Helyer presided over the meeting of the NERC PC held Wednesday, June 7, 2006 from 1 to 5 p.m. and Thursday, June 8, 2006 from 8 a.m. to noon in St. Louis, Missouri. The meeting notice, agenda, and list of attendees are attached as Exhibits A, B, and C, respectively. Meeting presentations may be found in a separate file at http://www.nerc.com/~filez/pcmin.html. Quorum Of the PC s 35 voting members, 29 members or their proxies were in attendance, exceeding the meeting quorum requirement of 23. The following four proxies attended the meeting for absent PC voting members: J. Kenneth Wiley (RRO-FRCC) for FRCC representative to be named; Ray Mason (RFC-ECAR) for Paul Johnson; Bobby Adjemian (IPP) for Juan Villar; and Peter Wong (ISO/RTO) for Michael Henderson. The following six PC voting members did not attend the meeting or send proxies: Jeffrey Miller (WECC); Carmine Marcello (Canada East); Lane Mahaffey (Cooperative); Ronald Moulton (Federal); Clayton Greer (Power Marketer); and Anthony Taylor (Power Marketer). Antitrust Compliance Guidelines David R. Nevius reviewed the NERC Antitrust Compliance Guidelines. New Appointments Chairman Helyer announced the appointment of Kenneth H. Donohoo (ERCOT) as chairman and David Till (TVA) as vice chairman of the Transmission Issues Subcommittee; Bill Dowling (SPP) as a member of the PC executive committee; and David R. Nevius (NERC) as PC secretary. Approval of Agenda On motion, the PC approved the agenda for the June 2006 PC meeting and granted Chairman Helyer the flexibility to reorder agenda items if he felt it appropriate. Approval of March 15-16, 2006 PC Meeting Minutes On motion, the PC approved the minutes of the March 15-16, 2006 PC meeting, with two minor corrections. The corrected minutes appear at ftp://www.nerc.com/pub/sys/all_updl/pc/minutes/pc_draft_minutes_15-16mar06.pdf. PC Executive Committee Actions On motion, the PC ratified its executive committee s action approving the 2006 Summer Assessment. Resource Issues Chairman Helyer noted the activities of the Resource Issues Subcommittee (RIS), as reported in the agenda background, including: withdrawal of the Fuel Supply or Delivery Disruption Reporting SAR and inclusion of this issue in the Resource Adequacy Assessment SAR; discussed making portions of GADS reporting mandatory; RIS input on Long-Term Reliability Assessment; and GADS 2005 data collection update. David Nevius reported that the proposal to allow modification of pc-gar to allow individual regional analysis where all reports must have a minimum of three operating companies and seven units before any reports are prepared for printing and use was withdrawn. Transmission Issues Kenneth Donohoo, chairman of the Transmission Issues Subcommittee (TIS), reported on the status of TIS activities, including: undervoltage load shedding study guidelines (NERC blackout recommendation 8b); evaluation of criteria, methods, and practices used for system design, planning, and analysis (NERC blackout recommendation 13c); System Protection and Control Task Force (SPCTF); Eastern Interconnection Phasor Project; and transmission availability data collection. Following presentations by Charles Rogers, chairman of the System Protection and Control Task Force (SPCTF) and Robert Cummings, NERC staff, the PC approved two SPCTF technical documents Methods to Increase Line Relay Loadability and Switch-onto-Fault Schemes in the Context of Line Relay Loadability. The PC deferred approval until its September 2006 meeting of SPCTF s updated report on EHV Transmission System Relay Loadability Mitigation Update and Requests for Extensions and New Temporary Exceptions. Following presentation by Mark Kuras, chairman of the Multiregional Modeling Working Group (MMWG), and discussion by the PC, the PC approved (with one dissenting vote) the MMWG s proposed 2007 power flow and dynamics case series and associated budget with the following changes: the 2012 Summer and 2012/13 Winter power flow and dynamics models were changed to 2013 Summer and 2013/14 Winter, respectively. The approved budget for recommended 12 power flow cases and 7 dynamics cases is $223,650. Robert Cummings, NERC staff, discussed how the work of the Eastern Interconnection Phasor Project Off-Line Applications Task Team and comparable efforts in WECC might be combined into a comprehensive NERC interconnection dynamics modeling and analysis effort. David Nevius, NERC staff, reviewed the status of activities related to transmission availability data collection, including discussions between NERC and the Energy Information Administration (EIA) regarding Schedule 7 of Form EIA-411. The PC agreed to disband its original Transmission Availability Task Force and form a new, small group to work with the Planning Committee Meeting Minutes June 7-8, 2006 St. Louis, Missouri 2

IEEE working group exploring this same issue as well as with the Canadian Electricity Association and Electric Power Research Institute. At the request of chairman Helyer, the PC approved forming a small task force to assist NERC in responding to the FERC NOPR on Proposed Revisions to Orders 888 and 889, especially with regard to Consistency and Transparency of ATC Calculations. Reliability Assessment and Performance Analysis Issues Chairman Helyer noted the activities of the Reliability Assessment Subcommittee (RAS), including: 2006 Long-Term Reliability Assessment; 2006 Summer Assessment; regional reliability assessment interviews; forecast bandwidths used in reliability reports; data review and data coordination task forces; and events analysis. He also noted activities of the Load Forecasting Working Group (LFWG), the Data Review Task Force (DRTF), and the Data Coordination Working Group (DCWG) as presented in the agenda background. Chairman Helyer led a discussion of data collection issues presented by the RAS, including information on gas supply and coal delivery and stockpiles. PC members offered ideas on conducting risk-based analyses (low probability/high impact events); data confidentiality and security issues; and redesign of data collection systems to avoid special data requests. Robert Cummings, NERC staff, presented an overview of the NERC Events Analysis and Information Exchange Program, highlighting events currently being analyzed and the new NERC Alert system for sharing lessons learned from these analyses. Standards Issues William Bojorquez, chairman of the Standards Evaluation Subcommittee (SES), reported on the status of NERC standards development. The PC discussed and offered suggestions for responding to the FERC Staff Preliminary Assessment of NERC Standards and also discussed proposed revisions to the Reliability Functional Model and the role of the Planning Committee in approving the planning sections of Regional Reliability Plans. Compliance Issues Chairman Helyer noted the activities of the Compliance Review Group, including: monitoring compliance with standards PRC 002 and 014 in 2005; and compliance enforcement program for standards PRC 003, 012, and 013 in 2006. Future Role and Structure of the Planning Committee The PC had an extensive discussion of the role of the committee in the context of the Electric Reliability Organization and a straw proposal to rescope and restructure the committee to provide program-specific support for the Reliability Assessment and Performance Analysis program. Chairman Helyer thanked the PC for its input and indicated a more specific proposal would be presented for further discussion at the September 2006 meeting. Subgroup Retirements On recommendation by chairman Helyer, the PC approved retiring the following PC subgroups: Standards Evaluation Subcommittee; Planning Standards Task Force; Planning Reliability Model Task Force; Blackout Recommendations Review Task Force; Data Review Task Force; ATC Task Force; Interconnection Dynamics Working Group; and Wind Generation Task Force. and that the Compliance Review Group will be disbanded after it completes the work it has under way for the Compliance Enforcement Program.
