Group 1: Residential Energy Upgrade CA- streamlining permitting (secondary incentives), GAP Outreach and marketing for CONT & EXPAND Workforces- working with housing division, local community college use LGP funds and leverage with other programs. GETUP is stimulus so that s a gap, matching incentives is a GAP PACE- Chula Vista revolving loan, GAP Upstream program for realtors, for leads for EUC HERS rebates to community meetings from LGP funds 40% of EUC project in the County are in Chula Vista because of the matching rebates. Chula Vista has a reach code now- will have to update when it comes out in 2013 long term plan to get to ZNE City needs a cost effectiveness study to update reach code Chula Vista- plan check and secondary audit/field check process take that data, interpret to implement new policy and standards New construction- incentive program to go 15% past the reach code (total of 30% past code) voluntary, need to market to developers. Residential and Commercial reduced permit fees- use partnership funds to cover part of the staff costs. regional energy mapping have zip + 4 data, but sounds like we can get better data to be much more targeted in outreach and marketing. We need to have equipment that has DR capability built- into it. USD counting education opportunities to incorporate ZNE and CLTEESP goals - online reading available - - utilize senior engineering students apply ZNE framework to university housing/dorms and establish educational/behavioral element around it; we can call it a ZORM There is a strong internal effort to move towards Integrated Demand Side Management (IDSM). This will include EE, DR, DG and water efficiency. move towards This will move us closer to ZNE arch- involvement in existing building stock to achieve ZNE Potential New Strategic Plan Menu Items: New: 1.2.2 Surrounding the EUC framework ID procedures, needs matched to jurisdiction, permits required - create strategy - EUC contractor toolkit 1. Add: 3.1.3 - For the 2013-2014 Bridge period local governments lead by example with their own facilities and energy usage practices by retrofitting an existing building to be zero net energy (ZNE) to demonstrate and showcase (commercial). The focus of this is on existing building stock.

Group 4 Financing SANDAG, Balboa Park, CCSE Do not phase OBF out quickly, rather run OBF in parallel to OBR. Many cities and institutions are just starting to warm up to OBF and years of outreach would be wasted if OBF were to phase out too quickly. We also noted that it may be of value to keep OBF around with greater limitations, such as only tax-payer funded entities are eligible to participate The group agreed that the primary issue facing greater deployment of energy efficiency in the context of financing is not the availability of financing but rather a reticence of entities to assume any type of new debt USD was very interested in learning about how they could capture the bill savings internally to create a revolving loan fund. Other Universities have done this as well as a number of municipalities but how it was accomplished is not well understood. Greater education and outreach on these types of internal programs would help resolve internal funding issues. Everyone was very interested in PACE but no one believes it will break open the market given that there still remains a resistance to debt in the private arena In order to achieve deep, long-term savings, we need financing program that allow for long-term paybacks with low interest rates (15+ years and 5-10% interest range). This is especially true for the residential market NEW MENU ITEM: Under Strategic plan goal #4 Local Governments lead their communities with innovative programs for energy efficiency, sustainability and climate change Develop a Commercial and/or Residential financing program Group 1 s Financing Notes: Municipal Energy Revolving Fund (Chula Vista) Additional strategic plan goals: Existing building stock!!! (Reach code can include existing homes), retrofit/time of sale? Working with SANDAG to do sub regional peer to peer- everyone will have a regional energy map Chula Vista will partner with south bay neighbors and help small cities implement programs, loan staff, templates (housing element), TA (SP goal #5). If not, do you have a suggestion for a new actionable menu item? We need to do an exercise of putting them in these buckets see if there are GAPs and suggest the strategic plan menu options accordingly.
