National Environment Awareness Campaign (NEAC) Programme The National Environment Awareness Campaign (NEAC) is an ongoing programme under the Environment, Awareness and Training (EEAT) Scheme of Environment Education (EE) Division since 1986. Every year the campaign is conducted throughout the country in a decentralized manner, utilizing the professional services of the identified Regional Resource Agencies (RRAs). RRAs assist the Ministry in planning, implementing, monitoring and evaluating the Campaign in their respective areas. The responsibilities of Regional Resource Agencies are given below: Print proforma for submission of applications as per the model furnished by the Ministry and to distribute theme related material in regional languages to participating agencies. Dispatch the proforma free of cost to all the interested organisations in the state/regions. Organize district-wise open workshop(s) for interested organizations in their regions to provide them the guidelines and assistance for formulating their programmes, especially the action oriented component and for filling up the proforma. Scrutinize all the proposals received from various organizations in their region and prepare a brief summary of proposals for consideration by the Regional Committees. Assist the regional committees in scrutinizing the proposals received. The RRAs would have to provide information about the competence and past experience of each organization. Receive Bond or an affidavit from the approved participating organisations for the 60% of the grant recommended to individual organisations and encash the same in the event of participating organisations failing to submit required reports, utilization certificates and audited statements of accounts for the amount sanctioned within the stipulated time. Disburse funds sanctioned by the Ministry to various approved organizations in their region for conducting NEAC activities. Physically monitor the NEAC activities conducted by various participating organizations in their region. A separate Monitoring Report in respect of all physically monitored programmes to be submitted to the Ministry. Maintain audited statement of accounts of the money disbursed to each organization. Procure Utilization Certificate(UC), Report of Activities and Statement of Accounts from each participating organizations for submitting a
consolidated UC & audited statement of account in respect of their area of jurisdiction. Prepare an Evaluation Report of the NEAC activities conducted by each organization in their region. For performing the above mentioned activities, RRAs are paid fees as per the approved formula given below: i. Basic RRA fee of Rs.12, 000/- for 5 approved proposals ii. Fee @ Rs.1, 200/- per every approved proposal beyond 5 and up to 60 iii. Fee @ Rs.800/- per every approved proposal beyond 60. A sum of Rs.400/- will be deducted for every non participating organisation while releasing the second and final installment of RRA fee. An additional grant of Rs.1200/- per district is sanctioned to RRAs for organizing pre-neac orientation workshops to help interested organisations to formulate suitable proposals. Who can apply: Registered NGO s, voluntary organisations, educational institutions, Government departments, registered professional bodies working in the field of environment for conducting various activities such as workshops, camps, padyatras, rallies, competitions, street theatre, science fairs and having experience in preparation of educational resource material for creating mass awareness on the identified theme/sub-theme. Eligibility Criteria: Institutional capacity: Sufficient man power to handle the task, monitoring capability, experience in conducting workshop/seminars/training in the firld of environment. Availability of infrastructure: Sufficient office space, furnitures, computers/laptops, printers etc. Minimum registration of 3 years(does not apply to Government Organisations) Preference may be given to organisation having past association with NEAC.
