1983 COMMAND HISTORY 1. VRC-40, based at NAS, Norfolk, Virginia, is assigned to Fleet Tactical Support Wing ONE with the mission of Carrier Onboard Delivery (COD) and Air Logistics Transport service to the Navy's Atlantic Fleet. VRC-40 provides around-the-clock and all-weather fleet support to the Eastern Seaboard; Gulf Coast, to as far South as Roosevelt Roads, Puerto Rico, Guantanamo Bay, Cuba and Panama City, Panama. The CT-39 provides Executive Airlift and support of Navy Aircraft Ferry Operations throughout the United States, Canada and the Carribbean. The CT-39 also provides around-the-clock rapid response. 2. FEBRUARY : 4 - Received a message of appreciation from USS CARL VINSON for COD support. 16 - Received an additional message of appreciation from USS CARL VINSON for COD support. 25 - Two C-1A's depart on detachment to Jacksonville and Guantanamo Bay, Cuba. 28 - C-1A departs on detachment to Key West, Florida. SEPTEMBER: 9 - Received a Letter of Appreciation from CINCSOU for support of USS RANGER during Panamanian operations. 10 - Two C-1A's return from detachment to Howard AFB, Panama. 10 - Two C-1A's return from detachment to Roosevelt Roads, Puerto Rico. 10 - Received Letter of Appreciation from USS CORAL SEA for COD support. 16 - Received a Bravo Zulu from COMCARAIRWING EIGHT for rapid response CT-39 logistic support. OCTOBER: 24 - Three C-1A departed on detachment to Barbados in support of Grenada operations. 29 - C-1A returns from detachment in Roosevelt Roads, P.R. NOVEMBER: 2 - Three C-1As return from detachment in Barbados. 15 - C-1A returns from detachment in Roosevelt Roads, P.R. 16 - C-1A departs on detachment to Mayport, Florida. 19 - C-1A returns from detachment to Mayport, Florida. 20 - Two ClAs depart on detachment to Mayport, Florida. DECEMBER: 4 - C-1A returns from detachment to Mayport, Florida. 28 - C-1A departs on detachment to Mayport, Florida. 30 - Two C-1As return from detachment to Roosevelt Roads, Puerto Rico. 27 - Received a Bravo Zulu message from USS SARATOGA on LT Smith's job well done. 4. NARRATIVE: JANUARY : Fleet Logistics Support Squadron FORTY began the new year with COD support

when an aircraft and crew departed on detachment to Roosevelt Roads, Puerto Rico. The detachment returned two weeks later. One of our two CT-39E experienced a bird strike which damaged the port engine. The aircraft was on short final and no other problems were encountered. FEBRUARY : The month was quiet until the end of the month when two separate detachments left. Two CODs departed for NAS Jacksonville and Guantanamo Bay, Cuba to support USS JOHN F. KENNEDY. The other detachment supported carrier qualifications aboard the USS LEXINGTON in Key West, Florida. The squadron was applauded on two separate occassions by the Commanding Officer of USS CARL VINSON for the outstanding support they received during their Carribbean operations. MARCH : Detachment schedule continued with one COD departing for Roosevelt Roads, Puerto Rico for two weeks. Two of VRC-40's finest were honored when LT and LT were named AIRLANT's Pro-of-the-week. More praise was given when VRC-40 received a Bravo Zulu from VAW-122 for COD support and a Letter of Appreciation from the USS INDEPENDENCE. APRIL: One COD returned from Roosevelt Roads, P.R. while on the same day, two CODs departed for support of the USS LEXINGTON working off of Pensacola and Corpus Christi. Because of VRC-40's impressive safety record, it was awarded the CNO Safety Award for 1982, along with a Letter of Congratulations from Commander Fleet Tactical Support Wing ONE. VRC-40 received a Bravo Zulu from COMNAVAIRLANT for support during the Capston Visit. LCDR received a Letter of Appreciation for his input on the CT-39 support site contract. Later in the month, two CODs returned from Pensacola and Corpus Christi. One

C-1A left to Jacksonville to support the USS SARATOGA for three days. The last day of the month was capped with a Letter of Appreciation for a CT-39 rapid response. - MAY : The month began with a Bravo Zulu from the USS EISENHOWER for COD support. A COD departed for detachment to Pensacola and Corpus Christi for nine days. Received another Bravo Zulu for COD support, this time from USS SARATOGA. The USS SARATOGA was again in the picture when one C-1A departed to Guantanamo Bay for CV support. The month ended with a re-emphasis on safety with a Safety S t anddown. JUNE : Another milestone was reached in June when VRC-40 celebrated four years accident free flying. CNO and Wing Commander sent congratulatory messages on the achievement. This represented over 23,000 hours of flight time. Two more detachments departed. One COD left to support USS LEXINGTON in Pensacola, and the other relieved the crew that was supporting USS SARATOGA in Cuba. JULY : COD detached to Jacksonville. Received a Letter of Commendation from COMNAVAIRLANT for CT-39 rapid response for life support equipment that saved a diver's life. One COD returned from detachment to Jacksonville. Received a Bravo Zulu from COMNAVAIRLANT for COD support during a Senior Officers Orientation Visit. The month ended when COD 146040 was forced to make a nose gear-up landing; no injuries were incurred and the extent of aircraft damage did not warrant a mishap. AUGUST : Two CODs departed for LaMesa, Honduras in support of USS RANGER. The

detachment worked out of both Honduras and Howard AFB, Panama. VRC-40 received a Letter of Appreciation from the Commander-in-Chief U.S. Atlantic Fleet for outstanding support of USS RANGER during Panamanian operations. Received a Letter of Appreciation from Commander Tactical Support Wing ONE for technical assistance in C-1A maintenance. On 14 August, two C-1As departed in support of USS INDEPENDENCE in Roosevelt Roads, Puerto Rico. On 23 August, VRC-40 experienced a Class A mishap on COD 145040; the aircraft was destroyed and there were four fatalities, all crew members. The month ended with a Safety Standdown. SEPTEMBER: The tempo decreased in September. A Letter of Appreciation was received from USS CORAL SEA which was involved in the Central American operations. Later in the month, a Bravo Zulu was received from Commander Carrier Air Wing EIGHT for CT-39 rapid response to get vital parts to Roosevelt Roads, Puerto Rico. Two detachments, one from Panama and the other from Puerto Rico, returned after a successful operation. OCTOBER: On 24 October, three C-1As departed to Barbados in support of USS INDEPENDENCE during the Grenada operation. Later, one COD departed on detachment to Roosevelt Roads, Puerto Rico. NOVEMBER: On 2 November, the three CODs returned from Barbados with a successful detachment which was one of the busiest, averaging five arrested landings per day. The detachment from Roosevelt Roads, P.R. returned later in the month. Another COD spent two days in Mayport, Florida in support of USS SARATOGA.

DECEMBER : The year ended with a decrease in activity. Local training and CT-39 Ferry and VIP support were the routine. At the end of the month, USS SARATOGA sent VRC-40 a Bravo Zulu for the outstanding support they received. 5. Specific Achievements For FY/CY 1983 a.
