Recommendation RELATING TO MODERNIZATION OF THE ARMY NATIONAL GUARD SUSTAINMENT To ensure readiness of Army National Guard Combat Support and Combat Service Support (CS/CSS) units, the National Guard Association of the United States supports: States sponsoring AUTHORIZED ORGANIZATIONAL EQUIPMENT A. High Mobility Multi-Purpose Wheeled Vehicles (HMMWV) B. Family of Heavy Tactical Vehicles (FHTV), Heavy Expanded Mobility Tactical Truck (HEMTT), Palletized Load System (PLS) trucks and trailers, Enhanced Container Handling Unit (ECHU), and modernize Heavy Equipment Transport System (HETS) D. EQUIPMENT SUSTAINMENT OR ENHANCEMENT H. NGB: a. ARNG is authorized ~ 280,000 M4/M16 service rifles with ~260,000 optics on hand. b. The Ak-6 optic is not an Army Program of Record. It carries a cost of $2500 per item. Equipping the ARNG would cost ~ $700. c. The current funding for the Family of Weapons Sights (FWS) program plans for full rate production of FWS in FY17 will fill the capability requested in this resolution. No Requirement specific - NSN's already exist for aircraft, artillery, and armor corrosion prevention covers in the ARNG Corrosion Prevention Covers Corrosion Prevention Covers S. Develop and procure improved Tow Bars for vehicle recovery operations (2015) bars. Recommendation needs staffed with AMC. ARNG does not AZ 2015 Concur have developing/ testing/evaluation capabilities. NGB: States would need to purchase as this does not apply to all CC. Fund and field engine-off heating systems for the Army and Army National Guard tactical vehicles (2015) States (COTS, life cycle maintenance). Recommend integrating MA, AK, AZ, IN, MI 2015 Concur into future TARDEC testing for approval DD. Fund and field organic capability to safely change High Mobility Multi-Purpose Wheeled Vehicle (HMMWV) runflat tires by a Field Maintenance Shop and/or Combined Support Maintenance Shop (2015) FF. Fund hardtop covers for Family of Medium Tactical Vehicles (FMTVs), High Mobility Multipurpose Wheeled Vehicle (HMMWVs), and Light Tactical Trailers (LTTs) (2015) Composit Hard Covers AZ, GA 2015 Concur AK 2015 Concur IN 2014 Non-Support No Req NGB: Recommend this is not a NGAUS resolution. AR 710-2-1 refers to demand supported stockage levels. The requested capability would not capture the demand for the assembly and would not protect manning because surface maintenance personnel manning requirements are driven by the end item.
