Connectors Major Business issues/program Issues in play - TSV program transfer from Army to Navy Joint program lead by Navy Consolidate TSV and HSC into a single Intra-Theater Connector program Concerns: -Marine Corps War Fighting and Navy Sea Basing CONOPS are key documents which will drive N753 programs. Need to complete CONOPS to develop requirements and build programs of record.

Mine Certification Plan Direction Required by public law 102-190 (as modified). OSD certifies to Congress that Navy MCM is funded sufficiently, identifies and invests in new technologies. OSD submits certification letter with the PRESBUD FY04 plan submitted late and not certified by OSD. OSD retained control of Navy s MCM budget in FY04. FY05 plan certified by OSD in March 04. (Navy Control) FY06 plan signed by SECNAV and in OSD. Parallel JROC approval in progress. Plan is restrictive in that changing course of money from programs requires Congressional notification/approval. Problematic with budget process
