At the option of CWU, subsequent architectural services to provide design and construction administration services may be added, based on available funding. Only the prime architectural consultant will be selected at this time. The University will work with the selected consultant to determine the sub-consultants, if any, prior to consultant contract award.
1.1 Project Description: The new Performing Arts Center will accommodate the CWU arts programs and their continual growth. The facility will foster current technology integration and support interdisciplinary program development and community outreach. The preliminary estimates are 80,000 to 120,000 gross square foot facility and a range of $35-40 million maximum allowed construction cost. 1.2 Scope of Predesign Services: CWU is self-performing a predesign study for the Performing Arts Center which will include an introduction, executive summary, facilities analysis, project budget analysis, master plan and policy coordination, facility operations and maintenance requirements, project drawings and diagrams and supporting appendices. Phase 1 - short listing of firms based on submitted qualifications. Phase 2 - in person interviews of short listed firms. Architectural firms selected as the most highly qualified, based upon an evaluation of the data submitted, will be contacted to schedule interviews with the selection committee. Provide three (3) hard-copies of completed qualifications. Provide one (1) reproducible digital copy in pdf format delivered on digital media. No qualifications, hard-copy or digital, will be returned to Respondent. 2.4 Proprietary Information / Public Disclosure: Materials submitted in response to this solicitation shall become the property of Central Washington University. Responses shall be deemed public records as defined in RCW 42.56, Public Records Act. Any information in the response that the desires to claim as proprietary and exempt from disclosure under the provisions of RCW 42.56 be clearly designated. CWU will consider the request for exemption from disclosure. All firms, including diverse owned firms, must submit a copy of the firm s Diverse Business Inclusion Plan. The firm s Diverse Business Inclusion Plan should address, at a minimum, the following: A. Commitment of the owner(s) and senior leadership of the firm to reaching out to contract with DBE and in helping to meet or exceed CWU s DBE utilization goals. B. Please identify how long your firm has been mentoring DBEs, and how effective the mentoring has been for DBEs. E. Describe how your firm will monitor its progress toward helping to meet or exceed the state s diverse business goals on the contract to be awarded based on this RFQ, and how your firm will adjust its strategy as necessary in order to improve its performance in this area. F. Solicit at least one DBE firm per sub consultant category. While CWU is interested in contracting with firms who employ a diverse workforce, this should not be part of the Diverse Business Inclusion Plan.
