and all emergency action personnel must be trained in advance to use it properly. Emergency equipment should be checked on a regular basis to assess condition and functionality. Splints, crutches, and first aid supplies will always be available on the sidelines at practices and games. The certified athletic trainer will be responsible for assuring the availability of emergency equipment. AED s are located in University Police vehicles. Transportation Emergency transportation by ambulance can be secured by contacting University Police at (757) 727-5666 or ext 5666 if on campus. A location with rapid access to the athletic venue and a clear route for entering/exiting the field should be designated well before athletic events. The following emergency rooms should be utilized for each listed condition: Sentara CarePlex Hospital Orthopedic (bone and joint) Emergencies All non life-threatening gynecological (OB/GYN) emergencies Sentara Norfolk General Hospital Head/Neck trauma Cardiac event Loss of consciousness All other life-threatening emergencies Catastrophic Incident Management Team (CIMT) The CIMT works together with the individuals and/or team involved in the event of a serious medical accident / incident. The CIMT should be contacted as soon as appropriate following a serious medical accident / incident. Each member of the CIMT has a specific role to perform in dealing with these incidents. It is IMPERATIVE that the CIMT be contacted post-event. Conclusion The importance of being properly prepared when athletic emergencies arise cannot be stressed enough. An athlete s survival may hinge on a well-trained and responsive emergency action team. The emergency plan should be reviewed at least once a year with all athletic personnel, along with CPR, AED, and first-aid certification. Through the development and implementation of this emergency plan, the Hampton University Athletic Department will ensure that our student-athletes have the best care provided when an emergency situation does arise.

Direct Assistant Coach (practices) or Athletic Media Relations staff (games) to contact University Police at ext. 5600 5. Administer care (CPR/AED, first-aid) as needed. 1. Contact University Police at ext. 5600 via phone at scorer s table (727-5666) 2. Provide University Police with the following information: Location of emergency. Nature of emergency. Number of athletes involved. Condition of athlete(s). Treatment initiated by first responder. Directions if needed. Any other information requested by dispatcher. 3. Assistant Coach will assist with crowd control and removal of by-standers. Team Equipment Manager or Assistant Coach: 1. Retrieve emergency equipment as needed. AED located in the hall just outside the doors leading to the playing court in the northwest corner of the coliseum and in university police car. Splints, crutches, and first aid supplies located at courtside. Additional supplies available in coliseum athletic training room. 1. Contact EMS 3. Assist First Responder as needed 4. Crowd control Venue Directions: EMS Flagger located at the gate into the Convocation Center parking lot off of Emancipation Drive. University Police will escort ambulance from the main entrance to the injury site. The Athletic Director or Associate Athletic Director shall conduct a post-event review. All key participants in the event shall participate in the review. Included in the review shall be an accurate identification of actions that went well and the collection of opportunities for improvement as well as critical incident stress debriefing. Above all, REMEMBER TO RESPECT THE DIGNITY OF INDIVIDUALS INVOLVED. A summary of the post event review shall be sent to the Athletic Director.

Holland Hall Emergency Plan Volleyball / Various Practices In the event of an emergency, as calmly as possible proceed with the following flow chart: First Responder: (Athletic Trainer, Physician, Head Coach, and/or University Police) 2. Assess the injured/ill athlete s level of consciousness (LOC) or responsiveness. 3. Assess the injured/ill athlete s signs of circulation (breathing, coughing, movement) 4. Direct Assistant Coach (practices) or Athletic Media Relations staff (games) to contact University Police at ext. 5600 5. Administer care (CPR/AED, first-aid) as needed. 1. Contact University Police at ext. 5600 via phone at scorer s table (727-5666) 2. Provide University Police with the following information: Location of emergency. Nature of emergency. Number of athletes involved. Condition of athlete(s). Treatment initiated by first responder. Directions if needed. Any other information requested by dispatcher. 3. Included in the review shall be an accurate identification of actions that went well and the collection of opportunities for improvement as well as critical incident stress debriefing. Armstrong Stadium Football/Men s & Women's Track In the event of an emergency, as calmly as possible proceed with the following flow chart: First Responder: (Athletic Trainer, Physician, Head Coach, and/or University Police) 2. Assess the injured/ill athlete s level of consciousness (LOC) or responsiveness. 3. Assess the injured/ill athlete s signs of circulation (breathing, coughing, movement) 4. Direct Assistant Coach (practices) or Athletic Media Relations staff (games) to contact University Police at ext. 5600 5. Administer care (CPR/AED, first-aid) as needed. 1. Contact University Police at ext. 5600 via phone at scorer s table (727-5666) 2. Provide University Police with the following information: Location of emergency. Nature of emergency. Number of athletes involved. Condition of athlete(s). Treatment initiated by first responder. Directions if needed. Any other information requested by dispatcher. 3. Any Off-Campus Practice Men s / Women s Cross Country Men s / Women s Golf Sailing In the event of an emergency, calmly proceed with the following flow chart: First Responder: (Athletic Trainer, Head Coach, and/or University Police) 2. Assess the injured/ill athlete s level of consciousness. 3. Assess the injured/ill athlete s Signs of Circulation (breathing, coughing, movement). 4. Direct Assistant Coach (practices) to contact EMS at 911 via cellular telephone. 5. Administer CPR, AED, and/or first aid as needed. Assistant Coach (practices): 1. Contact EMS at 911 via cellular phone 2. Provide EMS with the following information: Location of emergency Nature of emergency Number of athletes involved Condition of athlete(s) Treatment initiated by first responder Directions if needed Any other information requested by dispatcher 3. Assistant Coach will assist with crowd control Team Equipment Manager / Trustworthy student-athlete: 1. Retrieve emergency equipment as needed in first aid kit It is not necessary to contact University Police when events take place off-campus. It is imperative that EMS be contacted directly for off-campus venues. Venue Directions: It is imperative that you give a clear and concise location of the off-campus event to EMS. Team Equipment Manager will direct EMS to injury site. The Athletic Director / Associate Athletic Director shall conduct a post-event review. All key participants in the event shall participate in the review. Included in the review shall be an accurate identification of actions that went well and the collection of opportunities for improvement as well as critical incident stress debriefing. Above all, REMEMBER TO RESPECT THE DIGNITY OF INDIVIDUALS INVOLVED. A summary of the post event review shall be sent to the Athletic Director.
