Minority Business Enterprise (MBE) Program DFW will establish contract specific goals The size of the contract goals will be based on (scope of work, location of work, and availability of certified firms for the program) MBE Program Construction Services Solicitation Goal: 28% MBE Goal 11

Counting MBE Participation In order to count the participation of a certified MBE firm(s), the MBE must have a place of business inside the Airport s Relevant Market Area. Place of Business is defined as an establishment independently and distinctly owned, where business is conducted, goods are made or store or processed or where services are rendered. Not acceptable: P.O. Box or virtual offices and staffing services. MBE Primes can count their self-performance toward meeting the MBE goal, but only for the scope of work and at the percentage level they will self-perform. A DBE-certified firm cannot be counted towards the MBE goal. 13
Counting Supplier Participation Supplier Participation Options: Manufacturer If the materials or supplies are obtained from a MBE manufacturer, count one hundred percent (100%) of the cost of the materials or supplies towards the MBE goal. Regular Dealer If the materials or supplies are purchased from a MBE regular dealer, count sixty percent (60%) of the cost of the materials or supplies towards the MBE goal. Broker If the MBE firm is acting as an intermediary between two or more firms for the acquisition of supplies, materials or equipment for a fee, count only the fees and commissions at 100%. Manufacturer s Representative If the MBE firm is representing a manufacturer for a fee or commission, count only the fees and commissions at 100%. 14
Questionnaire Form This form will be used for counting suppliers, brokers, manufacturing and manufacturing representatives. 15
MBE Certification Not required to do business with DFW. CERTIFCATION AGENCIES HOWEVER, if claiming MBE credit, must be certified by an approved certification agency at the time of proposal submission in order to be credited. Certification certificates must be included with proposal submission. Certificates must be current and not expired. Commodity codes noted on certificate must be relevant to the proposed services. State of Texas, HUB, DBE, WBE, SBE and out of state certificates are not acceptable. 16

Preliminary Schedule of Subcontractors (PSS) Identify all subcontractor, certification status, scope of work, percentage and and dollar commitment for each. 18
Intent to Perform Contract as an MBE Subcontractor Form represents a commitment by the Prime Contractor that if it is awarded the contract, it will enter into a subcontract with the MBE for the work described on the form. Relevant market area and affiliation confirmation. Both Prime and Sub must sign the form 19

Good Faith Effort (GFE) Plan Proposers that are non-certified firms must meet the applicable goals or demonstrate good faith efforts to achieve the goals. GFE required only if the MBE goal is not achieved or partially achieved. A GFE Plan is not a checklist! Proposers are required to meet ALL factors outlined and provide support documentation. Factors should not be considered as a template, checklist or some quantitative formula. Submitting the form without support documentation, as a GFE, will automatically deem the Proposer non-responsive. DFW will evaluate the GFE on quality, quantity, and intensity of the different kinds of efforts that the bidder/proposer has made. Mere pro forma efforts are not good faith efforts 21
Common Proposal Submission Errors Failure to sign all required documents. Failure to submit required MBE certificates for all identified MBE firms. Failure to submit correct MBE certificates; instead submitted a HUB, WBE, DBE or SBE certificate. Failure to submit a current MBE certificate; instead submitted an MBE certificate with expired dates. Failure to propose with MBE firms that have a place of business within the Airports Relevant Market Area. Providing certificates for firms that are not listed on the Schedule of Subcontractors or Not providing certificates for firms that are listed on the Schedule of Subcontractors. Use of TBD on a Schedule of Subs instead of dollars & percentages. Using the Good Faith Effort plan as a checklist and not submitting support documentation. 22

Project Scope There are multiple systems/areas at Terminal-D that are in need of rehabilitation or improvements to provide an overall betterment of the facility. These needs include: 1. Installing splash guards on the roof top drain pipes, at the ramp level grate areas. 2. Update the controls for the elevators. 3. Replacement of the elevator cables and sheaves. 4. Replace heaters at the ramp baggage make up units. 5. Enhancement of ramp level protection bollards. 6. Replacement of AHU 5-18 A/C coils. 7. Rehabilitate glycol treatment vaults on ramp near D15 and D29. 30
Terminal C Revolving Exit Door DFW is seeking Professional Services to close and secure the existing Revolving Public Exit Doors at Gate C31 and installation of an Automated Access Control System (AACS) public exit Vestibule. This design shall include the removal and/or relocation of exit signs, all electrical conduit and conductor, adjustment and adding security (CCTV) cameras, adding a duress button, adding an intercom and repairing floor tile and walls as required. 31

TERMINAL D D22 Ambassador Kiosk Removal Task 1 Demolition The scope of the D22 Ambassador Information Kiosk removal will consist of the following elements: Removal of the canopies o Inclusive of all lighting fixtures Removal of all booths/podiums Removal of mounted accent walls Disconnect and remove all electrical conduit, o Inclusive of all breakers, wiring, etc. associated Removal of all associated hardware, misc. Proper disposal/salvage/storage of all removed pieces Task 2 Patch and Repair The following elements will be required to repair the flooring beneath the kiosk and the column located within the center of the kiosk: Terrazzo flooring o Fill/patch holes or damaged areas once the kiosk has been removed o Seal, polish, and buff the area beneath and within close proximity to the kiosk Column o Fill holes or patch areas that may have been used to affix accent walls and canopies o Fill any additional areas that may have been damaged o Prime, painting, coating, and sealing of the column 33
